【摘要】:“國(guó)以民為本,民以食為天,,食以安為先”,食品安全關(guān)系著公民的生命安全,更關(guān)系著國(guó)家和地區(qū)經(jīng)濟(jì)的發(fā)展與社會(huì)的穩(wěn)定。隨著現(xiàn)代食品工業(yè)的發(fā)展,轉(zhuǎn)基因技術(shù)的廣泛應(yīng)用,納米技術(shù)也被應(yīng)用到食品生產(chǎn)、加工和包裝方面,使我們的生活發(fā)生了巨大的變化。我們由過(guò)去重視食品“量”的安全,過(guò)渡到了重視食品“質(zhì)”的安全,更關(guān)心能夠吃到健康放心的食品。但是,現(xiàn)代食品工業(yè)的迅速發(fā)展,同時(shí)也加大了食品安全新的風(fēng)險(xiǎn)。特別是近些年來(lái),食品安全事故的頻發(fā)給人民群眾留下了難以揮去的陰影。三鹿奶粉、蘇丹紅、毒大米、地溝油、三聚氰胺、瘦肉精、染色饅頭、毒豆芽、速生雞等事件,不但給消費(fèi)者帶來(lái)巨大損失,而且對(duì)政府食品安全監(jiān)管部門(mén),以及政府的管理能力和政府公信力都提出了嚴(yán)峻的挑戰(zhàn)。因此,如何有效地加強(qiáng)政府部門(mén)對(duì)食品安全的監(jiān)管,提升政府公信力已經(jīng),是擺在各級(jí)食品安全監(jiān)管部門(mén)面前的一項(xiàng)重要的課題。文章第一章首先介紹了食品安全及食品安全監(jiān)管等概念,接著從危機(jī)管理理論的概念、原則、特征、模式等方面對(duì)食品安全問(wèn)題進(jìn)行了分析,總結(jié)出食品安全事件是一種典型的公共危機(jī)事件。第二章通過(guò)對(duì)我國(guó)食品安全監(jiān)管現(xiàn)狀的陳述,概括出我國(guó)政府現(xiàn)階段在食品安全監(jiān)管監(jiān)管中所面臨的的五大困境:即食品安全監(jiān)管的法律法規(guī)體系滯后;食品安全監(jiān)管的標(biāo)準(zhǔn)體系水平較低;食品安全監(jiān)管的控制體系的缺乏;食品安全監(jiān)管中政府執(zhí)行不力;食品安全監(jiān)管的行政問(wèn)責(zé)不足。第三章主要分析了美國(guó)、日本、歐盟等一些西方發(fā)達(dá)國(guó)家是如何在食品方面進(jìn)行監(jiān)管的,并從中總結(jié)出了一些可供我國(guó)政府在監(jiān)管中借鑒的經(jīng)驗(yàn)與啟示。第四章對(duì)照我國(guó)政府在食品安全監(jiān)管中存在的現(xiàn)實(shí)困境并結(jié)合西方發(fā)達(dá)國(guó)家的經(jīng)驗(yàn)啟示,從五個(gè)方面提出了完善我國(guó)政府在食品安全監(jiān)管中的對(duì)策。
[Abstract]:"The country people, hunger breeds discontentment, food to safety first, food safety means the safety of the citizens, but also the relationship between the economic development and social stability of the countries and regions. With the development of modern food industry, the wide application of transgenic technology, nanotechnology has also been applied to food production and processing and packaging, has made great changes in our lives. We are from the past emphasis on food safety, the" quantity "transition to the" quality "of the importance of food safety, more care can eat healthy food. However, the rapid development of modern food industry, but also increased the new food safety risk especially in recent years, food safety accidents left to shake off the shadow to the masses. Sanlu milk powder, tonyred, poisonous rice, drainage oil, melamine, clenbuterol, tainted steamed buns, poison bean sprouts, fast-growing chicken and other events, Not only bring huge losses to consumers, but also for the food safety supervision department of the government, and the government's management ability and the credibility of the government has put forward a severe challenge. Therefore, how to effectively strengthen the government's supervision on food safety, enhance the credibility of the government, is an important subject in front of the food safety supervision departments at all levels. The first chapter introduces the food safety and food safety supervision concept, then from the concept of crisis management theory, principle, characteristic, pattern and other aspects of the analysis of food safety problems, summed up the food safety incident is a typical public crisis. The second chapter focuses on the status quo of China's food safety supervision statements, summarize five major difficulties our government faces at this stage in the food safety supervision: food safety supervision system of laws and regulations lag Standard system; food safety supervision level is low; the lack of control system of food safety supervision; food safety supervision government executed; food safety supervision administrative accountability. The third chapter mainly analyzes the United States, Japan, the European Union and some other western developed countries is how to carry out supervision on food, and from summarizes some of our government for reference in the supervision of the experience and enlightenment. In the fourth chapter, the control difficulty of our government in the food safety supervision and the experience of the western developed countries, and puts forward some countermeasures for perfecting our government in food safety supervision from five aspects.
