【摘要】：盡管生產(chǎn)性服務(wù)業(yè)的概念早已有之，并且早在90年代就引入中國(guó)，國(guó)內(nèi)外關(guān)于生產(chǎn)性服務(wù)業(yè)及產(chǎn)業(yè)集聚的理論研究不計(jì)其數(shù)，但是關(guān)于生產(chǎn)性服務(wù)業(yè)集聚發(fā)展的理論卻一直難以有所突破，有關(guān)生產(chǎn)性服務(wù)業(yè)集聚發(fā)展的實(shí)踐也一直都只在一個(gè)狹小的范圍之內(nèi)，難以擴(kuò)展到整個(gè)社會(huì)當(dāng)中。 本文研究了生產(chǎn)性服務(wù)業(yè)集聚發(fā)展的有關(guān)理論研究，如關(guān)于生產(chǎn)性服務(wù)業(yè)的概念、內(nèi)涵、特征、原則、意義、影響因素方面，研究了國(guó)內(nèi)外生產(chǎn)性服務(wù)業(yè)集聚發(fā)展的成功經(jīng)驗(yàn)以供借鑒�；诖耍疚脑噲D在已有研究的基礎(chǔ)上，以生產(chǎn)性服務(wù)業(yè)經(jīng)濟(jì)理論、產(chǎn)業(yè)集聚理論為指導(dǎo)，深入而全面地研究株洲生產(chǎn)性服務(wù)業(yè)集聚發(fā)展的現(xiàn)狀，剖析其在發(fā)展過(guò)程中存在的問(wèn)題及原因，在此基礎(chǔ)上對(duì)株洲生產(chǎn)性服務(wù)業(yè)集聚發(fā)展對(duì)策進(jìn)行探討，，然后結(jié)合株洲市的客觀實(shí)際，研究株洲市生產(chǎn)性服務(wù)業(yè)集聚發(fā)展的總體思路，并提出株洲市生產(chǎn)性服務(wù)業(yè)集聚發(fā)展的路徑選擇及相關(guān)支撐體系的構(gòu)建，為湖南乃至全國(guó)的老工業(yè)基地的結(jié)構(gòu)調(diào)整提供借鑒。 株洲市的生產(chǎn)性服務(wù)業(yè)在株洲加快新型工業(yè)化建設(shè)的今天，迫切需要一個(gè)強(qiáng)健的生產(chǎn)服務(wù)體系作支撐。目前，株洲市已初步形成以物流、金融、電子商務(wù)、技術(shù)咨詢、信息服務(wù)等為主的生產(chǎn)性服務(wù)業(yè)體系，形成了一定的集聚空間，如蘆淞服飾城、石峰物流中心、荷塘商貿(mào)次中心、高新技術(shù)集聚區(qū)。盡管株洲生產(chǎn)性服務(wù)業(yè)的保持了良好的發(fā)展勢(shì)頭，但遠(yuǎn)遠(yuǎn)沒(méi)有成為株洲經(jīng)濟(jì)的引擎，集聚程度還不夠高，存在著結(jié)構(gòu)不優(yōu)、總量偏小、環(huán)境欠佳的問(wèn)題，標(biāo)準(zhǔn)化、產(chǎn)業(yè)化、專業(yè)化程度較低，服務(wù)的層次和技術(shù)含量偏低，產(chǎn)業(yè)競(jìng)爭(zhēng)力不強(qiáng)，沒(méi)有形成與工業(yè)互利共生的發(fā)展模式，還不能滿足株洲經(jīng)濟(jì)發(fā)展的需要。本文認(rèn)為造成株洲市生產(chǎn)性服務(wù)業(yè)集聚發(fā)展問(wèn)題的原因主要有城市區(qū)位、政策、技術(shù)創(chuàng)新和市場(chǎng)需求等方面，從優(yōu)勢(shì)上看，株洲市制造業(yè)實(shí)力雄厚、交通地理優(yōu)越、有相關(guān)政策扶持，為株洲生產(chǎn)性服務(wù)業(yè)集聚發(fā)展創(chuàng)造了有利條件。但技術(shù)創(chuàng)新能力不足，缺乏專業(yè)化、高層次人才，城市化和市場(chǎng)化程度還有待提高，需求空間還有待提升也在一定程度上制約了株洲生產(chǎn)性集聚發(fā)展。 按照株洲市全域發(fā)展的要求，加快優(yōu)質(zhì)服務(wù)資源向中心城區(qū)集聚，結(jié)合株洲市的城區(qū)區(qū)域劃分，構(gòu)筑“一區(qū)兩中心三圈四點(diǎn)”空間發(fā)展格局。著重發(fā)展現(xiàn)代物流業(yè)、職業(yè)教育業(yè)、商貿(mào)服務(wù)業(yè)、科技服務(wù)業(yè)、信息服務(wù)業(yè)、金融服務(wù)業(yè)。在株洲市生產(chǎn)性服務(wù)業(yè)集聚發(fā)展的路徑選擇上要完善政策制度加強(qiáng)政府引導(dǎo)功能；要明確產(chǎn)業(yè)導(dǎo)向合理布局集聚區(qū)域；要優(yōu)化提升結(jié)構(gòu)突出集聚發(fā)展重點(diǎn)；要加強(qiáng)產(chǎn)業(yè)依托形成良好發(fā)展環(huán)境。構(gòu)建株洲市生產(chǎn)性服務(wù)業(yè)集聚發(fā)展的保障體系如資金保障體系、制度支撐體系和人才支持體系,扶持集聚區(qū)發(fā)展完善，落實(shí)服務(wù)業(yè)發(fā)展創(chuàng)新，突出技術(shù)引領(lǐng)發(fā)展。
[Abstract]:Although the concept of producer services has long existed and was introduced into China as early as the 1990s, there are countless theoretical studies on producer services and industrial agglomeration at home and abroad. However, the theory of producer service agglomeration development has been difficult to break through, and the practice of producer service agglomeration development has always been within a narrow range, which is difficult to extend to the whole society. This paper studies the relevant theories of producer services agglomeration, such as the concept, connotation, characteristics, principles, significance and influencing factors of producer services. The successful experience of producer service agglomeration development at home and abroad is studied for reference. Based on this, this paper attempts to study the present situation of producer service agglomeration in Zhuzhou on the basis of existing research and guided by producer service economic theory and industrial agglomeration theory. On the basis of analyzing the problems and reasons in the process of development, this paper probes into the countermeasures of the cluster development of producer service industry in Zhuzhou, and