【摘要】：自20世紀80年代以來,人口老齡化日益成為一個全球性的問題,福建省也已步入老齡化社會。隨著計劃生育政策效應(yīng)的顯現(xiàn),家庭結(jié)構(gòu)趨于小型化,家庭養(yǎng)老功能弱化,加上流動人口規(guī)模的擴大等因素,老年人口中空巢老人和獨居老人大量增加,傳統(tǒng)的家庭養(yǎng)老已無法滿足不斷增加的養(yǎng)老需求,社會化養(yǎng)老服務(wù)需求日益增大。然而,在“未富先老”的特殊國情下,僅僅依靠政府力量興辦養(yǎng)老院等福利機構(gòu),為老年人口提供養(yǎng)老保障,力量明顯不足。本文通過對臺灣和香港地區(qū)養(yǎng)老服務(wù)機構(gòu)發(fā)展實踐經(jīng)驗的總結(jié),對福建省養(yǎng)老服務(wù)機構(gòu)發(fā)展所取得的成就和存在的瓶頸進行梳理和分析,探索發(fā)展社會化養(yǎng)老服務(wù)的路徑,為機構(gòu)養(yǎng)老服務(wù)業(yè)更快更好發(fā)展提供具有可操作性的建議。
[Abstract]:Since 1980's, population aging has become a global problem, and Fujian Province has also stepped into an aging society. With the appearance of the family planning policy effect, the family structure tends to be miniaturized, the function of the family providing for the aged is weakened, and the scale of the floating population expands, the number of the elderly with empty nests and the elderly living alone increases greatly. The traditional family pension has been unable to meet the increasing demand for old-age care, and the demand for socialized pension services is increasing day by day. However, under the special national conditions of "getting old before getting rich", only relying on the government to set up nursing home and other welfare institutions to provide old-age security for the elderly population, the strength is obviously insufficient. This paper summarizes the practical experience of the development of pension service institutions in Taiwan and Hong Kong, combs and analyzes the achievements and bottlenecks in the development of pension service institutions in Fujian Province, and explores the path to the development of socialized pension services. For the institutional pension service industry faster and better development to provide operational advice.
