科技服務發(fā)展指數(shù)及我國行業(yè)現(xiàn)狀研究

【摘要】:全球經濟正在從工業(yè)經濟向服務經濟轉型,服務業(yè)在世界各國經濟結構的占比不斷提升。我國在改革開放后服務業(yè)也呈現(xiàn)出迅猛增長的態(tài)勢,服務業(yè)在GDP中的占比由1979年的21.4%,增長到2009年的43%,同時服務業(yè)吸納就業(yè)人數(shù)的比例達到35%。 而在服務業(yè)的各類服務模式與業(yè)態(tài)中,科技服務業(yè)是現(xiàn)代服務業(yè)的重要組成部門,科技服務業(yè)作為現(xiàn)代服務業(yè)中受信息技術和網絡影響最深刻的服務業(yè)態(tài),是推動我國產業(yè)結構升級的重要力量。我國2009年科技服務業(yè)的增加值為4721.7億元人民幣,占當年GDP的比重為1.39%,我國科技服務業(yè)對于整體服務業(yè)的貢獻有了大幅的增長從2.7%(2008年)增加到4.36%(2009年)。 雖然科技服務業(yè)的概念提出較早,也有一些配套的政策優(yōu)惠措施,但是一直以來并未得到快速的發(fā)展。我國學界對于科技服務業(yè)的研究也僅限于對行業(yè)界定、與區(qū)域經濟的互動關系等方面,并沒有對我國該行業(yè)的整體發(fā)展進行全面評價。 本文首先對我國國民經濟行業(yè)分類目錄和各省的行業(yè)統(tǒng)計實踐進行研究,并與美國《北美產業(yè)分類體系》和聯(lián)合國ISIC Rev.4中科技服務業(yè)的行業(yè)內涵進行橫向比較,在國際比較的基礎上形成符合我國現(xiàn)階段經濟發(fā)展特征的科技服務業(yè)架構。 其次,本文采用定性與定量的方法對國際現(xiàn)有“科技發(fā)展評價”體系進行深度解讀。同時,深入分析我國科學技術評價指標體系和科技進步監(jiān)測體系的主要內容,從而抽取出相關指標,并結合我國行業(yè)統(tǒng)計現(xiàn)狀形成科技服務業(yè)發(fā)展評價指數(shù)。 再次,在本文提出的“科技服務發(fā)展指數(shù)”所規(guī)定的框架內,以國際比較與實證分析的方法進行我國科技服務業(yè)現(xiàn)狀描述。在進行實證分析時,主要針對研究和試驗發(fā)展服務業(yè)構建科布道格拉斯回歸函數(shù),從而去探究該行業(yè)的資金投入與人力投入的產出效率。 最后,通過總結前文對我國科技服務業(yè)發(fā)展現(xiàn)狀的描述與評價,本文簡要地梳理了我國科技服務業(yè)發(fā)展存在的重點問題,并從增加科技投入、提升科技成果轉化水平、優(yōu)化科技服務平臺和強化配套政策四個方面為我國科技服務業(yè)的發(fā)展提出相關建議。
[Abstract]:The global economy is transforming from industrial economy to service economy. After the reform and opening up, China's service industry also showed a rapid growth trend. The proportion of service industry in GDP increased from 21.4% in 1979 to 43% in 2009. At the same time, the proportion of employment in the service industry reached 35%. In the various service modes and formats of the service industry, the science and technology service industry is an important component of the modern service industry, and the science and technology service industry is the service format which is most deeply influenced by the information technology and the network in the modern service industry. It is the important force that promotes our country industrial structure to upgrade. The added value of science and technology services in China in 2009 was 472.17 billion yuan, accounting for 1.39 percent of GDP in that year. The contribution of science and technology service industry to the whole service industry has increased greatly from 2.7% (2008) to 4.36% (2009). Although the concept of science and technology service industry was put forward earlier, and there are some supporting policies and preferential measures, it has not been developed rapidly. The research on the science and technology service industry in our country is limited to the definition of the industry and the interaction with the regional economy, and there is no comprehensive evaluation of the overall development of the industry in our country. Firstly, this paper makes a research on the classification catalogue of national economy and the practice of industry statistics in each province, and makes a horizontal comparison with the industry connotation of science and technology service industry in the United States and the United Nations ISIC Rev.4, and compares it with the North American Industrial Classification system and the United Nations. On the basis of international comparison, the structure of science and technology service industry, which accords with the characteristics of China's economic development at present, is formed. Secondly, this paper uses qualitative and quantitative methods to deeply interpret the existing international science and technology development evaluation system. At the same time, the main contents of science and technology evaluation index system and science and technology progress monitoring system in our country are analyzed in depth, and relevant indexes are extracted, and the evaluation index of science and technology service industry development is formed combining with the present situation of industry statistics in our country. Thirdly, within the framework of the "Science and Technology Service Development Index" proposed in this paper, the present situation of China's sci-tech service industry is described by means of international comparison and empirical analysis. In the empirical analysis, we construct Cobb Douglas regression function for research and experimental development of service industry, so as to explore the efficiency of capital input and manpower input in this industry. Finally, by summarizing the description and evaluation of the status quo of the development of science and technology service industry in China, this paper briefly combs the key problems existing in the development of science and technology service industry in China, and raises the level of transformation of scientific and technological achievements by increasing the investment in science and technology. Four aspects of optimizing scientific and technological service platform and strengthening supporting policies are put forward for the development of science and technology service industry in China.
