【摘要】:“民以食為天,食以安為先”,食品安全既是人類賴以生存和發(fā)展的基本前提,也是衡量人民生活質(zhì)量、社會管理水平和國家法制建設的重要指標。生產(chǎn)加工環(huán)節(jié)是改變食品形態(tài)功能、提升食品價值、易產(chǎn)生安全隱患的關(guān)鍵環(huán)節(jié),在食品安全監(jiān)管中尤顯重要,我國食品工業(yè)進入高速發(fā)展的快車道,作為典型的發(fā)展中國家,目前規(guī);a(chǎn)加工和小作坊生產(chǎn)加工模式仍然并存。食品小作坊是滿足人們生活需要、傳承區(qū)域民族特色食品和吸納就業(yè)人員的重要載體,同時存在從業(yè)人員知識水平不高、生產(chǎn)設施和設備簡陋、質(zhì)量品控環(huán)節(jié)缺失等缺陷,成為食品安全突發(fā)事件頻頻發(fā)生的重災區(qū)。廣州市作為國家中心城市,同時是改革開放的前沿陣地,特殊的地理氣候、政治經(jīng)濟、歷史人文因素決定了廣州市在食品小作坊加工生產(chǎn)監(jiān)管方面的復雜性與艱巨性。因此,,加強廣州市食品小作坊生產(chǎn)加工監(jiān)管的理論研究,具有重要意義。 本文研究內(nèi)容包括四部分:第一部分分析了研究背景、意義及目的,確定研究主題及論文框架;第二部分進行小作坊監(jiān)管相關(guān)概述,對小作坊、食品安全、食品監(jiān)管等相關(guān)概念進行了界定,研究了廣州市政府食品監(jiān)管政策措施,并比較分析了國內(nèi)外食品小作坊監(jiān)管的相關(guān)措施;第三部分分析了廣州市食品小作坊生產(chǎn)加工監(jiān)管的存在問題和原因,并結(jié)合以小作坊生產(chǎn)模式為主的河粉產(chǎn)業(yè)和黑作坊引發(fā)的“毒牛雜”食品安全突發(fā)事件,進行具體案例分析;第四部分為廣州市食品小作坊生產(chǎn)加工監(jiān)管的對策,主要針對第三部分中分析得出的問題提出措施建議,為破解“小作坊”生產(chǎn)加工監(jiān)管“大難題”獻計獻策。 研究發(fā)現(xiàn),廣州市食品小作坊具有加工場所隱蔽且流動性大、專業(yè)水平參差不齊、產(chǎn)品易微生物超標、發(fā)生食品安全事件易造成惡劣影響等特征,其監(jiān)管存在主要問題為:監(jiān)管機制能力與監(jiān)管要求之間存在偏差,小作坊升級企業(yè)的市場準入制度不完善,行業(yè)協(xié)會等社會力量參與不足,食品安全信息平臺不完善,防治食品安全突發(fā)事件長效機制尚未建立等。在分析其原因的基礎上提出具體對策如下:食品監(jiān)管權(quán)力下沉,發(fā)揮鄉(xiāng)鎮(zhèn)一級對食品小作坊生產(chǎn)加工監(jiān)管的區(qū)域優(yōu)勢和積極性;完善小作坊轉(zhuǎn)軌升級企業(yè)的市場準入審查制度,增加對包括企業(yè)法人代表、質(zhì)量負責人在內(nèi)的食品安全法律法規(guī)考試測評,并對檢驗員進行身份證號碼、照片等上網(wǎng)備案;發(fā)揮第三方協(xié)會作用,整合力量解決共性技術(shù)問題,加強小組作坊內(nèi)部的互相監(jiān)督;通過加強小作坊信用體系建設、各行政監(jiān)管部門數(shù)據(jù)庫共享等措施完善食品安全信息平臺;從應對理念、應對方式、違法整治和風險預警等方面建立防患食品安全突發(fā)事件于未然的長效機制。
[Abstract]:"Hunger breeds discontentment, food to safety first, food safety is the basic premise of human survival and development, is also a measure of the quality of people's life, an important indicator of social management and the national legal system. The production and processing of food is to change the morphology and function, improve the food value, the key to security risks, particularly important in the regulation of food safety, China's food industry into the fast lane of development, as a typical developing country, the current mode of large-scale production and processing of small workshops still exist. The small food production and processing workshops is to meet the needs of people living, inheriting regional and ethnic characteristics of the food and an important carrier to absorb employment, practitioners of knowledge exist at the same time the level is not high, production facilities and equipment simple, quality control of defects such as lack of food safety, become a frequent emergency disaster area. The city as a national center of the city, is at the forefront of reform and opening up, the special geographical climate, economic and political, historical and cultural factors determine the complexity in food processing small workshops and production supervision difficulty in Guangzhou city. Therefore, strengthen the theoretical study of small workshop production of food processing supervision of Guangzhou City, which is of great significance.
This paper includes four parts: the first part analyzes the research background, significance and purpose of the subject is determined and the framework of this paper; small workshop supervision overview of the second part of small workshops, food safety, food safety supervision and other related concepts are defined, the Guangzhou municipal government food regulatory policies and measures, and comparative analysis relevant measures at home and abroad of food workshops; the third part analyzes the problems and causes of Guangzhou city small workshop production of food processing supervision, and combining with the small workshop production model in the industry and caused the black workshop, "poison beef offal" food safety incident, the specific case analysis; the fourth part is the countermeasure for Guangzhou city small workshop production of food processing supervision, mainly put forward measures and suggestions for the third part of the analysis of the problem, to break the "small workshop" production and The "big problem" of industrial supervision is offered.
The study found that Guangzhou city food workshops with processing places and mobility, professional level is uneven, the product easy to exceed the standard of microbial food safety incidents, causing adverse effects such as the characteristics, main problems of Supervision: supervision mechanism and ability to find the deviation between small enterprise market access system upgrade perfect, industry associations and other social forces to participate in the lack of food safety information platform is not perfect, the long-term mechanism of prevention and control of food safety incident has not yet been established. Based on the analysis on the reasons put forward specific countermeasures are as follows: the food regulatory authority sinking, giving full play to regional advantages of Township level small workshop production of food processing supervision and enthusiasm; to improve the transition and upgrading of enterprises small workshop review of market access system, including the increase of the legal representative of the enterprise, the person responsible for quality control, food safety The examination and evaluation of laws and regulations, ID number of inspectors, photos and other Internet filing; play third party Association, integration of forces to solve the common technical problems, strengthen the mutual supervision team inside the workshop; small workshop by strengthening the construction of credit system, the administrative supervision departments database sharing and other measures to improve food safety information from the response to the platform; the concept, coping style, long-term mechanism of illegal remediation and risk warning and other aspects of the establishment of preventive food safety incident in the bud.
