智能電網(wǎng)環(huán)境下電網(wǎng)企業(yè)經(jīng)營模式研究

【摘要】:隨著新能源、大規(guī)模儲(chǔ)能、信息網(wǎng)絡(luò)和智能控制技術(shù)的快速發(fā)展,世界電網(wǎng)已經(jīng)進(jìn)入以智能電網(wǎng)為典型特征的發(fā)展階段。在對電力生產(chǎn)、配置、利用方式產(chǎn)生深刻變革的同時(shí),智能電網(wǎng)給電網(wǎng)企業(yè)經(jīng)營帶來全方位的挑戰(zhàn),對經(jīng)營理念、業(yè)務(wù)模式、管理機(jī)制、服務(wù)方式等都提出了新的要求。傳統(tǒng)的電網(wǎng)經(jīng)營模式已經(jīng)難以適應(yīng)智能電網(wǎng)蓬勃發(fā)展的新形勢。研究建立適應(yīng)智能電網(wǎng)環(huán)境的電網(wǎng)企業(yè)經(jīng)營模式,對于電網(wǎng)企業(yè)提高發(fā)展質(zhì)量、改進(jìn)管理方式、提升服務(wù)品質(zhì)具有重要意義。 本文在全面分析國內(nèi)外智能電網(wǎng)發(fā)展現(xiàn)狀、技術(shù)特點(diǎn)及差異的基礎(chǔ)上,研判了智能電網(wǎng)發(fā)展發(fā)展趨勢與典型特征,重點(diǎn)對分布式電源對電網(wǎng)的影響進(jìn)行了分析。重新審視了智能電網(wǎng)環(huán)境下電網(wǎng)的定位與作用,創(chuàng)新提出了能源電力輸送平臺(tái)、資源優(yōu)化配置平臺(tái)、社會(huì)公共服務(wù)平臺(tái)的功能定位,從發(fā)、輸、變、配、用、調(diào)度等六個(gè)關(guān)鍵環(huán)節(jié)全面分析電網(wǎng)業(yè)務(wù)模式的發(fā)展變化,從各個(gè)專業(yè)分別提出了調(diào)整業(yè)務(wù)模式的建議。本文立足于國家、社會(huì)、企業(yè)綜合效益最大化,研究構(gòu)建了智能電網(wǎng)環(huán)境下電網(wǎng)企業(yè)運(yùn)營模式綜合效益評價(jià)指標(biāo)體系,依據(jù)環(huán)境效益、用戶效益、電網(wǎng)效益和其他效益等構(gòu)建了較為完整的評價(jià)指標(biāo)體系,并應(yīng)用層次分析方法確定了各指標(biāo)的權(quán)重,構(gòu)建了綜合效益評價(jià)模型,對某地區(qū)電網(wǎng)企業(yè)推動(dòng)智能電網(wǎng)發(fā)展所產(chǎn)生的效益進(jìn)行了實(shí)證分析,得出發(fā)展智能電網(wǎng)對電網(wǎng)企業(yè)具有長遠(yuǎn)效益,對國家、社會(huì)、環(huán)境、用戶具有顯著的綜合效益;谶\(yùn)營模式分析和綜合效益評價(jià),應(yīng)用管理變革和四維模式工具,提出電網(wǎng)企業(yè)應(yīng)創(chuàng)新管理機(jī)制,壓縮管理層級,強(qiáng)化資源管控,提升集約化、扁平化、專業(yè)化水平;應(yīng)創(chuàng)新傳統(tǒng)服務(wù)模式,拓展新興服務(wù)領(lǐng)域,發(fā)展智能業(yè)務(wù)用電,充分發(fā)揮智能電網(wǎng)作為社會(huì)綜合服務(wù)平臺(tái)的作用。本文的研究對于智能電網(wǎng)環(huán)境下電網(wǎng)企業(yè)調(diào)整運(yùn)營模式及服務(wù)方式具有積極的參考意義。
[Abstract]:With the rapid development of new energy, large-scale energy storage, information network and intelligent control technology, the world grid has entered a stage of development characterized by smart grid. Smart grid brings all kinds of challenges to the operation of power grid enterprises, and it brings about the management idea, business model and management mechanism. The traditional operation mode of power grid has been difficult to adapt to the new situation of the vigorous development of smart grid. The establishment of business model of grid enterprise adapting to the environment of smart grid can improve the development quality of power grid enterprise. It is of great significance to improve management and service quality. Based on the comprehensive analysis of the current situation, technical characteristics and differences of smart grid development at home and abroad, this paper studies the development trend and typical characteristics of smart grid. In this paper, the influence of distributed generation on power grid is analyzed, and the location and function of power grid under smart grid environment are re-examined, and the energy and power transmission platform and the optimal allocation platform of resources are put forward. The function orientation of social public service platform, from six key links, such as sending, transferring, changing, matching, using, dispatching, etc., comprehensively analyzes the development and change of power grid business model. This paper, based on the maximization of the comprehensive benefits of the state, society and enterprises, studies and constructs the comprehensive benefit evaluation index system of the operation mode of the power grid enterprises under the environment of smart grid. According to the environmental benefit, user benefit, power grid benefit and other benefits, a relatively complete evaluation index system is constructed, and the weight of each index is determined by using the analytic hierarchy process (AHP) method, and the comprehensive benefit evaluation model is constructed. This paper makes an empirical analysis on the benefits of smart grid development in a regional power grid enterprise, and draws a conclusion that the development of smart grid has long-term benefits for power grid enterprises, and is beneficial to the country, society and environment. Based on the analysis of operation mode and comprehensive benefit evaluation, applying management reform and four-dimensional model tools, the paper puts forward that power grid enterprises should innovate management mechanism, reduce management levels, strengthen resource management and control, and promote intensification. Flat, professional level; should innovate the traditional service mode, expand the emerging service field, develop intelligent business electricity, The research of this paper has positive reference significance for grid enterprises to adjust operation mode and service mode under the environment of smart grid.
