【摘要】：資源枯竭型城市的發(fā)展問題一直是全球范圍內亟待研究與解決的課題之一。從20世紀80年代開始,我國大批資源型城市面臨資源枯竭、產業(yè)結構單一、環(huán)境污染等問題。作為“千年瓷都”的景德鎮(zhèn)市是江西省老工業(yè)城市,其經濟社會發(fā)展受到高嶺土等資源枯竭的嚴重約束,由此產生的一系列問題嚴重威脅著地區(qū)經濟的平穩(wěn)發(fā)展。加快發(fā)展現代服務業(yè)是資源枯竭型城市成功轉型的重要途徑,改變產業(yè)結構單一的格局已成為景德鎮(zhèn)市打破困局的歷史使命。因此,研究這一問題具有重要的理論價值和實踐意義。 文章遵循“問題導向→理論研究→實證分析→政策應用”的技術路線,通過現狀分析和比較研究,最終提出景德鎮(zhèn)市加快發(fā)展現代服務業(yè)的對策建議。本文在結構上共分為七章。第一章為導論;第二章為資源枯竭型城市與現代服務業(yè)概述；第三章為景德鎮(zhèn)市現代服務業(yè)發(fā)展的現狀分析；第四章為國內外資源枯竭型城市發(fā)展現代服務業(yè)的經驗借鑒；第五章為景德鎮(zhèn)市現代服務業(yè)接續(xù)產業(yè)的選擇—基于蛛網模型比較賦值法的分析；第六章為景德鎮(zhèn)市加快發(fā)展現代服務業(yè)的對策措施；第七章為結論與展望。 本文依托國內外產業(yè)結構選擇的成熟理論,在明確資源枯竭型城市和現代服務業(yè)涵義、類型與特點的基礎上,通過對日本九州、德國魯爾、法國洛林和我國阜新、白銀、白山幾個典型的資源枯竭型城市進行分析、研究得出現代服務業(yè)在資源枯竭型城市轉型過程中強大的推動作用。而景德鎮(zhèn)市發(fā)展現代服務業(yè)具有優(yōu)越的基礎和亟需解決的問題。從而對各備選產業(yè)從五個不同側面選取指標進行衡量,并運用蛛網模型對這些指標進行綜合評價,選擇出科學研究、技術服務和地質勘查業(yè),批發(fā)零售業(yè),房地產業(yè)等優(yōu)先接續(xù)產業(yè),確立了打造陶瓷文化創(chuàng)意產業(yè)基地和建設區(qū)域旅游中心城市的目標定位與發(fā)展布局。最后從創(chuàng)新政府管理體制,加大財政支持力度,健全稅收優(yōu)惠措施,多方位拓寬投融資渠道,培養(yǎng)和引進高素質人才,構建產業(yè)技術激勵機制與資源開發(fā)補償機制六個方面提出景德鎮(zhèn)市加快發(fā)展現代服務業(yè)的具體對策措施。
[Abstract]:The development of resource-exhausted cities has always been one of the urgent problems to be studied and solved in the world. Since 1980s, a large number of resource-based cities in China have been faced with problems such as resource depletion, single industrial structure and environmental pollution. Jingdezhen is an old industrial city of Jiangxi Province as a "Millennium porcelain Capital". Its economic and social development is seriously restricted by the depletion of resources such as kaolin, and a series of problems are seriously threatening the steady development of regional economy. Speeding up the development of modern service industry is an important way for the successful transformation of resource-exhausted cities. Changing the single pattern of industrial structure has become the historical mission of Jingdezhen to break the predicament. Therefore, the study of this issue has important theoretical value and practical significance. This paper follows the technical route of "problem oriented theoretical study and empirical analysis of policy application", and finally puts forward countermeasures and suggestions for accelerating the development of modern service industry in Jingdezhen City through current situation analysis and comparative study. The structure of this paper is divided into seven chapters. The first chapter is the introduction, the second chapter is the overview of the resource exhausted city and modern service industry, the third chapter is the analysis of the present situation of Jingdezhen modern service industry, the fourth chapter is the experience of the domestic and foreign resource-exhausted cities in developing the modern service industry. The fifth chapter is the choice of the succession industry of modern service industry in Jingdezhen-the analysis based on the cobweb model comparison assignment method; the sixth chapter is the countermeasures to speed up the development of modern service industry in Jingdezhen; the seventh chapter is the conclusion and prospect. Based on the mature theory of industrial structure choice at home and abroad, and on the basis of defining the meaning, types and characteristics of resource-exhausted cities and modern service industries, this paper, through the analysis of Kyushu in Japan, Ruhr in Germany, Lorraine in France and Fuxin and Silver in China, Based on the analysis of several typical resource-exhausted cities in Baishan, it is concluded that the modern service industry plays an important role in the transformation of resource-exhausted cities. Jingdezhen has a superior foundation for developing modern service industry and problems that need to be solved. Thus, the indexes of each alternative industry are selected from five different aspects to be measured, and these indicators are comprehensively evaluated by using the cobweb model to select scientific research, technical services and geological exploration industry, wholesale and retail trade, The real estate industry and other priority industries have established the target orientation and development layout of building ceramic culture and creative industry base and building regional tourism center city. Finally, by innovating the government management system, increasing the financial support, perfecting the preferential tax measures, widening the channels of investment and financing in various directions, cultivating and introducing high-quality talents, Six aspects of industrial technology incentive mechanism and resource development compensation mechanism are proposed to speed up the development of modern service industry in Jingdezhen.
