【摘要】：工業(yè)是促進國民經(jīng)濟發(fā)展的重要途徑,服務(wù)化是國民經(jīng)濟發(fā)展到一定階段的必然趨勢。在調(diào)整優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、加快轉(zhuǎn)變經(jīng)濟發(fā)展方式的過程中,大力發(fā)展生產(chǎn)性服務(wù)業(yè),不僅有利于加速工業(yè)轉(zhuǎn)型升級,推動區(qū)域經(jīng)濟平穩(wěn)較快發(fā)展、提升區(qū)域綜合競爭力,還有利于緩解日益增大的環(huán)境資源約束和勞動力轉(zhuǎn)移壓力,協(xié)調(diào)促進城鎮(zhèn)化、農(nóng)業(yè)化的發(fā)展。近年來,四川省通過實施“工業(yè)強省”戰(zhàn)略發(fā)展思路、全面開展工業(yè)化、城鎮(zhèn)化“兩化互動”建設(shè),工業(yè)發(fā)展水平不斷提高,相對工業(yè)的發(fā)展來講,四川生產(chǎn)性服務(wù)業(yè)起步較晚、發(fā)展不足、對工業(yè)的支撐和促進作用較弱。目前,四川已從工業(yè)化初期邁入了中期階段,工業(yè)化將呈現(xiàn)出加速發(fā)展態(tài)勢,經(jīng)濟結(jié)構(gòu)調(diào)整將變得極為頻繁,而未來的五年,更是四川省調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、加快轉(zhuǎn)變經(jīng)濟發(fā)展方式的關(guān)鍵時期。如何在新一輪的經(jīng)濟增長和產(chǎn)業(yè)機構(gòu)優(yōu)化調(diào)整中,抓住機遇統(tǒng)籌兼顧、協(xié)調(diào)發(fā)展工業(yè)和生產(chǎn)性服務(wù)業(yè),充分發(fā)揮生產(chǎn)性服務(wù)業(yè)對工業(yè)的推動和服務(wù)作用,是四川省工業(yè)發(fā)展進程中急需思考和解決的問題。論文基于對工業(yè)和生產(chǎn)性服務(wù)業(yè)互動發(fā)展的機制思考,從四川工業(yè)與生產(chǎn)性服務(wù)業(yè)發(fā)展現(xiàn)狀入手,對此進行研究,提出四川省工業(yè)與生產(chǎn)性服務(wù)互動發(fā)展的戰(zhàn)略,提出對策措施。主要采用實證研究與規(guī)范研究方法,首先在了解生產(chǎn)性服務(wù)業(yè)基本內(nèi)涵、工業(yè)與生產(chǎn)性服務(wù)業(yè)互動發(fā)展理論的基礎(chǔ)上,從供需關(guān)系、社會分工、價值鏈三個角度對工業(yè)與生產(chǎn)性服務(wù)業(yè)互動發(fā)展機制進行了分析,分析二者互動的積極作用。接下來,以四川省為例,對四川工業(yè)與生產(chǎn)性服務(wù)業(yè)互動發(fā)展現(xiàn)狀進行了評述,提出二者互動發(fā)展的四個瓶頸制約因素。同時,對四川工業(yè)與生產(chǎn)性服務(wù)業(yè)互動發(fā)展戰(zhàn)略進行研究,提出互動發(fā)展的戰(zhàn)略意義、總體思路、發(fā)展目標(biāo)以及戰(zhàn)略路徑。最后,從五個方面提出推進四川工業(yè)與生產(chǎn)性服務(wù)業(yè)互動發(fā)展的對策：在轉(zhuǎn)變經(jīng)濟發(fā)展方式的進程中力促生產(chǎn)性服務(wù)業(yè)的發(fā)展、在實施工業(yè)強省的進程中大力推進生產(chǎn)性服務(wù)業(yè)擴張、在培養(yǎng)復(fù)合型人才的進程中構(gòu)建互動發(fā)展的智力支持、在打造生產(chǎn)性服務(wù)業(yè)國際樞紐基地中促進工業(yè)與生產(chǎn)性服務(wù)業(yè)的互動發(fā)展、在加快城市化進程中拓展產(chǎn)業(yè)發(fā)展空間。本文可能的創(chuàng)新點是：通過大量的文獻調(diào)研和實地調(diào)研,較準(zhǔn)確地論述了四川工業(yè)與生產(chǎn)性服務(wù)業(yè)發(fā)展現(xiàn)狀,較全面分析了四川工業(yè)與生產(chǎn)性服務(wù)業(yè)互動發(fā)展存在的問題和不足,提出解決路徑,并嘗試把四川工業(yè)與生產(chǎn)性服務(wù)業(yè)互動發(fā)展,緊密結(jié)合四川實施工業(yè)強省戰(zhàn)略和建設(shè)西部經(jīng)濟發(fā)展高地的戰(zhàn)略部署,進行研究和論證。
[Abstract]:Industry is an important way to promote the development of national economy, service is the inevitable trend of the development of national economy to a certain stage. In the process of adjusting and optimizing the industrial structure and speeding up the transformation of the mode of economic development, vigorously developing producer services is not only conducive to accelerating the industrial transformation and upgrading, promoting the steady and rapid development of the regional economy, but also enhancing the comprehensive competitiveness of the region. It also helps to alleviate the increasing pressure of environmental resource restriction and labor force transfer, and promote the development of urbanization and agriculture. In recent years, through the implementation of the strategic development thinking of "strong industrial province", Sichuan Province has carried out the construction of industrialization and urbanization in an all-round way. The level of industrial development has been continuously improved, compared with the development of industry. Sichuan producer service industry started late, underdeveloped, and weak to support and promote industry. At present, Sichuan has entered the middle stage from the initial stage of industrialization. Industrialization