【摘要】：稅務(wù)信息化管理是我國稅收征管工作標(biāo)準(zhǔn)化、現(xiàn)代化的基本要求。是確保稅務(wù)工作正常、順利開展的強(qiáng)有力的保障,是做好地稅工作的護(hù)身符。云南地稅的信息化從1994年國地稅分設(shè)開始起步,在將近20年的時間內(nèi)通過不斷改革、銳意進(jìn)取,取得了顯著地成績,上線運(yùn)行了一批征管系統(tǒng),有效的解決了征收、管理、計(jì)劃、統(tǒng)計(jì)的一些重要環(huán)節(jié)。但在基層稅務(wù)機(jī)關(guān)對重點(diǎn)稅源納稅戶的管理過程中,信息的采集、統(tǒng)計(jì)還處于手工臺賬的方式,不利于稅收征管工作的“科學(xué)化、信息化”。 云南瑞麗地稅重點(diǎn)稅源管理系統(tǒng)是為了滿足重點(diǎn)稅源納稅戶的管理而產(chǎn)生的。本文首先介紹了本地區(qū)重點(diǎn)稅源管理的現(xiàn)狀及業(yè)務(wù)的需求,然后介紹了該系統(tǒng)所使用的相關(guān)理論技術(shù),描述了系統(tǒng)的設(shè)計(jì)、架構(gòu)與實(shí)現(xiàn),闡述了構(gòu)建系統(tǒng)的方法和開發(fā)流程,本系統(tǒng)基于.NET的架構(gòu),使用SQL數(shù)據(jù)庫,B/S模式,通過軟件需求工程的方法對云南瑞麗地稅重點(diǎn)稅源管理系統(tǒng)進(jìn)行了項(xiàng)目需求分析、系統(tǒng)分析和設(shè)計(jì)。本文主要建立了一套稅源管理系統(tǒng),通過本系統(tǒng)基層稅收管理員可以方便、高效的開展稅收工作。稅收管理員可以通過系統(tǒng)從整體上查看各行業(yè)的稅收情況,也可以具體查看某一納稅戶的相關(guān)涉稅信息,實(shí)現(xiàn)了對建筑安裝行業(yè)、房地產(chǎn)行業(yè)、其他重點(diǎn)稅源納稅戶信息承載平臺的建立,增強(qiáng)了信息的共享和業(yè)務(wù)流程的規(guī)范,在提高基層稅務(wù)機(jī)關(guān)征管質(zhì)量和效率方面具有積極意義。
[Abstract]:Tax information management is the basic requirement of standardization and modernization of tax collection and management in China. It is a strong guarantee to ensure the normal and smooth development of tax work. Yunnan land tax information began to start in 1994, in nearly 20 years through continuous reform, forge ahead, and achieved remarkable results. But in the grass-roots tax authorities to key tax sources of the management process, the collection of information. Then it introduces the related theory and technology used in the system, describes the design, architecture and implementation of the system, and expounds the method and development process of the system. The system is based on the framework of .NET. Using the SQL database / B / S model, this paper analyzes the project requirements of the key tax source management system of Ruili Land tax in Yunnan Province by the method of software requirement engineering. System analysis and design. This paper mainly established a set of tax source management system, through this system grass-roots tax administrator can be convenient. The tax administrator can view the tax situation of each industry from the whole system, and can also view the relevant tax information of a certain taxpaying household specifically, realizing the construction and installation industry. The establishment of information bearing platform for other key tax payers in the real estate industry strengthens the sharing of information and the standardization of business processes, which is of positive significance in improving the quality and efficiency of tax collection and management at the grass-roots tax authorities.
