長春市住房限購政策評價研究
[Abstract]:In our country, the housing problem is not only related to the people's food, clothing, shelter and transportation, but also to the security and stability of the society. For the vast majority of Chinese people, to have an ideal housing will be the goal for which they have worked all their lives. Without housing, we cannot live and work in peace and contentment. Under the operation of the modern economy, housing not only occupies an important position in everyone's life, but also occupies a pivotal position in the national economy of our country. The development of real estate has become a common topic, real estate transactions have become a very important deal in people's minds. Under the favorable national macroeconomic atmosphere, the real estate industry in our country has undergone earth-shaking changes, and the people's material living standard has steadily improved under the good economic level. The existing housing demand has been difficult to meet the increasing material and cultural level. In recent years, the housing market in China has risen to a more active level with the increasing living standard. However, we have to be vigilant that, although the overall housing marketization process and the overall operating level of the industry in China are good, there will still be some phenomena that are not conducive to the healthy development of the real estate industry, and excessive speculation has occurred in some areas. The phenomenon of overinvestment, the market in unhealthy and unbalanced development, even showing signs of a real estate bubble. In the face of such soaring housing prices, the central government began to macro-control real estate in 2010. The "purchase restriction order" of housing in Changchun is the regulation and control rules issued under this kind of macro policy, with the aim of stabilizing house prices. Control the real estate overinvestment and speculation. The introduction of "purchase restriction order" is not a single limit on the total amount of housing purchase, but a series of government combination policy support, how to correctly formulate the corresponding support policy to meet the needs of most residents, that is, for the government decision-making focus. Based on the analysis of the "purchase restriction" policy of housing in China, this paper draws lessons from the housing restriction policy of some second-tier cities in China, and constructs the evaluation criteria of housing restriction policy in Changchun. On the basis of this standard, some suggestions of combination policy are put forward in order to promote the successful implementation of the "purchase restriction order" in Changchun and achieve the expected results.
