【摘要】：為正確研判我國(guó)探礦權(quán)市場(chǎng)化配置現(xiàn)狀,本文對(duì)我國(guó)探礦權(quán)出讓制度建設(shè)和各地實(shí)踐情況進(jìn)行了梳理總結(jié),對(duì)2003~2013年我國(guó)探礦權(quán)出讓數(shù)量、招拍掛及申請(qǐng)?jiān)谙瘸鲎尡壤�、�?cái)政項(xiàng)目占比等變化趨勢(shì)進(jìn)行了分析,結(jié)果顯示我國(guó)探礦權(quán)市場(chǎng)化配置程度總體上逐步提高但近年來(lái)開(kāi)始降低,且財(cái)政項(xiàng)目占比近年來(lái)大幅增長(zhǎng)。結(jié)論是我國(guó)探礦權(quán)市場(chǎng)化配置水平總體上不斷提高但總體偏低,且近年來(lái)財(cái)政資金擠壓社會(huì)勘查投入的現(xiàn)象較明顯。對(duì)此筆者從強(qiáng)化市場(chǎng)在探礦權(quán)出讓中的決定性作用,及進(jìn)一步規(guī)范財(cái)政勘查資金投入等方面提出了有關(guān)對(duì)策建議。
[Abstract]:In order to correctly study the present situation of market allocation of prospecting right in our country, this paper summarizes the construction of the system of mineral exploration right transfer in China and the practical situation in various places, and gives a summary of the quantity of mineral exploration right transfer, the proportion of bidding and auction hanging and the proportion of application for first transfer in China from 2003 to 2013. The result shows that the degree of market-oriented allocation of mineral exploration rights in China has been gradually increased, but in recent years it has begun to decrease. In recent years, the proportion of financial projects has increased significantly. The conclusion is that the level of market-oriented allocation of mineral exploration rights in China has been increasing in general, but on the whole is on the low side. In recent years, the phenomenon of the financial funds squeezing the social exploration investment is obvious. The author puts forward some countermeasures and suggestions on strengthening the decisive role of the market in the transfer of exploration rights and further standardizing the financial exploration fund investment.
