制約遼寧生產(chǎn)者服務(wù)業(yè)發(fā)展的制度因素分析與對(duì)策研究

【摘要】:隨著我國市場經(jīng)濟(jì)的不斷發(fā)展,生產(chǎn)者服務(wù)業(yè)逐漸從制造業(yè)中分離出來,并越來越受到社會(huì)各界的重視。生產(chǎn)者服務(wù)業(yè)屬于高端服務(wù)業(yè),在我國處于起步期,由于其與制造業(yè)的特殊關(guān)系及對(duì)我國服務(wù)業(yè)整體產(chǎn)業(yè)升級(jí)的特殊貢獻(xiàn),生產(chǎn)者服務(wù)業(yè)所處的發(fā)展環(huán)境受到越來越多的關(guān)注。研究發(fā)現(xiàn),影響生產(chǎn)者服務(wù)業(yè)發(fā)展的環(huán)境主要包括資源投入環(huán)境、技術(shù)支持環(huán)境、制度環(huán)境等,其中受制度環(huán)境影響較大。遼寧省一直以工業(yè)大省著稱,為豐富其行業(yè)多樣性,促進(jìn)服務(wù)業(yè)升級(jí),以遼寧省生產(chǎn)者服務(wù)業(yè)制度環(huán)境為研究對(duì)象,分析優(yōu)劣勢(shì)并提出對(duì)策建議。 本文首先對(duì)生產(chǎn)者服務(wù)業(yè)及制度進(jìn)行了綜述,進(jìn)而提出了本文對(duì)生產(chǎn)者服務(wù)業(yè)、制度及制度創(chuàng)新、交易成本等相關(guān)概念的理解,其次分析了生產(chǎn)者服務(wù)業(yè)的五力模型及對(duì)五力影響較大的制度因素,再次分析了遼寧省2000年至2010年,制度環(huán)境(主要包括產(chǎn)權(quán)制度、市場制度、對(duì)外開放程度、政府效率、市場經(jīng)濟(jì)觀念、就業(yè)觀念、文化觀念)的變化情況,并建立了生產(chǎn)者服務(wù)業(yè)制度環(huán)境評(píng)價(jià)模型,將遼寧省與北京、上海、江蘇、浙江等省市進(jìn)行對(duì)比分析,發(fā)現(xiàn)制度落差較大,如政府效率不高、監(jiān)管力度不夠;市場化程度不高、發(fā)展落后;尖端人才缺乏、文化傳播設(shè)施落后;國有企業(yè)比重大、知識(shí)產(chǎn)權(quán)保護(hù)不夠;對(duì)外開放水平較低:就業(yè)觀念保守、單一。最后,提出了改善遼寧省制度環(huán)境的對(duì)策建議,第一,加大政府改革力度,提高行政管理水平;第二,完善市場制度體系,實(shí)現(xiàn)市場調(diào)節(jié)機(jī)制:第三,建立健全產(chǎn)權(quán)制度,提高自主創(chuàng)新能力;第四,加快對(duì)外開放步伐,保證經(jīng)濟(jì)和思想的雙開放。 量化評(píng)價(jià)遼寧省生產(chǎn)者服務(wù)業(yè)制度環(huán)境是本文的主要?jiǎng)?chuàng)新點(diǎn),用圖表和數(shù)據(jù)具體說明了遼寧省各項(xiàng)制度因素的變化規(guī)律,通過熵值得分明確遼寧省生產(chǎn)者服務(wù)業(yè)制度環(huán)境在全國范圍內(nèi)的排名,以明確未來發(fā)展方向。
[Abstract]:With the development of market economy in our country, producer service industry is gradually separated from manufacturing industry, and is paid more and more attention by all walks of life. Producer service industry belongs to high-end service industry. In our country, the development environment of producer service industry is paid more and more attention because of its special relationship with manufacturing industry and its special contribution to the upgrading of service industry in our country. It is found that the environment that affects the development of producer service industry mainly includes resource input environment, technical support environment, institutional environment and so on, among which it is greatly affected by institutional environment. Liaoning Province has been famous as a big industrial province. In order to enrich its diversity and promote the upgrading of service industry, Liaoning Province takes the institutional environment of producer service industry as the research object, analyzes its advantages and disadvantages, and puts forward some countermeasures and suggestions. This paper firstly summarizes producer service industry and institution, and then puts forward the understanding of producer service industry, institution and institution innovation, transaction cost and so on. Secondly, it analyzes the five forces model of producer service industry and the institutional factors that have great influence on the five forces, and then analyzes the institutional environment of Liaoning Province from 2000 to 2010 (mainly including property right system, market system, degree of opening to the outside world, government efficiency). The change of market economy concept, employment idea, culture idea), and set up the system environment evaluation model of producer service industry. Comparing Liaoning Province with Beijing, Shanghai, Jiangsu, Zhejiang and other provinces and cities, we find that the system difference is large. For example, the government is not efficient, the supervision is not strong enough, the market level is not high, the development is backward, the advanced talents are lacking, the cultural communication facilities are backward, the state-owned enterprises have a large proportion and the intellectual property rights are not protected enough, the level of opening to the outside world is relatively low: the concept of employment is conservative. Single. Finally, the paper puts forward the countermeasures and suggestions to improve the institutional environment of Liaoning Province. Firstly, to strengthen the government reform and improve the administrative level; second, to perfect the market system and realize the market regulation mechanism; third, to establish and improve the property right system. Improve the ability of independent innovation; fourth, accelerate the pace of opening to the outside world, to ensure the dual opening of the economy and ideas. Quantitative evaluation of the institutional environment of producer service industry in Liaoning Province is the main innovation of this paper. It is worth making clear the rank of producer service system environment of Liaoning province in the whole country through entropy, in order to make clear the direction of future development.
