【摘要】:配網(wǎng)自動(dòng)化是實(shí)施智能化配電網(wǎng)的重要手段,是提高配網(wǎng)供電可靠性的必然需要,更是電力系統(tǒng)現(xiàn)代化發(fā)展的必然趨勢。而在配網(wǎng)建設(shè)項(xiàng)目管理方面,設(shè)備運(yùn)維管理的人員數(shù)量少、任務(wù)重、壓力大,傳統(tǒng)的工程管理方式和經(jīng)驗(yàn)已經(jīng)很難適應(yīng)大規(guī)模、多項(xiàng)目的配網(wǎng)工程管理。探索如何能夠運(yùn)用現(xiàn)代項(xiàng)目管理來實(shí)現(xiàn)配網(wǎng)自動(dòng)化建設(shè)項(xiàng)目的目標(biāo),滿足社會(huì)進(jìn)步、企業(yè)發(fā)展的需要成為迫切需要解決的問題。 項(xiàng)目管理是一個(gè)龐大復(fù)雜的工程,項(xiàng)目的管理過程與項(xiàng)目自身的性質(zhì)、項(xiàng)目的實(shí)施環(huán)境以及項(xiàng)目所在領(lǐng)域等多方面都有著很直接的關(guān)系。本文則是將項(xiàng)目管理理念及方法引入配網(wǎng)自動(dòng)化建設(shè)項(xiàng)目管理工工作中,分析廊坊配網(wǎng)建設(shè)項(xiàng)目管理體制和方法的不足,在提出廊坊配網(wǎng)自動(dòng)化建設(shè)項(xiàng)目的規(guī)劃目標(biāo)及項(xiàng)目范圍的基礎(chǔ)上,界定項(xiàng)目管理范圍,明確項(xiàng)目管理目標(biāo)。運(yùn)用項(xiàng)目管理的理論、方法和工具,依據(jù)配網(wǎng)自動(dòng)化建設(shè)項(xiàng)目特點(diǎn)及供電企業(yè)特點(diǎn)設(shè)計(jì)項(xiàng)目管理組織結(jié)構(gòu)形式,探討配網(wǎng)自動(dòng)化建設(shè)項(xiàng)目在項(xiàng)目生命周期不同階段中進(jìn)度管理、質(zhì)量管理、成本管理這三大基礎(chǔ)要素方面管理的流程與控制方法,以確保項(xiàng)目在現(xiàn)有技術(shù)條件、資金水平和經(jīng)濟(jì)環(huán)境約束下,提高配網(wǎng)自動(dòng)化建設(shè)項(xiàng)目的經(jīng)濟(jì)效益。最后對(duì)配網(wǎng)自動(dòng)化建設(shè)項(xiàng)目管理的發(fā)展提出了建議。本文的研究可對(duì)配網(wǎng)自動(dòng)化建設(shè)項(xiàng)目的管理提供一些借鑒。
[Abstract]:Distribution automation is an important means to implement intelligent distribution network, is necessary to improve the reliability of distribution network power supply, is the inevitable trend of power system modernization development, and in the distribution network construction project management. Equipment operation and maintenance management of the small number of personnel, heavy tasks, pressure, traditional engineering management methods and experience has been very difficult to adapt to large-scale. To explore how to use modern project management to realize the goal of distribution network automation construction project and to satisfy the social progress, it is urgent to solve the problem of enterprise development. Project management is a huge and complex project, the project management process and the nature of the project itself. The implementation environment of the project and the field of the project are directly related. This paper introduces the concept and method of project management into the project management work of distribution network automation construction. Analysis Langfang distribution network construction project management system and method deficiencies, on the basis of Langfang distribution network automation project planning objectives and project scope, define the scope of project management. Make clear the project management goal. Use the theory, method and tool of project management, design the project management organization form according to the characteristics of distribution network automation construction project and power supply enterprise. This paper discusses the process and control methods of schedule management, quality management and cost management of distribution network automation project in different stages of project life cycle, in order to ensure the existing technical conditions of the project. Under the constraints of the level of capital and the economic environment. Finally, some suggestions are put forward for the development of distribution network automation construction project management. The research in this paper can provide some reference for the distribution network automation construction project management.
