【摘要】：我國是世界上老齡人口最多的國家,居家養(yǎng)老是解決老齡化危機的優(yōu)先發(fā)展方向。政府支配下的居家養(yǎng)老服務(wù)在給老齡人口帶來福利的同時也成為制約其持續(xù)發(fā)展的瓶頸之源。健康戰(zhàn)略下的居家養(yǎng)老服務(wù)是醫(yī)養(yǎng)結(jié)合的居家養(yǎng)老服務(wù),要破解居家養(yǎng)老的瓶頸,就要從"大健康、大服務(wù)"出發(fā),厘清當(dāng)前政府在居家養(yǎng)老服務(wù)上的職責(zé),讓渡經(jīng)營權(quán)給養(yǎng)老服務(wù)運營商,完善養(yǎng)老服務(wù)制度,為養(yǎng)老服務(wù)營造良性環(huán)境。
[Abstract]:China is the country with the largest aging population in the world. Under the control of the government, the family pension service not only brings welfare to the aged population, but also becomes the bottleneck of its sustainable development. The home-based old-age service under the health strategy is the home-based old-age service combined with medical care. In order to solve the bottleneck of the home-based old-age care, it is necessary to clarify the responsibilities of the current government in the home-based old-age care service from the perspective of "big health, big service." Transfer the right of management to the operators, perfect the pension service system, and create a benign environment for the pension service.
