環(huán)境規(guī)制約束下的霧霾脫鉤效應(yīng)——基于重污染產(chǎn)業(yè)轉(zhuǎn)移視角的解釋
[Abstract]:This paper analyzes the influence of heavy pollution industry transfer on China's industrial development and haze pollution decoupling under the restriction of environmental regulation, and probes into the influence of heavy pollution industry transfer on local industry development and haze pollution decoupling under environmental regulation constraints, and analyzes the impact of heavy pollution industry transfer on local industry development and haze pollution decoupling under environmental regulation constraints. According to the characteristics of outward migration of heavy pollution industry, two modes of "looking for pollution paradise" type transfer and space neighbor type transfer are put forward, and it is verified that when the heavy pollution industry is transferred by the two modes mentioned above, The spatial effect of decoupling between industrial development and haze pollution in the surrounding area. The results showed that: (1) the outward migration of heavy pollution industry significantly promoted the decoupling of industrial development from haze pollution in this area, and the increase of environmental regulation intensity was helpful to enhance the haze decoupling effect of outward migration of heavy pollution industry; (2) the migration of heavy pollution industries in high environmental regulation areas has no significant effect on the decoupling of haze in low environmental regulation areas. However, if the gap of environmental regulation intensity between the two regions is enlarged, it will lead to the negative effect of the migration of heavy pollution industries on the haze decoupling intensity in low environmental regulation areas in the areas with high environmental regulation intensity. (3) the heavy pollution industry follows the spatial proximity transfer model. Because of the strong spatial diffusion of haze pollution, the concentration or outward migration of heavy pollution industries in the surrounding areas will have an impact on the decoupling of haze pollution in this area. However, if the intensity of environmental regulation is enhanced in this region, the heavily polluted industries in the surrounding areas will be urged to move out to further areas, so as to reduce the negative impact of outward migration of heavily polluted industries in the surrounding areas on the haze decoupling intensity in the region.
