【摘要】：隨著東北老工業(yè)基地振興上升為國(guó)家級(jí)戰(zhàn)略規(guī)劃，振興遼寧老工業(yè)基地，已成為我國(guó)促進(jìn)東北老工業(yè)基地整體振興戰(zhàn)略布局的重要組成部分。產(chǎn)業(yè)結(jié)構(gòu)升級(jí)是振興遼寧老工業(yè)基地的重頭戲，而遼寧在產(chǎn)業(yè)結(jié)構(gòu)升級(jí)過(guò)程中面臨著諸多的問(wèn)題，其中，最為主要的問(wèn)題是資本和技術(shù)的缺乏，資本和技術(shù)現(xiàn)已成為制約遼寧產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的瓶頸，目前，中央財(cái)政能夠?yàn)榈胤竭M(jìn)行技術(shù)改進(jìn)升級(jí)提供的資金非常有限，而地方政府由于財(cái)政上繳過(guò)大，沒(méi)有足夠的資金收入，因而財(cái)力不足，僅靠民營(yíng)資本是很難從根本解決遼寧省發(fā)展服務(wù)產(chǎn)業(yè)和推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)所需的資金和技術(shù)難題，所以，引入外商直接投資就成為遼寧突破這一瓶頸的捷徑，一方面，外國(guó)直接投資通過(guò)資本供給來(lái)彌補(bǔ)遼寧老工業(yè)基地產(chǎn)業(yè)結(jié)構(gòu)升級(jí)過(guò)程中的資金供給缺口，另一方面，F(xiàn)DI通過(guò)技術(shù)外溢來(lái)滿(mǎn)足產(chǎn)業(yè)結(jié)構(gòu)升級(jí)中的技術(shù)要求，所謂技術(shù)外溢，又稱(chēng)外部效應(yīng)，，是指技術(shù)先進(jìn)國(guó)家和地區(qū)向技術(shù)相對(duì)落后地投資，將先進(jìn)的技術(shù)、管理經(jīng)驗(yàn)等通過(guò)各種渠道滲透到其他國(guó)家，從而對(duì)發(fā)展中國(guó)家經(jīng)濟(jì)發(fā)展和增長(zhǎng)發(fā)揮作用。 鑒于外資具有這樣優(yōu)點(diǎn)，本文試圖來(lái)研究服務(wù)業(yè)FDI會(huì)對(duì)遼寧省產(chǎn)業(yè)結(jié)構(gòu)升級(jí)產(chǎn)生怎樣的影響？遼寧省應(yīng)該采取怎樣的政策來(lái)更好的實(shí)現(xiàn)服務(wù)業(yè)FDI對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的促進(jìn)作用？
[Abstract]:With the revitalization of the old industrial base in northeast China as a national strategic plan, the old industrial base in Liaoning Province has been revitalized. It has become an important part of the strategic layout to promote the overall revitalization of the old industrial base in Northeast China. The upgrading of the industrial structure is the most important part of the revitalization of the old industrial base in Liaoning, and Liaoning faces many problems in the process of upgrading the industrial structure, among which, The most important problem is the lack of capital and technology, which has become the bottleneck restricting the upgrading of Liaoning's industrial structure. At present, the central finance has very limited funds for local technological improvement and upgrading. However, because the local governments' financial contributions are too large, and they do not have enough capital income, they have insufficient financial resources. Relying on private capital alone is very difficult to fundamentally solve the financial and technical problems needed to develop the service industry and promote the upgrading of the industrial structure in Liaoning Province, so, The introduction of foreign direct investment (FDI) has become a shortcut for Liaoning to break through this bottleneck. On the one hand, foreign direct investment (FDI) makes up for the shortage of capital supply in the process of upgrading the industrial structure of Liaoning's old industrial base through capital supply. On the other hand, FDI satisfies the technological requirements in the upgrading of industrial structure through technology spillover. The so-called technology spillover, also known as external effect, refers to the advanced countries and regions investing in the relatively backward technology and bringing advanced technology. Management experience, such as through a variety of channels to other countries, and thus play a role in the economic development and growth of developing countries. In view of the advantages of foreign investment, this paper tries to study the impact of service FDI on the upgrading of Liaoning's industrial structure. What policies should be adopted in Liaoning Province to better realize the promotion of service FDI to the upgrading of industrial structure?
