【摘要】：我國能源生產(chǎn)和消費一直以來以煤炭為主，煤炭的供需問題關系到我國經(jīng)濟發(fā)展社會進步等各各方面，是關系到我國經(jīng)濟命脈和國防安全的重要問題，，是社會可待續(xù)發(fā)展的重要基礎隨著改革開放的發(fā)展，我國經(jīng)濟和社會等領域發(fā)生了重多變化，能源領域也面臨著諸多挑戰(zhàn)科學的分析我國煤炭資源需求和供給及相關的影響因素，對于制定正確的能源發(fā)展計劃，保障我國戰(zhàn)略目標的實現(xiàn)，構建節(jié)約型社會和和諧社會都具有重要的意義 本文在分析我國煤炭生產(chǎn)消費運輸替代能源環(huán)境等因素的基礎上，應用系統(tǒng)動力學的方法，結合經(jīng)濟學相關原理，對我國煤炭資源供需的相關問題進行了模擬和決策分析在國際市場影響下，中國煤炭資源供需中的影響因素有哪些，影響程度有多少，我國未來20年內(nèi)，中國煤炭資源國內(nèi)煤炭資源的供應量和需求量為多少，我國現(xiàn)在的政策在考慮環(huán)境國際能源市場能源保障等諸多問題的前提下如何改善等等，都是本文著重分析的問題 本文的具體內(nèi)容如下： 煤炭是不可再生且非清潔資源，煤炭供需問題不僅僅局限于供需雙方，也涉及到環(huán)境能源安全保障運輸替代能源等多方面，且隨著2009以來我國由一個煤炭凈出口國變?yōu)槊禾績暨M口國，我國煤炭市場與國際煤炭市場相互影響程度逐漸加深運用系統(tǒng)動力學模型模擬我國煤炭資源供需系統(tǒng)，從而預測出我國煤炭在今后20年內(nèi)的煤炭供應量和消費量，并進行敏感性分析，得出降低我國煤炭消費比例和降低我國煤炭消費強度都可以減少煤炭的消費量，其中降低煤炭消費強度比降低煤炭消費比例更有效果的結論，再以此對環(huán)境和國際市場的影響進行了模擬，結果表明，降低煤炭消費強度是更有效的緩解環(huán)境壓力的舉措，且無論是降低我國煤炭消費比例還是降低我國煤炭消費強度都可以擴大我國能源政策的調(diào)控空間，提高我國能源保障安全 根據(jù)模型模擬和分析出的結果，借鑒國際發(fā)達國際的能源政策，本文得出能源政策意見建議：煤炭資源節(jié)能為先，建立能源儲備戰(zhàn)略，調(diào)整能源生產(chǎn)和消費結構，加強對環(huán)境問題關注，合理利用國際市場，加強宏觀調(diào)控，規(guī)避不利因素，從而推動經(jīng)濟和社會的發(fā)展
[Abstract]:China ' s energy production and consumption have been mainly coal - based , the supply - demand of coal has been related to the economic development and social progress of our country , it is an important basis for the sustainable development of our country . With the development of reform and opening - up , China ' s economy and society have changed more and more .

Based on the analysis of the factors such as the alternative energy environment of coal production and consumption in China , this paper simulates and analyzes the related problems of the supply and demand of coal resources in China under the influence of international market .

The concrete contents of this paper are as follows :

Coal is a non - renewable and non - clean resource . The problem of coal supply and demand is not only limited to the supply and demand side , but also to the environment energy security and transportation alternative energy , and the impact of coal consumption intensity on the environment and international market can be reduced .

Based on the results of the model simulation and analysis , we draw lessons from the energy policy of the international developed international . In this paper , we draw a suggestion of energy policy : first , to establish the energy reserve strategy , to adjust the energy production and consumption structure , to strengthen the attention to the environment , to make rational use of the international market , to strengthen the macro - control and avoid the adverse factors , thus to promote the development of the economy and society .