then, combining the objective reality of Zhuzhou City, studies the general idea of the cluster development of producer service industry in Zhuzhou City. The paper also puts forward the path choice of producer service agglomeration development and the construction of related supporting system in Zhuzhou city, which can provide reference for the adjustment of the structure of the old industrial base in Hunan and even the whole country. Zhuzhou's producer service industry is in urgent need of a strong production service system in Zhuzhou to speed up the construction of new industrialization. At present, Zhuzhou City has initially formed a system of producer services mainly in logistics, finance, electronic commerce, technical consultation, information services, and so on. It has formed a certain gathering space, such as Lusong dress City, Shifeng Logistics Center, etc. Lotus pond business center, high-tech agglomeration area. Although Zhuzhou's producer service industry has maintained a good momentum of development, it is far from becoming the engine of Zhuzhou's economy. The degree of agglomeration is not high enough, and there are problems such as poor structure, small total amount, poor environment, standardization and industrialization. The degree of specialization is low, the level of service and technical content is low, the competitiveness of industry is not strong, and the development mode of symbiosis with industry is not formed, which can not meet the needs of Zhuzhou's economic development. This paper holds that the main reasons for the agglomeration and development of producer services in Zhuzhou are urban location, policy, technological innovation and market demand. In terms of advantages, Zhuzhou has a strong manufacturing industry and superior transportation geography. With relevant policy support, Zhuzhou producer services agglomeration has created favorable conditions. But the technical innovation ability is insufficient, the lack of specialization, the high-level talented person, the urbanization and the marketization degree still need to be improved, the demand space also needs to be promoted, which restricts the Zhuzhou productive agglomeration development to a certain extent. According to the requirement of Zhuzhou city's whole area development, the high quality service resources are gathered to the central urban area, and the spatial development pattern of "one district, two centers, three circles and four points" is constructed by combining the district division of Zhuzhou city. Focus on the development of modern logistics, vocational education, trade services, science and technology services, information services, financial services. It is necessary to perfect the policy system and strengthen the function of government guidance in the path selection of the cluster development of producer service industry in Zhuzhou City; to make clear the industrial orientation and rational layout of the agglomeration region; to optimize and upgrade the structure to highlight the focus of agglomeration development; It is necessary to strengthen industrial support to form a good development environment. Build Zhuzhou producer service agglomeration development security system such as fund support system and talent support system support the development of cluster areas improve the implementation of service industry development innovation highlight the development of technology.
