【摘要】：近些年城市經(jīng)濟(jì)發(fā)展的速度加快,居民的收入水平和對小汽車的消費(fèi)能力也同步增長,這給小區(qū)帶來大量停車需求的同時(shí)也引發(fā)了許多停車糾紛。為了緩解居住小區(qū)的停車矛盾,相關(guān)的責(zé)任主體通過頒布政策和制度設(shè)計(jì)來推進(jìn)小區(qū)停車設(shè)施規(guī)劃建設(shè)和運(yùn)營管理工作,而房地產(chǎn)開發(fā)市場的介入也給居住小區(qū)停車設(shè)施的發(fā)展注入了新的動力。由于當(dāng)前居住小區(qū)停車設(shè)施開發(fā)模式和建設(shè)標(biāo)準(zhǔn)是在政府主導(dǎo)下進(jìn)行,開發(fā)模式的約束和標(biāo)準(zhǔn)制定的不科學(xué)均導(dǎo)致停車設(shè)施規(guī)劃建設(shè)滯后于小區(qū)汽車的增長速度,在具體的規(guī)劃實(shí)施過程中可操作性不強(qiáng)。自2015年初,各級政府相繼出臺了地方性法規(guī)、規(guī)章等規(guī)范性文件,鼓勵(lì)和引導(dǎo)開發(fā)企業(yè)根據(jù)市場的需求,投資建設(shè)停車設(shè)施。這一輪的政策制定弱化了政府及相關(guān)部門在停車設(shè)施規(guī)劃方面的主導(dǎo)作用,而更多的是通過調(diào)整規(guī)劃管控職能來適應(yīng)停車設(shè)施市場化建設(shè)的發(fā)展過程,這也為本文提出研究房地產(chǎn)開發(fā)導(dǎo)向下停車設(shè)施規(guī)劃策略提供必要性和可行性的支持。本文具體研究分為四個(gè)部分:第一部分對小區(qū)停車相關(guān)政策背景和國內(nèi)外居住區(qū)停車問題的研究成果進(jìn)行分析,總結(jié)目前理論研究的進(jìn)展和不足,挖掘出房地產(chǎn)開發(fā)導(dǎo)向的停車設(shè)施規(guī)劃的研究價(jià)值,并確定研究主線。第二部分對居住小區(qū)停車規(guī)劃基礎(chǔ)理論和調(diào)控實(shí)施機(jī)制進(jìn)行分析,為下文的策略構(gòu)建提供方向和論據(jù)。第三部分對國內(nèi)外兩個(gè)典型城市的居住區(qū)停車設(shè)施規(guī)劃現(xiàn)狀案例進(jìn)行對比研究,歸納出停車設(shè)施規(guī)劃的影響因素,并總結(jié)當(dāng)下亟待解決的主要問題。本文的最后部分是針對國內(nèi)居住小區(qū)停車規(guī)劃現(xiàn)狀存在的問題提出解決的對策,作者先從市場的角度提出停車設(shè)施規(guī)劃的原則,再在策略前期的準(zhǔn)備階段進(jìn)行法律制度的構(gòu)建、規(guī)劃職能的調(diào)整和停車項(xiàng)目市場分析,以保障所提出的開發(fā)導(dǎo)向下的策略可行性。具體策略兼顧小區(qū)停車現(xiàn)狀和未來的發(fā)展,從既有居住小區(qū)停車設(shè)施的開發(fā)模式和待建居住小區(qū)停車配建指標(biāo)制定兩個(gè)重點(diǎn)方向展開研究。本文在具體策略探討中,綜合房地產(chǎn)開發(fā)和規(guī)劃管理兩方面的影響因素和作用機(jī)制,總結(jié)出更深入、長期有效的停車設(shè)施規(guī)劃策略,這對以后城市解決居住小區(qū)停車設(shè)施規(guī)劃問題提供了新的參考方向。
[Abstract]:In recent years, the speed of urban economic development has accelerated, and the income level of residents and their ability to consume cars have also increased simultaneously. This brought a lot of parking demand to the residential area, but also led to a lot of parking disputes. The relevant responsible parties promote the planning, construction and operation management of parking facilities in residential areas through the promulgation of policies and system designs, However, the intervention of the real estate development market has also injected new impetus into the development of parking facilities in residential areas. As the current development mode and construction standards of parking facilities in residential areas are carried out under the guidance of the government, The constraints of the development model and the unscientific formulation of the standards have resulted in the parking facilities planning and construction lagging behind the growth rate of cars in residential areas, and are not operable in the specific planning and implementation process. Since early 2015, Governments at all levels have successively issued normative documents, such as local laws and regulations, to encourage and guide development enterprises to meet the needs of the market. Investment in the construction of parking facilities. This round of policy formulation has weakened the leading role of the government and related departments in the planning of parking facilities, and more has been done by adjusting the functions of planning and control to adapt to the development process of the market-oriented construction of parking facilities. This paper also provides the necessary and feasible support for the study of parking facilities planning strategy under the guidance of real estate development. This paper is divided into four parts: the first part is about the background of parking policy and the domestic and foreign parking policy. The research results of parking problems in residential areas are analyzed. This paper summarizes the progress and deficiency of the current theoretical research, excavates the research value of the real estate development-oriented parking facility planning, and determines the main line of the research. The second part analyzes the basic theory and the regulation and control mechanism of parking planning in residential areas. The third part makes a comparative study on the status quo of residential parking facilities planning in two typical cities at home and abroad, and concludes the influencing factors of parking facilities planning. The last part of this paper is to put forward the countermeasures to solve the problems existing in the parking planning of residential areas in China. The author first puts forward the principles of parking facilities planning from the perspective of the market. Then in the preparatory phase of the strategy, the legal system is constructed, the planning function is adjusted and the parking project market is analyzed to ensure the feasibility of the proposed development-oriented strategy. The specific strategy takes into account the parking status and future development of the community. This paper studies the development mode of parking facilities in existing residential areas and the establishment of parking allocation indicators for residential areas to be built. By synthesizing the influencing factors and action mechanism of real estate development and planning management, a more in-depth and effective parking facility planning strategy is summarized, which provides a new reference direction for the future city to solve the parking facility planning problem in residential areas.
