【摘要】：電力用戶和發(fā)電企業(yè)直接交易是電力市場改革的重要部分,自我國實行電力體制改革以來在部分省份和地區(qū)推行了直接交易改革試點,并取得了一定成效、積累了一定經(jīng)驗,但總體而言直接交易還處于探索階段,相關(guān)的理論研究,特別是有針對性的、深入、系統(tǒng)的研究更為不足。本文在綜合分析國內(nèi)外學者對電力市場化改革和電力直接交易理論研究成果,并總結(jié)世界主要國家電力直接交易改革實踐經(jīng)驗的基礎上,利用搏弈理論分析我國電力直接交易可采用的模式,證明在發(fā)電商非完全競爭的情況下,采用中長期合約交易模式可以有效地限制發(fā)電商行使市場力的動機,有利于形成比較合理的實時市場出清價格。隨后運用博弈論中的魯賓斯坦輪流出價模型,研究直接交易長期合約的電價談判問題,建立模型并求解,最后通過對結(jié)果分析證明增加實時電力市場的透明度,有助于交易雙方在中長期合約電價談判中達成協(xié)議,提高電力市場整體效率。在以上基礎上,文章以福建省直接交易開展情況為重點對我國直接交易進行實證分析,總結(jié)提出推進我國電力直接交易的政策建議,包括基本原則、基本框架和配套改革三大部分,重點是從市場準入的界定、交易方式的選擇、交易規(guī)模的調(diào)控等七個方面對我國推進電力直接交易的基本框架進行分析和設計,指出我國應該選擇的政策。本文對電力用戶和發(fā)電企業(yè)直接交易問題的研究,有助于增加人們對電力市場改革和電力直接交易的認識,對直接交易在我國的進一步推行和廣泛應用,提供有益的參考。
[Abstract]:Direct trading between electric power users and power generation enterprises is an important part of the reform of the electricity market. Since the implementation of the reform of the electric power system in China, direct trading reform has been carried out in some provinces and regions, and has achieved certain results and accumulated certain experience. But in general, direct transactions are still in the exploratory stage, and relevant theoretical studies, especially targeted, in-depth, On the basis of comprehensive analysis of domestic and foreign scholars' research results on electricity marketization reform and direct electricity trading theory, this paper summarizes the practical experience of power direct trading reform in major countries in the world. By using the theory of game playing to analyze the models that can be used in direct electricity trading in China, it is proved that in the case of incomplete competition, the medium and long term contract trading model can effectively limit the motivation of power generation firms to make market power. It is advantageous to form a reasonable real time market clearing price. Then, using Rubenstein's alternating bid model in game theory, the paper studies the electricity price negotiation problem of direct transaction long-term contract, establishes the model and solves it. Finally, through the analysis of the results, it is proved that increasing the transparency of the real-time electricity market will help the two sides to reach an agreement in the negotiation of the medium and long-term contract price, and improve the overall efficiency of the electricity market. This paper focuses on the development of direct transactions in Fujian Province, and makes an empirical analysis of direct transactions in China, and summarizes and puts forward some policy recommendations for promoting direct trading in electricity in China, including three major parts: basic principles, basic framework and supporting reforms. The emphasis is on the analysis and design of the basic framework for the direct trading of electricity in China from seven aspects, namely, the definition of market access, the choice of transaction mode, the regulation of transaction scale, and so on. It is pointed out that the policy that should be chosen in our country. The study of direct transaction between power users and power generation enterprises in this paper is helpful to increase people's understanding of the reform of electricity market and direct trading of electricity. It provides a useful reference for the further promotion and wide application of direct transaction in China.
