【摘要】：李克強(qiáng)總理在2012年12月指出：“財(cái)政改革要做牽一發(fā)動(dòng)全身的事”；在2014年1月22日主持召開國(guó)務(wù)院常務(wù)會(huì)議時(shí)指出：“改革項(xiàng)目和資金管理辦法,使財(cái)政資金突出助優(yōu)扶強(qiáng),提高資金配置效率,發(fā)揮‘四兩撥千斤’的撬動(dòng)作用,把資金用到刀刃上。”改革開放以來(lái),中國(guó)經(jīng)濟(jì)持續(xù)30多年快速發(fā)展,2013年全國(guó)公共財(cái)政收入129143億元,比上年增加11889億元,同比增長(zhǎng)10。1%。些國(guó)家部委和地方政府中,滋生出一些不健康的現(xiàn)象,互相攀比總量,盲目追求數(shù)字,投資不搞決策,項(xiàng)目不搞論證,支出不講績(jī)效,以至于出現(xiàn)了偽造項(xiàng)目、形象工程、政績(jī)工程等亂象。李克強(qiáng)總理的講話表明了政府財(cái)政支出績(jī)效評(píng)價(jià)問(wèn)題是一個(gè)亟待解決的問(wèn)題,是建設(shè)服務(wù)型政府、法治政府、廉潔政府、高效政府的核心問(wèn)題。為了推進(jìn)中央部門預(yù)算項(xiàng)目支出績(jī)效評(píng)價(jià)試點(diǎn)工作,財(cái)政部分別于2004年和2009年出臺(tái)了《財(cái)政部關(guān)于開展中央政府投資項(xiàng)目預(yù)算績(jī)效評(píng)價(jià)工作的指導(dǎo)意見》(財(cái)建[2004]729號(hào))和《財(cái)政部關(guān)于進(jìn)一步推進(jìn)中央部門預(yù)算項(xiàng)目支出績(jī)效評(píng)價(jià)試點(diǎn)工作的通知》(財(cái)預(yù)[2009]390號(hào))。天津市政府于2007年,頒布了《天津市市級(jí)財(cái)政項(xiàng)目支出績(jī)效評(píng)價(jià)管理辦法(試行)》(津政辦發(fā)[2007]101號(hào)),正式把財(cái)政項(xiàng)目支出納入績(jī)效評(píng)價(jià)的范疇。為了把原來(lái)只對(duì)中央財(cái)政支出的績(jī)效評(píng)價(jià)推廣到全國(guó),進(jìn)一步推進(jìn)財(cái)政支出的預(yù)算績(jī)效評(píng)價(jià)管理工作,在國(guó)家層面上把項(xiàng)目支出作為績(jī)效評(píng)價(jià)的對(duì)象,財(cái)政部2011年出臺(tái)《財(cái)政支出績(jī)效評(píng)價(jià)管理暫行辦法》(財(cái)預(yù)[2011]285號(hào))。2012年,天津市政府頒布了《天津市財(cái)政支出績(jī)效評(píng)價(jià)管理辦法》(津政辦發(fā)[2012]2號(hào)),把各預(yù)算單位主管部門的預(yù)算資金和市對(duì)區(qū)縣的轉(zhuǎn)移支付全部納入績(jī)效評(píng)價(jià)的范疇,并且明確了預(yù)算安排金額達(dá)到500萬(wàn)元以上的項(xiàng)目支出必須具有明顯的經(jīng)濟(jì)效益和社會(huì)效益,并作為績(jī)效評(píng)價(jià)的重點(diǎn)�？梢钥闯�,從國(guó)家到地方,財(cái)政支出績(jī)效評(píng)價(jià)在穩(wěn)步推進(jìn),同時(shí)取得了一些成效。然而,由于我國(guó)財(cái)政支出績(jī)效評(píng)級(jí)工作起步較晚,尚在探索階段,在實(shí)施過(guò)程中必然存在各種問(wèn)題。政府投資項(xiàng)目是財(cái)政支出的重要組成部分,本文以此為起點(diǎn)研究政府投資項(xiàng)目的績(jī)效評(píng)價(jià)問(wèn)題。本文共分五章。首先,介紹天津市工業(yè)和信息化方面政府投資項(xiàng)目的基本情況及其績(jī)效評(píng)價(jià)工作的現(xiàn)狀,分析了績(jī)效評(píng)價(jià)過(guò)程中存在的問(wèn)題及成因；其次,介紹平衡計(jì)分卡理論,根據(jù)天津市工業(yè)和信息化政府投資項(xiàng)目的實(shí)際情況,選取了天津市工業(yè)科技開發(fā)專項(xiàng)資金作為重點(diǎn)研究對(duì)象,把平衡計(jì)分卡引入績(jī)效評(píng)價(jià),建立了基于平衡計(jì)分卡的天津市工業(yè)科技開發(fā)投資項(xiàng)目的績(jī)效評(píng)價(jià)指標(biāo)體系,制定了一套績(jī)效評(píng)價(jià)流程；再次,說(shuō)明了天津市工業(yè)科技開發(fā)投資項(xiàng)目績(jī)效評(píng)價(jià)工作在引入平衡計(jì)分卡改進(jìn)后的情況；最后,總結(jié)和展望。筆者以天津市政府投資項(xiàng)目預(yù)算績(jī)效評(píng)價(jià)為例,在政府投資項(xiàng)目績(jī)效評(píng)價(jià)過(guò)程中利用了平衡計(jì)分卡法,為推動(dòng)政府項(xiàng)目績(jī)效評(píng)價(jià)作了一些探索。

The government investment project is an important part of public expenditure, this paper research the performance evaluation problem of starting point of government investment projects. This paper is divided into five chapters. First of all, the basic situation and work status of price performance and industrial informatization in Tianjin city government investment project evaluation, analyzes the problems and causes of performance in the evaluation process; secondly, introduce the Balanced Scorecard theory, according to the actual situation of Tianjin city of industry and information technology, government investment projects, the paper chooses Tianjin city industrial technology development funds as the research object, the Balanced Scorecard performance evaluation, established the project of Tianjin industrial technology development investment based on the balanced scorecard. The performance evaluation index system, establish a set of performance evaluation process; thirdly, description of the performance evaluation of Tianjin City Industrial Technology Development Investment Project In the introduction of the Balanced Scorecard improved; finally, summarize and prospect. The author of the Tianjin municipal government investment project budget performance evaluation as an example, the use of the Balanced Scorecard in the performance evaluation of government investment projects in the process, made some exploration to promote the performance evaluation of government projects.
