【摘要】：我國于2015年起被迫取消稀土出口配額制度,加上國家經(jīng)濟放緩,稀土行業(yè)發(fā)展面臨前所未有的挑戰(zhàn)。我國經(jīng)濟進入新常態(tài)下的稀土行業(yè)受到較大影響,市場對稀土產(chǎn)品的需求大幅下滑,如何在配額取消后通過調(diào)整行業(yè)管理來應(yīng)對市場及產(chǎn)業(yè)形勢的變化至關(guān)重要。本文通過分析新常態(tài)背景下國內(nèi)稀土產(chǎn)業(yè)運行情況,以及WTO裁決對我國稀土行業(yè)管理政策的影響等,從戰(zhàn)略規(guī)劃、監(jiān)管體系、環(huán)境保護及產(chǎn)業(yè)結(jié)構(gòu)等方面提出了在新形勢下我國稀土產(chǎn)業(yè)管理政策調(diào)整的建議。
[Abstract]:China was forced to abolish its quota system for rare earths exports in 2015, and the country's economy is slowing, and the development of the rare earths industry is facing unprecedented challenges.The rare earth industry in the new normal is greatly affected and the market demand for rare earth products has dropped sharply. It is very important to adjust the industry management after the quota cancellation to cope with the change of market and industry situation.Based on the analysis of the operation of the rare earth industry in China under the background of the new normal and the influence of the WTO ruling on the management policy of the rare earth industry in China, this paper analyzes the strategic planning and regulatory system.Suggestions on the adjustment of the management policy of rare earth industry in China under the new situation are put forward in the aspects of environmental protection and industrial structure.
