【摘要】：能源是工業(yè)的糧食,關(guān)乎著一個(gè)國(guó)家的經(jīng)濟(jì)發(fā)展和國(guó)家安全,具有不可替代的重要作用。改革開放以來(lái),中國(guó)經(jīng)濟(jì)長(zhǎng)期保持著高速的發(fā)展勢(shì)頭,資源消耗極大,尤其是石油、天然氣等能源資源,而國(guó)內(nèi)能源產(chǎn)量有限,這導(dǎo)致中國(guó)能源需求的缺口越來(lái)越大,逐步失去了能源自給自足的局面,不得不從國(guó)際市場(chǎng)大量進(jìn)口原油、成品油等能源產(chǎn)品。到目前為止,能源對(duì)外依賴程度的逐步加深,已經(jīng)成為制約經(jīng)濟(jì)發(fā)展的一大瓶頸,也成為影響國(guó)家安全的重要因素。為了緩解能源供應(yīng)的緊張局面,更是著眼于中國(guó)經(jīng)濟(jì)的長(zhǎng)遠(yuǎn)、持續(xù)發(fā)展,中國(guó)政府開始實(shí)施“走出去”戰(zhàn)略,試圖開辟能源安全的新途徑。在此背景之下,以中石油、中石化、中海油三大巨頭為首的中國(guó)能源企業(yè)紛紛走出國(guó)門,開始登上世界能源舞臺(tái),加入了海外能源并購(gòu)的行列,取得了一定成就,為中國(guó)的能源安全和經(jīng)濟(jì)發(fā)展做出了一定貢獻(xiàn)。但是由于海外并購(gòu)風(fēng)險(xiǎn)較大,加上中國(guó)企業(yè)經(jīng)驗(yàn)不足等因素的影響,中國(guó)的海外能源并購(gòu)并沒(méi)有能夠真正實(shí)現(xiàn)穩(wěn)定能源供給、維護(hù)能源安全的預(yù)期目標(biāo),還存在一些問(wèn)題和不足。 本文分析了中國(guó)當(dāng)前海外能源并購(gòu)的特征、動(dòng)因以及面臨的主要影響因素,并從實(shí)際能源獲取量、國(guó)際能源定價(jià)、能源外交環(huán)境的保護(hù)三個(gè)方面評(píng)估中國(guó)目前的海外能源并購(gòu)對(duì)中國(guó)能源安全實(shí)際產(chǎn)生的作用,具體彰顯當(dāng)前中國(guó)海外能源并購(gòu)存在的一些問(wèn)題,通過(guò)借鑒國(guó)內(nèi)外跨國(guó)能源并購(gòu)的經(jīng)驗(yàn)教訓(xùn)以及立足中國(guó)實(shí)際國(guó)情的基礎(chǔ)上,對(duì)中國(guó)海外能源并購(gòu)提出一些建議和完善措施。
[Abstract]:Energy is the food industry, related to a country's economic development and national security, plays an irreplaceable important role. Since the reform and opening up, China economy has long maintained a high-speed development momentum, resource consumption is great, especially in petroleum, natural gas and other energy resources, and domestic energy production is limited, which leads to the gap and China energy demand is bigger, gradually lost our energy self-sufficiency, have to from the international market to import large quantities of crude oil, refined oil and other energy products. So far, the degree of dependence on foreign energy gradually deepened, has become a major bottleneck restricting the development of economy, has become an important factor affecting national security. In order to ease tensions the supply of energy, more focus on the Chinese economy in the long term, sustainable development, Chinese government began to implement the "going out" strategy, trying to open up a new way in energy security. In this context, with PetroChina, Sinopec, have to go abroad Chinese energy company CNOOC led by three giants, began to appear on the stage of world energy, joined the ranks of overseas energy acquisitions, has made some achievements, and make great contribution to the energy security and economic development China. But due to overseas mergers and acquisitions risk coupled with the impact of China enterprises lack of experience and other factors, the energy Chinese overseas mergers and acquisitions are not able to really achieve a stable energy supply, the expected goal of safeguarding energy security, there are still some problems and shortcomings.
This paper analyzes the characteristics of current overseas energy acquisitions Chinese, main influencing factors of motivation and face, and obtained from the actual energy, international energy pricing, the three aspects of energy conservation environmental assessment China foreign overseas energy acquisitions of China currently actual energy security role, highlighting the specific problems existed in the current Chinese overseas energy acquisitions the lessons learned by multinational energy acquisitions at home and abroad and based on the actual situation of Chinese, Chinese overseas energy acquisitions and puts forward some suggestions and measures to improve.
