發(fā)電企業(yè)生產(chǎn)項(xiàng)目管理評(píng)價(jià)體系研究

【摘要】:隨著國(guó)民經(jīng)濟(jì)的快速發(fā)展,電力行業(yè)企業(yè)逐步向大型化、集團(tuán)化轉(zhuǎn)型。項(xiàng)目后評(píng)價(jià)能及時(shí)總結(jié)項(xiàng)目管理各階段的經(jīng)驗(yàn)教訓(xùn),達(dá)到改進(jìn)項(xiàng)目管理,提高項(xiàng)目績(jī)效,提升企業(yè)市場(chǎng)競(jìng)爭(zhēng)力和可持續(xù)發(fā)展能力的目的。根據(jù)火力發(fā)電廠生產(chǎn)項(xiàng)目的特點(diǎn)和項(xiàng)目管理實(shí)施過(guò)程的管理效果,建立一套科學(xué)的項(xiàng)目管理評(píng)估體系,將其應(yīng)用于集團(tuán)公司改進(jìn)和完善項(xiàng)目管理工作,對(duì)于總結(jié)建設(shè)項(xiàng)目從決策到實(shí)施完成整個(gè)過(guò)程的經(jīng)驗(yàn)和教訓(xùn),提高項(xiàng)目決策水平、投資效益,提升管理品質(zhì)是十分必要的。 在調(diào)研發(fā)電企業(yè)生產(chǎn)項(xiàng)目管理過(guò)程、管控效果和收集相關(guān)資料的基礎(chǔ)上,借助已有的管理評(píng)估模型和項(xiàng)目管理知識(shí),結(jié)合發(fā)電企業(yè)生產(chǎn)項(xiàng)目的特點(diǎn),采用邏輯框架法、綜合評(píng)價(jià)法和成功度評(píng)價(jià)法,按照項(xiàng)目的啟動(dòng)、計(jì)劃、執(zhí)行、控制和結(jié)尾五個(gè)管理過(guò)程來(lái)構(gòu)建項(xiàng)目管理評(píng)估體系,參照PMI的OPM3來(lái)構(gòu)建火力發(fā)電廠生產(chǎn)項(xiàng)目的項(xiàng)目管理評(píng)估模型。發(fā)電企業(yè)生產(chǎn)項(xiàng)目管理評(píng)價(jià)體系包括項(xiàng)目前評(píng)估、項(xiàng)目過(guò)程評(píng)價(jià)及項(xiàng)目后評(píng)價(jià),本文主要闡述項(xiàng)目后評(píng)價(jià)管理模型的建立及應(yīng)用。將項(xiàng)目管理評(píng)估理論和方法應(yīng)用到火力發(fā)電廠的生產(chǎn)項(xiàng)目的管理之中,為企業(yè)提供一套可以不斷完善企業(yè)項(xiàng)目管理制度,提高管理效果的項(xiàng)目管理評(píng)估模型。 本文采用OPM3項(xiàng)目成熟度模型,結(jié)合國(guó)華電力公司技改項(xiàng)目后評(píng)價(jià)的實(shí)際工作,通過(guò)后評(píng)價(jià)指標(biāo)的篩選,提出了電力行業(yè)技改項(xiàng)目后評(píng)價(jià)體系框架。根據(jù)本課題提出的技術(shù)改造項(xiàng)目后評(píng)價(jià)綜合指標(biāo)體系框架,針對(duì)國(guó)華6個(gè)運(yùn)營(yíng)電廠技術(shù)改造項(xiàng)目的實(shí)際情況和項(xiàng)目后評(píng)價(jià)數(shù)據(jù),從評(píng)估工作流程、評(píng)價(jià)結(jié)果分析等方面進(jìn)行了闡述,并對(duì)評(píng)估模型進(jìn)行了應(yīng)用演練,檢驗(yàn)了模型的實(shí)用性,提出了持續(xù)改進(jìn)的建議。
[Abstract]:With the rapid development of the national economy, the power industry enterprises gradually toward large-scale, group transformation. Post project evaluation can sum up the experiences and lessons in the stage of project management, improve project management, improve project performance, enhance the market competitiveness of enterprises and sustainable development capability. According to the characteristics of project management and implementation process of production of thermal power project factory management effect, a set of scientific project management evaluation system is established and applied to the group, the improvement and perfection of project management for construction projects, summarized from the decision to implement the whole process of experience and lessons, improve decision-making, investment benefit, enhance the quality of management is very necessary.
In the production process of project management research of electric power enterprises, and the control effect based on the data collected, the existing management evaluation model and project management knowledge, combined with the characteristics of production project of power generation enterprises, using the logical frame method, comprehensive evaluation method and evaluation method of the degree of success, according to the start of the project, planning, implementation, control and ending five management process to construct project management evaluation system, according to the PMI OPM3 to build the project management production project of thermal power plant. The power production evaluation model of project management evaluation system including pre project evaluation, project evaluation and project process post evaluation, establishment and application of management evaluation model in this paper. The project will produce project project management theory and methods applied to the evaluation of the thermal power plant management, can provide a continuous improvement of enterprise project management system for enterprises, A project management evaluation model to improve the management effect.
This paper uses the OPM3 project maturity model, combined with the actual work project of Guohua Power Company after the evaluation, the evaluation index selection, evaluation framework is put forward. The power industry technical innovation project evaluation index system framework according to the technical transformation project proposed in this paper, according to the China 6 operating power plant technical transformation project the actual situation and the project post evaluation data from the evaluation process, the evaluation results are summarized, and the evaluation model is applied to drill, test the practicality of the model, puts forward improvement suggestions.
