【摘要】：清真肉制品產(chǎn)業(yè)對(duì)于寧夏的民生建設(shè)及經(jīng)濟(jì)發(fā)展都具有特別重要的意義。盡管近年該產(chǎn)業(yè)在政府的推動(dòng)下取得了較大進(jìn)展,但受制于產(chǎn)業(yè)自身固有的特點(diǎn)及有關(guān)從業(yè)者和主管部門(mén)認(rèn)識(shí)水平有限等因素的制約,該產(chǎn)業(yè)在總量規(guī)模、質(zhì)量水平等方面仍顯不足。為促進(jìn)寧夏清真肉制品產(chǎn)業(yè)的深入發(fā)展,地方政府需要加大政策扶持力度,而財(cái)稅政策在這當(dāng)中具有獨(dú)特的作用。本文在對(duì)寧夏清真肉制品產(chǎn)業(yè)發(fā)展現(xiàn)狀進(jìn)行總結(jié)分析的基礎(chǔ)上,梳理了目前寧夏相關(guān)財(cái)稅政策的內(nèi)容及存在的主要問(wèn)題,最后從財(cái)政收入、支出的手段設(shè)計(jì)及管理規(guī)范等角度提出了支持寧夏清真肉制品產(chǎn)業(yè)發(fā)展的財(cái)稅政策建議。
[Abstract]:The halal meat products industry is of particular importance to the construction of people's livelihood and economic development in Ningxia. Although the industry has made great progress in recent years under the impetus of the government, However, restricted by the inherent characteristics of the industry and the limited level of knowledge of the relevant practitioners and competent departments, the industry is still insufficient in terms of total scale and quality level. In order to promote the in-depth development of the halal meat products industry in Ningxia, Local governments need to increase policy support, and fiscal and taxation policies play a unique role in the process. This paper summarizes and analyzes the present situation of the development of halal meat products industry in Ningxia. This paper combs the contents and main problems of the related fiscal and taxation policies in Ningxia at present, and finally puts forward some suggestions on fiscal and taxation policies to support the development of the halal meat products industry in Ningxia from the angles of fiscal revenue, design of expenditure means and management standard.
