【摘要】：作為國(guó)際通用的建設(shè)工程承發(fā)包方式,招投標(biāo)被公認(rèn)為成功選擇合適承包商的科學(xué)方法之一。目前,EPC總承包工程招投標(biāo)的研究主要集中在業(yè)主選擇EPC總承包商的投標(biāo)決策層面,而對(duì)我國(guó)EPC總承包商選擇適合的施工承包商的招標(biāo)過(guò)程研究較為缺乏。ZYNF公司根據(jù)公司的基礎(chǔ)特性于2002年開(kāi)始承接了第一個(gè)EPC總承包項(xiàng)目,但不具備獨(dú)立開(kāi)展施工的能力,因此,EPC總承包商要想順利完成項(xiàng)目在建安方面的工作任務(wù),通過(guò)招標(biāo)選擇出合格的施工承包商是至關(guān)重要的第一步。論文結(jié)合業(yè)主、ZYNF公司EPC總承包項(xiàng)目各自組織召開(kāi)施工承包招標(biāo)的實(shí)際特點(diǎn),按照實(shí)際施工承包招標(biāo)流程中各階段(準(zhǔn)備、實(shí)施、決標(biāo)成交三階段)所涉及的步驟要素進(jìn)行二者的異同分析,論證了招標(biāo)是一整套復(fù)雜的實(shí)施流程。分析了ZYNF總承包項(xiàng)目選擇施工承包商的動(dòng)機(jī)、原則、科學(xué)策劃方案,得出施工招標(biāo)過(guò)程模型中按照定性初選、綜合評(píng)選、優(yōu)化評(píng)選選擇合格施工承包商。論述了科學(xué)評(píng)標(biāo)的主要特征,對(duì)ZYNF公司EPC總承包項(xiàng)目常用的評(píng)標(biāo)方法(綜合評(píng)估評(píng)標(biāo)法、合理最低價(jià)法、兩階段評(píng)標(biāo)法)進(jìn)行理論研究,并分析研究各評(píng)標(biāo)方法的應(yīng)用模型。同時(shí)以追求項(xiàng)目的“最大效益”為評(píng)標(biāo)目的,對(duì)評(píng)標(biāo)體系指標(biāo)進(jìn)行系統(tǒng)理論研究,進(jìn)一步確定了評(píng)標(biāo)數(shù)據(jù)模型。最后,提出了資格審查、技術(shù)標(biāo)、商務(wù)標(biāo)的評(píng)標(biāo)標(biāo)準(zhǔn)及量化管理思想。ZYNF公司EPC總承包工程施工承包招標(biāo)的應(yīng)用研究,有助于工程公司邁向?qū)I(yè)化管理、節(jié)約招標(biāo)費(fèi)用、簡(jiǎn)化工程結(jié)算手段等,對(duì)其他公司在這方面的發(fā)展實(shí)踐具有良好的參考意義。
[Abstract]:As a construction project general contracting, bidding is recognized as the successful contractor of appropriate scientific methods. At present, EPC general contract project bidding research mainly focuses on the owners to choose the bidding decision level EPC general contractor, and of China's EPC general contractor of construction contractor for the bidding process the lack of.ZYNF company according to the basic characteristics of the company in 2002 began to undertake the first EPC project, but do not have the ability to independently carry out construction, therefore, EPC general contractor to successfully complete the project in the construction work, through the tender selection of qualified construction contractor is a crucial first step. Combining with the owner, EPC project of ZYNF company actual characteristics of their respective organizations held construction contract bidding, in accordance with the various stages of the actual construction contract bidding process (quasi The preparation, implementation, bidding transactions three stages) analyzed the similarities and differences between the two steps of elements involved, demonstrates the implementation of bidding is a complex set of processes. Analysis of ZYNF general contracting project construction contractor's selection principle, motivation, scientific planning, the construction bidding process model according to the qualitative primary, comprehensive evaluation optimization of selection, selection of qualified construction contractor. Discusses the main features of scientific evaluation, evaluation methods commonly used for ZYNF company EPC project (comprehensive assessment and evaluation method, the reasonable lowest price method, two stage evaluation method) of the theoretical research, analysis and application of the model of evaluation methods. At the same time to pursue the maximum "benefit for the evaluation of objective, systematic theory research on Evaluation System of indicators, to further determine the evaluation data model. Finally, put forward the qualification, technical standard, evaluation criteria and the amount of business subject The application research of.ZYNF EPC contracting project bidding is helpful for engineering companies to move towards specialized management, save bidding costs and simplify engineering settlement means, which has a good reference value for other companies in this area.
