【摘要】：大力發(fā)展跨境電子商務(wù)對(duì)于國(guó)際市場(chǎng)份額的擴(kuò)大、外貿(mào)營(yíng)銷網(wǎng)絡(luò)的拓展、外貿(mào)發(fā)展方式的轉(zhuǎn)變具有重大而深刻的影響。然而,受我國(guó)現(xiàn)行的管理體制、法規(guī)環(huán)境及政策的限制,跨境電子商務(wù)的發(fā)展受到阻礙。與我國(guó)當(dāng)前跨境電子商務(wù)快速的發(fā)展不相適應(yīng)的是,檢驗(yàn)檢疫部門在相關(guān)法律法規(guī)和監(jiān)管措施上明顯滯后,在全國(guó)尚未有統(tǒng)一的監(jiān)管辦法,各直屬檢驗(yàn)檢疫局對(duì)跨境電子商務(wù)產(chǎn)品的監(jiān)管還處在“摸著石頭過河”的狀態(tài)中。論文以天津地區(qū)跨境電子商務(wù)檢驗(yàn)檢疫監(jiān)管現(xiàn)狀為切入點(diǎn),分析現(xiàn)有監(jiān)管措施存在的實(shí)際問題和產(chǎn)生問題的原因,借鑒杭州、上海和廣州等地的好的監(jiān)管方法與經(jīng)驗(yàn),以政府監(jiān)管理論和新公共管理理論為基礎(chǔ),從創(chuàng)新檢驗(yàn)檢疫監(jiān)管制度、建立跨境電子商務(wù)檢驗(yàn)監(jiān)管模式和完善跨境電子商務(wù)檢驗(yàn)檢疫支撐體系三方面積極探索建立和完善跨境電商的檢驗(yàn)檢疫監(jiān)管措施,提出天津地區(qū)跨境電子商務(wù)檢驗(yàn)檢疫監(jiān)管應(yīng)該以快速通關(guān)、貿(mào)易便利化為原則,以風(fēng)險(xiǎn)管理為核心,依托信息化系統(tǒng),加強(qiáng)部門間合作,實(shí)施“前期備案、全程監(jiān)管、后續(xù)追溯”的監(jiān)管模式。通過對(duì)天津地區(qū)跨境電子商務(wù)檢驗(yàn)監(jiān)管措施的研究,為政府管理機(jī)構(gòu)和檢驗(yàn)檢疫部門的深化改革提供一些參考,對(duì)于檢驗(yàn)檢疫部門制度、管理和服務(wù)創(chuàng)新起到一定的借鑒作用,對(duì)促進(jìn)天津地方經(jīng)濟(jì)發(fā)展,助力對(duì)外貿(mào)易穩(wěn)定增長(zhǎng),提升開放型經(jīng)濟(jì)發(fā)展水平,具有重要的現(xiàn)實(shí)指導(dǎo)意義。
[Abstract]:The development of cross-border electronic commerce has great and profound influence on the expansion of international market share, the expansion of foreign trade marketing network and the transformation of foreign trade development mode. However, the development of cross-border e-commerce is hindered by the restriction of our country's current management system, legal environment and policy. Not in line with the current rapid development of cross-border e-commerce in China, the inspection and quarantine departments have lagged behind in the relevant laws, regulations and regulatory measures, and there are no unified regulatory measures in the country. The supervision of cross-border e-commerce products by the direct inspection and quarantine bureau is still in the state of crossing the river by touching the stone. Based on the status quo of inspection and quarantine supervision of cross-border electronic commerce in Tianjin area, the paper analyzes the practical problems and causes of existing supervision measures, and draws lessons from the good supervision methods and experiences of Hangzhou, Shanghai and Guangzhou. Based on the theory of government supervision and the theory of new public management, and from the innovation of inspection and quarantine supervision system, The establishment of cross-border electronic commerce inspection and quarantine supervision model and the improvement of cross-border electronic commerce inspection and quarantine support system to actively explore the establishment and improvement of cross-border e-commerce inspection and quarantine supervision measures, It is proposed that the supervision of inspection and quarantine of cross-border electronic commerce in Tianjin should take the principles of quick customs clearance, trade facilitation as the core, risk management as the core, rely on the information system, strengthen inter-departmental cooperation, and implement the "early filing and supervision of the whole process". Follow-up retroactive "regulatory model." Through the research on the inspection and supervision measures of cross-border electronic commerce in Tianjin area, this paper provides some references for the deepening reform of government management agencies and inspection and quarantine departments, and plays a certain reference role in the system, management and service innovation of inspection and quarantine departments. It is of great practical significance to promote the development of Tianjin's local economy, promote the steady growth of foreign trade and promote the development level of open economy.
