【摘要】：面對(duì)金融危機(jī)的沖擊和全球制造業(yè)體系的變化,發(fā)達(dá)國(guó)家紛紛提出"再工業(yè)化"等產(chǎn)業(yè)政策,試圖通過(guò)增加政府干預(yù)刺激經(jīng)濟(jì)增長(zhǎng)。后危機(jī)時(shí)代發(fā)達(dá)國(guó)家產(chǎn)業(yè)政策重心和干預(yù)層次的變化表明:發(fā)達(dá)國(guó)家產(chǎn)業(yè)政策注重改善市場(chǎng)環(huán)境和基礎(chǔ)建設(shè);強(qiáng)調(diào)政府與社會(huì)各組成部分的政策配合;高度重視對(duì)科學(xué)技術(shù)研發(fā)和中小企業(yè)的政策支持。隨著全球制造業(yè)體系的深刻變化,"中國(guó)制造"正面臨發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家前后夾擊的雙重挑戰(zhàn),既需突破向高端市場(chǎng)邁進(jìn)的層層阻力,又要面對(duì)低端市場(chǎng)被蠶食的壓力,為此,中國(guó)的產(chǎn)業(yè)政策應(yīng)該結(jié)合發(fā)達(dá)國(guó)家經(jīng)驗(yàn)作出相應(yīng)的調(diào)整。
[Abstract]:In the face of the impact of the financial crisis and the changes in the global manufacturing system, developed countries have put forward industrial policies such as "re-industrialization" one after another. This paper attempts to stimulate economic growth by increasing government intervention. The changes of industrial policy focus and intervention levels in developed countries in the post-crisis era show that industrial policies in developed countries focus on improving the market environment and infrastructure construction; Emphasizing the policy coordination between the government and the various components of society; With the profound changes in the global manufacturing system, "made in China" is facing the double challenges of both developed and developing countries. It is necessary not only to break through the layer by layer resistance to the high-end market, but also to face the pressure of the low-end market being eaten away. Therefore, China's industrial policy should be adjusted according to the experience of the developed countries.
