【摘要】：為了面對能源供需格局新變化、國際能源發(fā)展新趨勢,保障能源安全,國家積極推動(dòng)能源革命,能源改革政策頻出。為了適應(yīng)國家推動(dòng)能源革命的迫切要求,建立現(xiàn)代天然氣能源產(chǎn)業(yè)體系,應(yīng)對天然氣產(chǎn)業(yè)發(fā)展所遇到的挑戰(zhàn)已勢在必行。在分析天然氣能源革命提出的背景基礎(chǔ)上,明晰天然氣能源革命內(nèi)涵,構(gòu)建其基礎(chǔ)結(jié)構(gòu)模式。分析認(rèn)為,中國的天然氣能源革命是一項(xiàng)復(fù)雜的巨系統(tǒng)工程,是長期戰(zhàn)略任務(wù)。進(jìn)而提出建議:①實(shí)施"非常規(guī)資源保供"戰(zhàn)略工程,建立多元網(wǎng)絡(luò)供應(yīng)保障體系;②實(shí)施"天然氣能源替代"戰(zhàn)略工程,打造清潔高效能源消費(fèi)主角;③實(shí)施"天然氣技術(shù)突破"戰(zhàn)略工程,建立國際領(lǐng)先核心技術(shù)體系;④實(shí)施"天然氣市場變革"戰(zhàn)略工程,推動(dòng)能源市場資源優(yōu)化配置;⑤實(shí)施"天然氣開放合作"戰(zhàn)略工程,持續(xù)提升國際話語權(quán)影響力。該研究成果對豐富我國能源革命的內(nèi)涵,助推能源革命發(fā)展具有重要的意義。
[Abstract]:In order to face the new changes of energy supply and demand pattern, the new trend of international energy development and the protection of energy security, the state actively promotes the energy revolution and the energy reform policy frequently emerges.In order to meet the urgent need of national energy revolution, it is imperative to set up a modern natural gas energy industry system and to meet the challenges encountered in the development of natural gas industry.On the basis of analyzing the background of natural gas energy revolution, the connotation of natural gas energy revolution is clarified and its basic structure model is constructed.The analysis shows that China's natural gas energy revolution is a complicated giant system engineering and a long-term strategic task.Furthermore, it is suggested that 1 should carry out the strategic project of "unconventional resource supply", establish a multi-network supply guarantee system and implement the strategic project of "natural gas energy substitution" to create the leading role of clean and efficient energy consumption.(3) carrying out the "Natural Gas Technology Breakthrough" strategic project, establishing the international leading core technology system and implementing the "Natural Gas Market Transformation" strategic project, promoting the optimal allocation of energy market resources and implementing the "Natural Gas Open Cooperation" strategic project.Continue to enhance the influence of international discourse power.The research results are of great significance to enrich the connotation of energy revolution and promote the development of energy revolution in China.
