【摘要】：服務(wù)業(yè)往往被認(rèn)為是一個(gè)去物質(zhì)化、清潔的產(chǎn)業(yè)。然而,發(fā)達(dá)國家服務(wù)經(jīng)濟(jì)發(fā)展仍伴隨著大量資源消耗和污染排放,使越來越多的學(xué)者開始關(guān)注服務(wù)業(yè)發(fā)展對資源環(huán)境的真實(shí)影晌。本文從學(xué)術(shù)界關(guān)于服務(wù)經(jīng)濟(jì)與資源環(huán)境關(guān)系的爭論、服務(wù)業(yè)生產(chǎn)消費(fèi)活動(dòng)影響資源環(huán)境的作用機(jī)制和經(jīng)驗(yàn)證據(jù)三個(gè)方面對已有文獻(xiàn)進(jìn)行系統(tǒng)梳理和總結(jié)。最后,結(jié)合我國服務(wù)業(yè)發(fā)展的現(xiàn)狀和前景指出,今后有必要加強(qiáng)對我國服務(wù)業(yè)發(fā)展的資源環(huán)境效應(yīng)研究和評估,并在此基礎(chǔ)上構(gòu)建和完善針對我國服務(wù)業(yè)的環(huán)境規(guī)制,使之與當(dāng)前工業(yè)部門的節(jié)能減排政策措施相互補(bǔ)充,從而形成一個(gè)完整有效的環(huán)境政策體系,促進(jìn)我國低碳經(jīng)濟(jì)轉(zhuǎn)型和生態(tài)文明建設(shè)。
[Abstract]:Services are often considered a dematerialized and clean industry. However, the development of service economy in developed countries is still accompanied by a large number of resource consumption and pollution emissions, which makes more and more scholars begin to pay attention to the real impact of the development of service industry on the resources and environment. This paper systematically combs and summarizes the existing literature from three aspects: the debate on the relationship between service economy and resources and environment, the mechanism and empirical evidence of the influence of production and consumption activities on resources and environment in the service industry. Finally, it is pointed out that it is necessary to strengthen the research and evaluation of the resource and environmental effects of the development of our service industry in the future, and on this basis, to construct and perfect the environmental regulation for the service industry of our country, according to the present situation and prospect of the development of the service industry in our country. It complements with the current policies and measures of energy saving and emission reduction in the industrial sector, thus forming a complete and effective environmental policy system and promoting the transformation of low-carbon economy and the construction of ecological civilization in China.
