【摘要】:我國房地產(chǎn)開發(fā)項目中,,成本在項目全壽命周期費用中占1%以下的設計階段,對投資的影響卻高達75%以上。設計階段是房地產(chǎn)開發(fā)項目成本管理的重要環(huán)節(jié),工程設計是否經(jīng)濟合理,設計質(zhì)量是否達標,在全壽命周期對項目整體性能和成本都有著極大的影響,在這個階段進行成本控制與管理,效益也是最顯著的。限額設計是設計階段成本管理的有效手段之一,在設計階段推廣限額設計并做好限額設計管理工作,使其達到預期目的和效果是十分必要的,具有重要的意義。 本文通過問卷調(diào)查,從限額設計運用廣度、限額設計管理意識、限額設計管理組織、限額設計管理方法、限額設計管理效果五個方面對房地產(chǎn)開發(fā)企業(yè)限額設計實施現(xiàn)狀進行調(diào)查,并對調(diào)查結(jié)果進行總結(jié)和分析。調(diào)查得知,在意識上,限額設計管理的認知程度還有待提高,設計人員和設計單位并非沒有經(jīng)濟意識,其經(jīng)濟意識需要房地產(chǎn)企業(yè)主動激發(fā),其限額設計意識需要正確的引導;在組織上,規(guī)范限額設計管理行為的制度、流程還未成體系;在方法上,限額設計管理方法大多采用設置限額指標,具有一定局限性,相關的限額設計管理方法還沒有走上正軌?傮w來說,限額設計管理還處于初級階段,限額設計管理只關注了“點”,還未關注“面”。 同時,在文獻研究、專業(yè)人士訪談和個人學習體會的基礎上識別、分析、提取了若干個影響限額設計實施效果的因素,通過影響程度調(diào)查、利用SPSS軟件分析,將限額設計實施效果的影響因素綜合為三個主要因素,即限額設計管理組織與制度、限額設計過程管理及方法、設計單位的限額設計意識。 最后,本文做出了“限額設計指標剛性與可調(diào)性的辯證關系”、“設計變更與限額設計效果呈負相關性”、“限額設計指標合理的含義”等分析。并根據(jù)調(diào)查結(jié)果,分別從限額設計組織、過程管理及方法、設計單位的管控、限額設計后評價四個方面提出包括“制定限額設計管理職責和相應制度”、“限額設計指標合理制定、下達、跟蹤、反饋與修改的動態(tài)管理”、“限額設計激勵與引導”在內(nèi)的若干條限額設計管理體系構(gòu)建建議。
[Abstract]:In the real estate development project of our country, the cost accounts for less than 1% in the whole life cycle cost of the project, but the influence on the investment is as high as 75%. The design stage is an important link in the cost management of the real estate development project. Whether the engineering design is economical and reasonable, whether the design quality is up to the standard, has a great influence on the overall performance and cost of the project in the whole life cycle, so the cost control and management are carried out at this stage. Quota design is one of the effective means of cost management in design stage. It is necessary to popularize quota design and do well quota design management in order to achieve the expected purpose and effect. It is of great significance. Through the questionnaire survey, this paper discusses the scope of quota design, the consciousness of quota design management, the organization of quota design management, the management method of quota design. The present situation of quota design in real estate development enterprises is investigated in five aspects, and the results are summarized and analyzed. The investigation shows that the cognitive level of quota design management needs to be improved in consciousness. Designers and design units are not without economic consciousness, their economic consciousness needs to be actively stimulated by real estate enterprises, their quota design awareness needs correct guidance, in the organization, the system of regulating the management behavior of quota design has not been systematized. In terms of methods, quota design management methods are mostly used to set quota indicators, which have certain limitations, and the related quota design management methods have not been on the right track. Generally speaking, quota design management is still in its infancy. Quota design management only focused on the "point", not the "face". At the same time, on the basis of literature research, professional interviews and personal learning experience, several factors affecting the effect of quota design are identified, analyzed and analyzed by SPSS software. The factors influencing the effect of quota design are integrated into three main factors, namely, the organization and system of quota design management, the management and method of quota design process, and the consciousness of quota design of design units. Finally, this paper makes an analysis of "the dialectical relationship between the rigidity and adjustability of quota design index", "the negative correlation between design change and quota design effect" and "the reasonable meaning of quota design index". From four aspects of quota design organization, process management and method, control of design unit, post-quota design evaluation, including "responsibility and corresponding system of making quota design management", "quota design index reasonable formulation, issuance, tracking," Feedback and modification of dynamic management "," quota design incentives and guidance ", including a number of quota design management system construction proposals.
