【摘要】：隨著房地產(chǎn)經(jīng)濟的飛速發(fā)展和城鎮(zhèn)化進程的加快,房產(chǎn)測繪工作得到了突飛猛進的發(fā)展。近年來伴隨著建設(shè)部“測管分離”思路的提出,各地相繼放開了房產(chǎn)測繪市場。由于沒有規(guī)章制度的制約,房產(chǎn)測繪市場的倉促放開,引起了一系列問題。本選題旨在描述大連市房產(chǎn)測繪行業(yè)管理模式發(fā)展現(xiàn)狀,分析大連市房產(chǎn)測繪事業(yè)單位內(nèi)部發(fā)展遇到的問題及其原因,借鑒國內(nèi)外先進的測繪管理模式,提出具有可操作性的大連市房產(chǎn)測繪管理模式改革方案。 本文采用文獻研究法、比較研究法、實地調(diào)查法,閱讀了大量文獻,進行了實地考察,在描述分析大連市房產(chǎn)測繪市場發(fā)展現(xiàn)狀的基礎(chǔ)上,對比國內(nèi)一些城市房產(chǎn)測繪管理的先進經(jīng)驗,提出了大連市房產(chǎn)測繪管理模式需要改革的議題。特別是針對大連市房產(chǎn)測繪行業(yè)管理模式的弊端進行比較深入的分析,闡述了大連市房產(chǎn)測繪單位管理模式改革的必要性和可能性,并進一步從規(guī)范制定、機構(gòu)重組及內(nèi)部治理、測管分離三個方面提出了完善房產(chǎn)測繪管理模式的意見和建議。
[Abstract]:With the rapid development of real estate economy and the acceleration of urbanization, the surveying and mapping of real estate has been developed by leaps and bounds. In recent years, with the development of the Ministry of Construction, the real estate surveying and mapping market has been opened one after another. As no regulatory constraints, property mapping market liberalization, causing a series of problems. The purpose of this thesis is to describe the current situation of the management mode of Dalian real estate surveying and mapping industry, analyze the problems encountered in the internal development of Dalian real estate surveying and mapping institutions and its reasons, and draw lessons from the advanced surveying and mapping management mode at home and abroad. This paper puts forward an operable reform scheme of real estate surveying and mapping management mode in Dalian. This paper adopts literature research method, comparative research method, field investigation method, read a large number of documents, carried out field investigation, on the basis of describing and analyzing the present situation of Dalian real estate surveying and mapping market. Compared with some advanced experiences in the management of urban real estate surveying and mapping in China, this paper puts forward the issues that need to be reformed in Dalian's real estate surveying and mapping management mode. In particular, aiming at the malpractice of real estate surveying and mapping industry management model in Dalian, this paper analyzes the necessity and possibility of the reform of the management mode of Dalian real estate surveying and mapping unit, and further formulates it from the standard. The paper puts forward some suggestions on how to perfect the management mode of real estate surveying and mapping in three aspects: reorganization of organization and internal management and separation of surveying and management.
