【摘要】：養(yǎng)老服務的準公共產品屬性、信息不對稱、很強的外部性是政府規(guī)制養(yǎng)老服務業(yè)的主要動因,當前我國養(yǎng)老服務業(yè)政府規(guī)制存在規(guī)制體制不完善、規(guī)制法律體系不健全、規(guī)制手段單一、市場機制作用不充分等問題。文章認為,需要進一步建構促進養(yǎng)老服務業(yè)發(fā)展的規(guī)制路徑,包括創(chuàng)新政府規(guī)制體制、方式,構建適度型養(yǎng)老服務業(yè)政府規(guī)制模式;健全養(yǎng)老服務業(yè)發(fā)展法律保障體系;對規(guī)制者實行有效規(guī)制。
[Abstract]:The attributes of quasi-public products, asymmetric information and strong externalities are the main reasons for the government to regulate the old-age service industry. At present, the government regulation of the old-age service industry in our country is not perfect, the regulation legal system is not perfect. The regulation means is single, the market mechanism function is insufficient and so on. The article holds that it is necessary to further construct the regulation path to promote the development of the old-age service industry, including innovating the government regulation system, constructing the appropriate government regulation mode of the old-age service industry, perfecting the legal guarantee system for the development of the old-age service industry, Implement effective regulation on the regulator.
