【摘要】：服務(wù)外包是社會(huì)分工不斷細(xì)化和信息技術(shù)迅速發(fā)展相融合的產(chǎn)物。作為一種斬新的商務(wù)模式，具有資源消耗低、環(huán)境污染少而附加值高等特點(diǎn)。隨著信息技術(shù)的發(fā)展和經(jīng)濟(jì)全球化的深入,國際服務(wù)外包已經(jīng)成為當(dāng)前國際分工協(xié)作和國際產(chǎn)業(yè)轉(zhuǎn)移的新的重要推動(dòng)因素。世界上許多國家特別是發(fā)展中國家紛紛出臺有利的政策措施來發(fā)展服務(wù)外包產(chǎn)業(yè)。就中國而言，我國政府已經(jīng)在全國范圍內(nèi)建立了21個(gè)服務(wù)外包示范城市，重點(diǎn)發(fā)展服務(wù)外包產(chǎn)業(yè)，無錫便是其中之一。 無錫地處中國經(jīng)濟(jì)最具活力的長三角地區(qū)中心地帶，自上世紀(jì)90年代以來，無錫抓住了以制造業(yè)為核心的國際產(chǎn)業(yè)轉(zhuǎn)移的機(jī)遇，大力發(fā)展外向型經(jīng)濟(jì)，取得了舉世矚目的成就，但是這種以加工貿(mào)易為主的貿(mào)易模式也帶來了資源和能源消耗過大、生態(tài)環(huán)境逐步惡化等一系列經(jīng)濟(jì)社會(huì)問題。無錫如果要實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)的全面現(xiàn)代化，必須遵循世界經(jīng)濟(jì)發(fā)展的普遍規(guī)律，借鑒發(fā)達(dá)國家先進(jìn)城市發(fā)展的成功經(jīng)驗(yàn)，，大力發(fā)展現(xiàn)代服務(wù)業(yè)，降低制造業(yè)的比重，由“工業(yè)經(jīng)濟(jì)”向“服務(wù)經(jīng)濟(jì)”轉(zhuǎn)型，由“無錫制造”向“無錫創(chuàng)造”轉(zhuǎn)型。近年來，服務(wù)外包產(chǎn)業(yè)在中國各個(gè)大城市迅速發(fā)展，這也為無錫的產(chǎn)業(yè)轉(zhuǎn)型帶來了難得的機(jī)遇，無錫的地方政府也不失時(shí)機(jī)的抓住機(jī)會(huì)，下大力氣發(fā)展這一新興產(chǎn)業(yè)，而且從2007年至2011年，無錫的服務(wù)外包產(chǎn)業(yè)取得了長足的進(jìn)步。 本文從服務(wù)外包的基本概念和理論出發(fā)，以無錫的服務(wù)外包產(chǎn)業(yè)發(fā)展為具體研究對象，首先通過對無錫三次產(chǎn)業(yè)發(fā)展情況的分析研究，指出無錫現(xiàn)階段產(chǎn)業(yè)結(jié)構(gòu)偏重，現(xiàn)代服務(wù)業(yè)發(fā)展不足的現(xiàn)實(shí)是發(fā)展服務(wù)外包產(chǎn)業(yè)的主要?jiǎng)右�。而發(fā)展以服務(wù)外包為代表的現(xiàn)代服務(wù)業(yè)的重大意義在于其既能調(diào)整無錫產(chǎn)業(yè)結(jié)構(gòu)，更是推動(dòng)無錫經(jīng)濟(jì)又好又快發(fā)展的引擎。隨后本文對無錫服務(wù)外包產(chǎn)業(yè)發(fā)展的歷史與現(xiàn)狀進(jìn)行闡述，重點(diǎn)是將其他幾個(gè)服務(wù)外包示范城市的發(fā)展模式與無錫進(jìn)行比較分析。接下來對無錫發(fā)展服務(wù)外包業(yè)進(jìn)行SWOT分析，從中發(fā)現(xiàn)無錫服務(wù)外包業(yè)在發(fā)展過程中政府、企業(yè)、人才機(jī)制等各方面存在的問題。并提出了無錫發(fā)展服務(wù)外包的戰(zhàn)略重點(diǎn)和路徑選擇。最后，本文在前述分析的基礎(chǔ)上，從政府層面、企業(yè)層面、人才層面對無錫大力發(fā)展服務(wù)外包產(chǎn)業(yè)提出合理化建議。
[Abstract]:As a new business model, service outsourcing is the result of the continuous refinement of social division of labor and the rapid development of information technology. With the development of information technology and the deepening of economic globalization, International service outsourcing has become a new and important driving factor in the international division of labor and cooperation and the transfer of international industries. Many countries around the world, especially developing countries, have introduced favorable policies and measures to develop the service outsourcing industry. As far as China is concerned, Our government has established 21 service outsourcing demonstration cities in China, and Wuxi is one of them. Wuxi is located in the heart of the Yangtze River Delta, the most dynamic region of China's economy. Since -10s, Wuxi has seized the opportunity of international industrial transfer with the manufacturing industry as the core and vigorously developed an export-oriented economy. It has made remarkable achievements, but this trade model, which is dominated by processing trade, has also brought too much consumption of resources and energy. A series of economic and social problems such as the gradual deterioration of the ecological environment. If Wuxi is to realize the overall modernization of its economy and society, it must follow the universal laws of world economic development and draw lessons from the successful experiences of advanced cities in developed countries. Vigorously developing modern service industries, reducing the proportion of manufacturing industries, transforming from "industrial economy" to "service economy", from "manufacturing in Wuxi" to "creating in Wuxi". In recent years, the service outsourcing industry has developed rapidly in major cities in China. This has also brought a rare opportunity for Wuxi's industrial transformation, and the local government in Wuxi has also seized the opportunity to make great efforts to develop this new industry. From 2007 to 2011, Wuxi's service outsourcing industry has made great progress. Starting from the basic concept and theory of service outsourcing, this paper takes the development of service outsourcing industry in Wuxi as the specific research object. Firstly, through the analysis and research on the development of three industries in Wuxi, it points out that the industrial structure of Wuxi at the present stage is focused on. The reality of underdevelopment of modern service industry is the main motivation of developing service outsourcing industry, and the great significance of developing modern service industry represented by service outsourcing is that it can adjust the industrial structure of Wuxi. It is also a good and fast engine to promote the development of Wuxi economy. Subsequently, this paper expounds the history and present situation of the development of service outsourcing industry in Wuxi. The key point is to compare the development patterns of other service outsourcing demonstration cities with Wuxi. Then the SWOT analysis of Wuxi service outsourcing industry is carried out, from which the government and enterprises are found in the development process of Wuxi service outsourcing industry. Finally, on the basis of the above analysis, this paper puts forward the strategic focus and the path choice of Wuxi development service outsourcing from the government level, the enterprise level, and so on. Talent level to Wuxi vigorously develop the service outsourcing industry to put forward reasonable suggestions.
