【摘要】：服務(wù)業(yè)是國民經(jīng)濟(jì)的重要組成部分，其發(fā)展水平是衡量一個(gè)國家和地區(qū)綜合競爭力和現(xiàn)代化程度的重要標(biāo)志。天津是中國北方的經(jīng)濟(jì)中心，而作為“津”城發(fā)祥地和服務(wù)經(jīng)濟(jì)的重要承載區(qū)，南開區(qū)結(jié)合“科技南開”功能定位，著力優(yōu)化服務(wù)業(yè)結(jié)構(gòu)，調(diào)整產(chǎn)業(yè)功能業(yè)態(tài)，推進(jìn)體制機(jī)制創(chuàng)新，全區(qū)服務(wù)業(yè)取得了長足發(fā)展。但與此同時(shí)，區(qū)域產(chǎn)業(yè)結(jié)構(gòu)不盡合理，聚集度和輻射力較弱，載體功能不健全等問題也同樣成為制約南開區(qū)服務(wù)業(yè)發(fā)展的瓶頸。因此如何利用南開區(qū)自身的優(yōu)勢加快發(fā)展服務(wù)業(yè)尤其是現(xiàn)代服務(wù)業(yè)已成為實(shí)踐提出的現(xiàn)實(shí)而迫切的課題，具有重要理論意義和實(shí)際價(jià)值。 本論文以服務(wù)經(jīng)濟(jì)理論、產(chǎn)業(yè)價(jià)值理論、社會(huì)管理理論等作為指導(dǎo)，以南開區(qū)服務(wù)業(yè)作為研究對象，結(jié)合南開區(qū)的區(qū)位特征、資源優(yōu)勢、經(jīng)濟(jì)社會(huì)發(fā)展現(xiàn)狀，對南開區(qū)服務(wù)業(yè)的發(fā)展條件、發(fā)展環(huán)境及發(fā)展要素進(jìn)行全面分析，對南開區(qū)自身的優(yōu)劣勢、發(fā)展機(jī)遇、潛在威脅進(jìn)行客觀評(píng)價(jià)，同時(shí)借鑒國內(nèi)外成功地區(qū)服務(wù)業(yè)的發(fā)展經(jīng)驗(yàn)，歸納總結(jié)出服務(wù)業(yè)發(fā)展的一般規(guī)律和特征，進(jìn)而研究并提出南開區(qū)未來服務(wù)業(yè)發(fā)展的總體思路，，即“以創(chuàng)意產(chǎn)業(yè)為引領(lǐng)，以科學(xué)技術(shù)為支撐，以改革創(chuàng)新為動(dòng)力”，堅(jiān)持雙輪驅(qū)動(dòng)，突出新興產(chǎn)業(yè)；堅(jiān)持融合發(fā)展，推動(dòng)集群互動(dòng)；堅(jiān)持自主發(fā)展，立足模式創(chuàng)新；堅(jiān)持共性支撐，形成示范帶動(dòng)；堅(jiān)持創(chuàng)新體制，加強(qiáng)科學(xué)監(jiān)管。從體制建設(shè)、規(guī)劃發(fā)展、政策扶持、環(huán)境優(yōu)化和招商引資等五個(gè)方面指出南開區(qū)服務(wù)業(yè)優(yōu)化發(fā)展的實(shí)施策略，為引導(dǎo)服務(wù)業(yè)今后的發(fā)展方向提供切實(shí)可行的意見和建議。
[Abstract]:Service industry is an important part of national economy, and its development level is an important symbol to measure the comprehensive competitiveness and modernization of a country or region. Tianjin is the economic center of northern China. As the birthplace of "Tianjin" city and the important bearing area of service economy, Nankai District combines the function orientation of "Nankai Science and Technology" to optimize the structure of service industry and adjust the industrial functional status. Promote system mechanism innovation, the whole region service industry has made great progress. But at the same time, the regional industrial structure is unreasonable, the aggregation degree and radiation power is weak, the carrier function is not perfect and so on has also become the bottleneck restricting the development of service industry in Nankai district. Therefore, how to make use of the advantages of Nankai District to speed up the development of service industry, especially the modern service industry, has become a practical and urgent issue, which has important theoretical significance and practical value. Under the guidance of service economy theory, industrial value theory and social management theory, this paper takes the service industry of Nankai District as the research object, and combines the location characteristics, resource advantages, economic and social development status of Nankai District. This paper makes a comprehensive analysis of the development conditions, development environment and development elements of the service industry in Nankai District, evaluates its own advantages and disadvantages, development opportunities and potential threats, and at the same time draws lessons from the development experience of the service industry in successful regions at home and abroad. This paper summarizes the general rules and characteristics of the development of service industry, and then studies and puts forward the general idea of the future development of service industry in Nankai, that is, "take creative industry as the guide, science and technology as the support, and reform and innovation as the motive force". Adhere to the dual-wheel drive, highlight emerging industries; adhere to integration and development, promote cluster interaction; adhere to independent development, based on model innovation; adhere to the common support, form a demonstration drive; adhere to innovation system, strengthen scientific supervision. From five aspects of system construction, planning and development, policy support, environment optimization and attracting investment, this paper points out the implementation strategy of service industry optimization and development in Nankai district, and provides practical opinions and suggestions for guiding the development direction of service industry in the future.