will show a trend of accelerated development, economic restructuring will become extremely frequent, and in the next five years, it will be even more important for Sichuan to adjust its industrial structure. Speed up the transformation of economic development mode of the key period. How to seize the opportunity in the new round of economic growth and the optimization and adjustment of industrial institutions, coordinate the development of industry and producer services, and give full play to the role of producer services in promoting and serving industry, It is an urgent problem to think and solve in the process of industrial development in Sichuan Province. Based on the mechanism of the interactive development of industry and producer services, this paper starts with the current situation of industrial and producer services development in Sichuan, and puts forward the strategy of the interactive development of industry and producer services in Sichuan Province. The countermeasures are put forward. First of all, on the basis of understanding the basic connotation of producer services, the interactive development theory of industrial and producer services, from the relationship between supply and demand, social division of labor. This paper analyzes the interactive development mechanism between industry and producer services from three angles of value chain, and analyzes the positive effect of the interaction between them. Then, taking Sichuan province as an example, the paper reviews the current situation of the interactive development of industrial and producer services in Sichuan Province, and puts forward the four bottleneck factors of their interactive development. At the same time, the paper studies the interactive development strategy of Sichuan industry and producer services, and puts forward the strategic significance, general idea, development goal and strategic path of the interactive development. Finally, the countermeasures to promote the interactive development of Sichuan industry and producer services are put forward from five aspects: to promote the development of producer services in the process of changing the mode of economic development. Vigorously promote the expansion of producer services in the process of implementing a strong industrial province, and build intellectual support for interactive development in the process of training complex talents. To promote the interactive development of industry and producer services in the process of building international hub base of producer services, and to expand the space of industrial development in the process of accelerating urbanization. The possible innovation of this paper is: through a large number of literature research and field research, the development of Sichuan industry and producer services is discussed more accurately. This paper comprehensively analyzes the problems and shortcomings of the interactive development of Sichuan industry and producer services, puts forward the solutions, and tries to promote the interactive development of Sichuan industry and producer services. In close combination with Sichuan's strategy of implementing a strong industrial province and constructing the western economic development highland, this paper conducts research and demonstration.
