【摘要】：水是生命之源、生產(chǎn)之要、生態(tài)之基。治國必先治水,幾千年來,一部中華文明史,在一定意義上,就是與水旱災害持續(xù)不斷斗爭的歷史。新中國成立60多年間,水利事業(yè)取得了前無古人的輝煌成就。新的歷史時期,《中共中央、國務院關于加快水利改革發(fā)展的決定》等黨的各項政策雖然有效地推動了水利事業(yè)的改革與發(fā)展,但水旱災害頻繁仍是中華民族的心腹大患、水資源供需矛盾突出仍是可持續(xù)發(fā)展的主要瓶頸、農(nóng)田水利建設滯后仍是影響農(nóng)業(yè)穩(wěn)定發(fā)展和國家糧食安全的重大制約、水利設施薄弱仍是國家基礎設施的明顯短板。水利與民生息息相關,加快水利改革發(fā)展刻不容緩。黨的十八大在以堅持節(jié)約水資源和保護環(huán)境為基本國策的基礎上,提出了加快水利建設,增強城鄉(xiāng)防洪抗旱排澇能力;加強水源地保護和用水總量管理,推進水循環(huán)利用,降低水的消耗強度、建設節(jié)水型社會的新目標�；诖�,本文旨在通過對中國共產(chǎn)黨領導下新中國的水利政策與實踐的研究,系統(tǒng)回顧社會主義新中國自成立以來的治水實踐過程,闡述在中國共產(chǎn)黨領導下治水的主要政策內容及其具有代表性的實施方法,總結新中國水利事業(yè)取得的經(jīng)驗和成就,分析在治水建設道路上遇到的困難及教訓,嘗試對未來我國水利事業(yè)發(fā)展政策的完善和對水利可持續(xù)發(fā)展道路進行有益的探索。結合強化節(jié)水理念,本文提出了加強防洪抗旱減災、合理配置和高效利用水資源、建設水資源保護和河湖健康保障體系、創(chuàng)新水生態(tài)文明建設體制、機制和制度等建議。同時提出在加強水利工程及非工程措施體系建設,促進水安全的生態(tài)協(xié)調發(fā)展時,需要嚴格優(yōu)化水資源配置格局。最后,本文提出在創(chuàng)新適應水生態(tài)文明建設健康發(fā)展的體制機制方面,需要破解制約水資源統(tǒng)一管理的體制機制,著力深化水利投融資等體制改革,建立與水生態(tài)文明建設相適應的投融資體系以及建立適應水生態(tài)文明健康發(fā)展的法律制度。
[Abstract]:Water is the Source of Life, production to ecological base. We must first rule of flood control, for thousands of years, a history of Chinese civilization, in a certain sense, is the flood and drought disasters continued struggle history. During the more than 60 years since the founding of new Chinese, water conservancy has made brilliant achievements with no predecessors. The new historical period "the policy of the CPC Central Committee, the State Council on accelerating the reform and development of water conservancy decision > and other party although effectively promote the reform and development of water conservancy, but frequent flood and drought disasters of the Chinese nation a mortal malady is still prominent, the contradiction between water supply and demand is still a major bottleneck for the sustainable development of the farmland water conservancy construction is lagging behind is still the major constraints affecting the stable development of agriculture and the national food security, water conservancy facilities is still weak short board of the national infrastructure. Water conservancy and people's livelihood, speeding up the reform and development of the eighteen party without delay. Based on the conservation of water resources and to protect the environment as a basic national policy, put forward to accelerate the construction of water conservancy, enhance urban flood control and drought drainage capacity; strengthen the protection of water sources and water management, promote water recycling, reducing water consumption intensity, a new goal of building water-saving society. Based on this, this paper aims to study on water conservancy policy and practice of the new China Chinese under the leadership of the Communist Party, a systematic review of flood control practice of socialist new Chinese since its inception, elaborated mainly in flood control policy China under the leadership of the Communist Party and the implementation method of the representative, summed up the new China water conservancy cause the experience and the achievements and lessons, analysis of difficulties encountered in the water on the road of building, trying to explore useful to improve the future of China's water conservancy development policy and the sustainable development of water resources with strong roads. The concept of water saving, this paper puts forward to strengthen flood control and drought relief, rational allocation and efficient utilization of water resources, health security system construction of water resources protection and river water ecological civilization, innovation system, mechanism and system recommendations. At the same time puts forward in strengthening the water conservancy engineering and non engineering measures of system construction, promote the coordinated development of ecological water safety when the need for strict optimal water resources allocation pattern. Finally, this paper adapt to the institutional mechanisms for the healthy development of water ecological civilization construction in terms of innovation, to break the constraints of system and mechanism of unified management of water resources, water conservancy and other efforts to deepen the investment and financing system reform, establish and adapt to water ecological civilization construction and establish the legal system of investment and financing the system of the healthy development of water ecological civilization.
