【摘要】：提升藏區(qū)城鎮(zhèn)化水平,是縮小藏區(qū)發(fā)展差距、從根本上改善藏區(qū)經(jīng)濟(jì)社會(huì)發(fā)展滯后局面的必然道路。但由于青藏高原地理生態(tài)環(huán)境的限制,中國(guó)藏區(qū)很難通過(guò)發(fā)展工業(yè)、升級(jí)農(nóng)牧業(yè)來(lái)推高GDP從而推進(jìn)城市化或城鎮(zhèn)化。藏區(qū)城鎮(zhèn)化之路在"中國(guó)特色"光照下,勢(shì)必還有"藏區(qū)特色";藏區(qū)城鎮(zhèn)化的路徑選擇,會(huì)有一些異于內(nèi)地甚或優(yōu)于內(nèi)地之處。最起碼的,具有藏區(qū)特色的藏區(qū)城鎮(zhèn)化道路,不會(huì)重蹈內(nèi)地"城鎮(zhèn)化=房地產(chǎn)"開(kāi)發(fā)的覆轍。
[Abstract]:To improve the level of urbanization in Tibetan area is the inevitable way to narrow the gap of development and fundamentally improve the lagging situation of economic and social development in Tibetan area. However, due to the limitation of the ecological environment of Qinghai-Tibet Plateau, it is difficult to promote urbanization or urbanization by developing industry and upgrading agriculture and animal husbandry in Tibetan area of China. Under the illumination of "Chinese characteristics", the road to urbanization in Tibetan areas is bound to have "Tibetan characteristics", and the path choice of urbanization in Tibetan areas will be different from or better than that in the mainland. At the very least, the urbanization road with Tibetan characteristics will not repeat the "urbanization = real estate" development in the mainland.
