【摘要】：隨著全球經(jīng)濟(jì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)與產(chǎn)業(yè)轉(zhuǎn)移的出現(xiàn)，服務(wù)外包日益成為服務(wù)現(xiàn)代化、經(jīng)濟(jì)全球化發(fā)展的重要載體。服務(wù)外包也逐漸成為增強(qiáng)企業(yè)核心競(jìng)爭(zhēng)力、整合價(jià)值鏈、促進(jìn)國際間分工合作、增強(qiáng)國家競(jìng)爭(zhēng)優(yōu)勢(shì)的重要新興產(chǎn)業(yè)。作為低能耗、低污染和高附加值的“陽光產(chǎn)業(yè)”，服務(wù)外包產(chǎn)業(yè)受到越來越多的國家和地區(qū)的青睞。 長春市作為東北老工業(yè)基地的工業(yè)重鎮(zhèn)之一，長春市一直以發(fā)展傳統(tǒng)工業(yè)為主，傳統(tǒng)工業(yè)為長春市經(jīng)濟(jì)的發(fā)展做出了重大貢獻(xiàn)。然而隨著社會(huì)的進(jìn)步，傳統(tǒng)粗放式的經(jīng)濟(jì)發(fā)展方式帶來了高能耗、高污染和低附加值等眾多問題，這與長春市發(fā)展綠色經(jīng)濟(jì)、形成可持續(xù)發(fā)展的目標(biāo)相沖突。而服務(wù)外包產(chǎn)業(yè)作為新興的綠色、高技術(shù)產(chǎn)業(yè)，對(duì)于長春市改變經(jīng)濟(jì)增長方式、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、提高科技水平、增強(qiáng)國際競(jìng)爭(zhēng)能力等都具有重要的推動(dòng)作用。因此，如何充分利用地區(qū)間產(chǎn)業(yè)轉(zhuǎn)移的機(jī)會(huì)、發(fā)揮自身優(yōu)勢(shì)、大力發(fā)展服務(wù)外包產(chǎn)業(yè)、促進(jìn)長春市經(jīng)濟(jì)增長實(shí)現(xiàn)又好又快發(fā)展無疑成為了眼前的重要問題。 論文首先介紹研究長春市服務(wù)外包產(chǎn)業(yè)的背景、意義，并對(duì)服務(wù)外包相關(guān)理論的研究現(xiàn)狀進(jìn)行梳理，說明論文的研究框架及運(yùn)用的方法；然后對(duì)服務(wù)外包的相關(guān)概念和分類進(jìn)行界定，并對(duì)服務(wù)外包的相關(guān)理論進(jìn)行梳理，為進(jìn)行分析長春市服務(wù)外包產(chǎn)業(yè)的發(fā)展提供理論基礎(chǔ)；接下來，介紹我國服務(wù)外包產(chǎn)業(yè)發(fā)展的現(xiàn)狀和長春市服務(wù)外包產(chǎn)業(yè)發(fā)展的現(xiàn)狀，結(jié)合長春市的實(shí)際情況，分析長春市發(fā)展服務(wù)外包產(chǎn)業(yè)的有利條件、發(fā)展特點(diǎn)以及存在的問題；通過查閱、搜集統(tǒng)計(jì)年鑒、政府網(wǎng)站等方式，整理到近五年長春市服務(wù)外包產(chǎn)業(yè)發(fā)展的相關(guān)數(shù)據(jù)，對(duì)影響長春市服務(wù)外包產(chǎn)業(yè)發(fā)展的相關(guān)因素進(jìn)行灰色關(guān)聯(lián)分析，，為更有針對(duì)性地制定長春市服務(wù)外包產(chǎn)業(yè)發(fā)展的相關(guān)政策提供依據(jù)；隨后，運(yùn)用近五年長春市服務(wù)外包產(chǎn)業(yè)營業(yè)收入數(shù)據(jù)，對(duì)未來三年長春市服務(wù)外包產(chǎn)業(yè)規(guī)模進(jìn)行灰色預(yù)測(cè)分析；最后，結(jié)合前面的研究結(jié)果，從產(chǎn)業(yè)基礎(chǔ)建設(shè)、對(duì)外開放和科技與人力三個(gè)方面為長春市發(fā)展服務(wù)外包產(chǎn)業(yè)提出有針對(duì)性的建議和意見。
[Abstract]:With the emergence of global economic industrial structure upgrading and industrial transfer, service outsourcing has increasingly become an important carrier for the modernization of services and the development of economic globalization. Service outsourcing has gradually become an important emerging industry to strengthen the core competitiveness of enterprises, integrate the value chain, promote international division of work and cooperation, and enhance national competitive advantage. As a "sunshine industry" with low energy consumption, low pollution and high added value, service outsourcing industry is favored by more and more countries and regions. Changchun, as one of the most important industrial towns in northeast China, has been developing traditional industry, which has made great contribution to the economic development of Changchun. However, with the development of society, the traditional extensive mode of economic development has brought many problems, such as high energy consumption, high pollution and low added value, which conflicts with the goal of developing green economy and forming sustainable development in Changchun. The service outsourcing industry, as a new green and high-tech industry, plays an important role in changing the mode of economic growth, adjusting the industrial structure, improving the level of science and technology, and enhancing the international competitiveness in Changchun. Therefore, how to make full use of the opportunity of industrial transfer between regions, give full play to their own advantages, vigorously develop service outsourcing industry, and promote the economic growth of Changchun to achieve sound and rapid development has undoubtedly become an important issue. Firstly, the paper introduces the background and significance of the research on the service outsourcing industry in Changchun, and combs the research status of the related theories of service outsourcing, and explains the research framework and application methods of the paper. Then the related concepts and classification of service outsourcing are defined, and the related theories of service outsourcing are combed to provide a theoretical basis for the analysis of the development of service outsourcing industry in Changchun. This paper introduces the status quo of service outsourcing industry development in China and the service outsourcing industry in Changchun city, and analyzes the favorable conditions, development characteristics and existing problems of service outsourcing industry development in Changchun City combined with the actual situation of Changchun City. Through consulting, collecting statistical yearbooks, government websites and so on, collating the relevant data of service outsourcing industry development in Changchun in the past five years, and carrying on the grey correlation analysis to the relevant factors that affect the development of service outsourcing industry in Changchun. To provide a basis for more targeted development of the service outsourcing industry in Changchun, and then to use the revenue data of the service outsourcing industry in Changchun in the past five years. The scale of service outsourcing industry in Changchun in the next three years is analyzed by grey forecast. Finally, combining with the previous research results, from the perspective of industrial infrastructure construction, The opening to the outside world, science and technology and human resources three aspects for Changchun City to develop service outsourcing industry put forward targeted suggestions and opinions.
