【摘要】：隨著經(jīng)濟(jì)的高速發(fā)展,路橋市場(chǎng)的競(jìng)爭(zhēng)呈現(xiàn)出日益激烈的態(tài)勢(shì),而對(duì)于施工企業(yè)來(lái)說(shuō),在施工過(guò)程中,采用全面深化的財(cái)務(wù)管理是一項(xiàng)重要的工作。尤其是工程施工階段對(duì)于成本的掌控是尤為重要的,需要對(duì)成本信息數(shù)據(jù)進(jìn)行檢測(cè),以此來(lái)反映項(xiàng)目過(guò)程中的主要活動(dòng)內(nèi)容,才能對(duì)整個(gè)工程項(xiàng)目的資金情況進(jìn)行把握,優(yōu)化工程項(xiàng)目管理,避開(kāi)施工企業(yè)可能出現(xiàn)的財(cái)務(wù)風(fēng)險(xiǎn),促進(jìn)項(xiàng)目的良好發(fā)展。實(shí)際上,這些成本信息數(shù)據(jù)可以作為工程項(xiàng)目管理控制的主要依據(jù)。良好的財(cái)務(wù)管理,能夠?qū)こ添?xiàng)目的規(guī)劃、進(jìn)度的安排提供依據(jù),并且掌握現(xiàn)金流量,對(duì)企業(yè)的經(jīng)濟(jì)狀況進(jìn)行控制,以此保證在激烈的市場(chǎng)競(jìng)爭(zhēng)中占據(jù)一席之地。財(cái)務(wù)管理已經(jīng)越來(lái)越成為現(xiàn)代建筑施工企業(yè)關(guān)注的焦點(diǎn)。本文通過(guò)對(duì)中交路橋洞庭湖項(xiàng)目的財(cái)務(wù)管理進(jìn)行分析研究,在對(duì)國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行綜述的基礎(chǔ)上,結(jié)合財(cái)務(wù)管理的相關(guān)理論知識(shí),對(duì)其項(xiàng)目概況進(jìn)行簡(jiǎn)要分析,具體分析中交路橋洞庭湖項(xiàng)目財(cái)務(wù)管理的環(huán)境,認(rèn)為雖然政治環(huán)境穩(wěn)定、金融環(huán)境良好,但是中交路橋DT項(xiàng)目財(cái)務(wù)管理面臨項(xiàng)目成本控制缺乏力度、項(xiàng)目財(cái)務(wù)預(yù)算管理不嚴(yán)格、項(xiàng)目財(cái)務(wù)信息不準(zhǔn)確帶來(lái)經(jīng)營(yíng)風(fēng)險(xiǎn)、項(xiàng)目資金管理分散和缺乏監(jiān)控和項(xiàng)目施工財(cái)務(wù)風(fēng)險(xiǎn)意識(shí)淡薄這五大問(wèn)題。究其原因,是因?yàn)轫?xiàng)目財(cái)務(wù)管理缺乏信息化協(xié)同、預(yù)算執(zhí)行缺乏應(yīng)有的約束力和嚴(yán)肅性、項(xiàng)目財(cái)務(wù)管理信息化建設(shè)和審計(jì)不足、項(xiàng)目資金管理模式不適應(yīng)公司發(fā)展現(xiàn)狀以及財(cái)務(wù)管理觀念落后,人員素質(zhì)亟待提升。繼而,筆者針對(duì)性地提出了中交路橋DT項(xiàng)目財(cái)務(wù)管理的改進(jìn)措施,主要包括加強(qiáng)項(xiàng)目財(cái)務(wù)信息化系統(tǒng)建設(shè)、自上而下推行現(xiàn)代財(cái)務(wù)管理理念和完善全面化預(yù)算管理。最后,筆者闡述了中交路橋DT項(xiàng)目財(cái)務(wù)管理體系構(gòu)建過(guò)程,一是要構(gòu)建財(cái)務(wù)管理的組織框架,二是要確立財(cái)務(wù)管理工作的原則,三是要梳理財(cái)務(wù)管理工作的流程。筆者認(rèn)為,中交路橋DT項(xiàng)目財(cái)務(wù)管理者應(yīng)該充分運(yùn)用財(cái)務(wù)管理“前期積極參與、中期統(tǒng)籌控制、后期嚴(yán)格把關(guān)”三原則,分三個(gè)階段切實(shí)做好加強(qiáng)財(cái)務(wù)管理工作的各項(xiàng)措施,才能保障DT建設(shè)工程項(xiàng)目的順利開(kāi)展。
[Abstract]:With the rapid development of economy, the competition of road and bridge market is becoming more and more fierce. For the construction enterprises, it is an important task to adopt comprehensive and deepening financial management in the construction process.Especially in the construction stage, it is very important to control the cost. It is necessary to detect the cost information data to reflect the main activities in the process of the project, so as to grasp the fund situation of the whole project.Optimize project management, avoid possible financial risks of construction enterprises, and promote the good development of projects.In fact, these cost information data can be used as the main basis of project management and control.Good financial management can provide the basis for the project planning and schedule arrangement, and master the cash flow, control the economic situation of the enterprise, so as to ensure a place in the fierce market competition.Financial management has become the focus of modern construction enterprises.In this paper, the financial management of Dongting Lake project of Zhongjiao Road and Bridge is analyzed. Based on the summary of the domestic and foreign research situation, combined with the relevant theoretical knowledge of financial management, this paper makes a brief analysis of the general situation of the project.Analyzing the financial management environment of Dongting Lake project in Zhongjiao Road Bridge, it is concluded that although the political environment is stable and the financial environment is good, the financial management of DT project of Zhongjiao Road Bridge is faced with the lack of project cost control, and the project financial budget management is not strict.The inaccuracy of project financial information brings about five major problems, such as management risk, decentralized project fund management, lack of supervision and control, and weak awareness of project construction financial risk.The reason is that the project financial management lacks information coordination, the budget implementation lacks due binding force and seriousness, and the project financial management information construction and audit are insufficient.The project fund management mode is not suitable for the development of the company and the backward concept of financial management, and the quality of personnel needs to be improved.Then, the author puts forward the improvement measures of DT project financial management, including strengthening the construction of project financial information system, carrying out the modern financial management idea from top to bottom and perfecting the comprehensive budget management.Finally, the author expounds the construction process of DT project financial management system of Zhongjiao Road and Bridge Project. Firstly, it is necessary to construct the organizational framework of financial management, the second is to establish the principles of financial management work, and the third is to sort out the process of financial management work.The author thinks that the financial managers of DT project of Zhongjiao Road and Bridge should make full use of the three principles of "active participation in the early stage, overall control in the medium term, strict control in the later period", and do a good job in various measures to strengthen the financial management work in three stages.In order to ensure the smooth development of DT construction project.
