【摘要】：本文基于文獻(xiàn)分析和比較分析法,旨在從土地資源配置的角度探究我國(guó)商品房?jī)r(jià)格"越調(diào)越漲"的基本原因,并提出緩解房?jī)r(jià)上漲壓力的對(duì)策。研究發(fā)現(xiàn):在現(xiàn)行體制下,政府壟斷了非農(nóng)建設(shè)用地供給,并對(duì)非農(nóng)建設(shè)用地總量、結(jié)構(gòu)和開(kāi)發(fā)強(qiáng)度進(jìn)行全方位的行政控制,全面提高了中國(guó)住房(尤其是商品住宅)的建設(shè)成本,是阻礙住房供給順利增長(zhǎng)的制度性障礙,也是導(dǎo)致中國(guó)房地產(chǎn)價(jià)格調(diào)控"越調(diào)越漲"的基本原因。土地資源的行政性配置決定了住宅用地"供給"在過(guò)去十年間不僅未能緩解,反而變得越來(lái)越嚴(yán)重,商品住宅價(jià)格"越調(diào)越漲"是必然結(jié)局。
[Abstract]:Based on the literature analysis and comparative analysis, this paper aims to explore the basic reasons of the price of commercial housing in China from the perspective of land resource allocation, and put forward some countermeasures to alleviate the pressure of rising house prices. It is found that under the current system, the government monopolizes the supply of non-agricultural construction land, and carries out all-round administrative control over the total amount, structure and development intensity of non-agricultural construction land. The construction cost of Chinese housing (especially commercial housing) has been raised in an all-round way, which is the institutional obstacle that hinders the smooth growth of housing supply, and is also the basic reason for the adjustment and control of real estate prices in China. The administrative allocation of land resources determines that the supply of residential land has not been alleviated in the past ten years, but has become more and more serious.
