【摘要】：農(nóng)業(yè)是全面建成小康社會和實現(xiàn)現(xiàn)代化的基礎,必須加快轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式,著力構建現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)體系、生產(chǎn)體系、經(jīng)營體系,提高農(nóng)業(yè)質(zhì)量效益和競爭力,走產(chǎn)出高效、產(chǎn)品安全、資源節(jié)約、環(huán)境友好的農(nóng)業(yè)現(xiàn)代化道路。積極發(fā)展農(nóng)產(chǎn)品加工業(yè)和農(nóng)業(yè)生產(chǎn)性服務業(yè),拓展農(nóng)業(yè)多種功能,推進農(nóng)業(yè)與旅游休閑、教育文化、健康養(yǎng)生等深度融合,發(fā)展觀光農(nóng)業(yè)、體驗農(nóng)業(yè)、創(chuàng)意農(nóng)業(yè)等新業(yè)態(tài),促進農(nóng)業(yè)一二三產(chǎn)業(yè)的融合發(fā)展。本文在分析國內(nèi)外相關文獻資料的基礎上,結合黃泛區(qū)傳統(tǒng)農(nóng)場區(qū)域的實地調(diào)研和統(tǒng)計數(shù)據(jù),著重探討了黃泛區(qū)傳統(tǒng)農(nóng)場區(qū)域各產(chǎn)業(yè)的發(fā)展現(xiàn)狀,重點闡述了黃泛區(qū)傳統(tǒng)農(nóng)場區(qū)域?qū)崿F(xiàn)三產(chǎn)融合發(fā)展的優(yōu)勢與必要性以及三產(chǎn)業(yè)發(fā)展的現(xiàn)狀與目標定位,并對黃泛區(qū)傳統(tǒng)農(nóng)場區(qū)域發(fā)展中相關政府部門的職能加以分析,發(fā)現(xiàn)阻礙河南省黃泛區(qū)農(nóng)場實現(xiàn)產(chǎn)業(yè)融合發(fā)展的因素主要有:科研投入不足、現(xiàn)代化管理人才緊缺、信息化程度低、融資方式單薄、宏觀環(huán)境變化難以掌控、行業(yè)競爭及新進入者較多等等。針對發(fā)展中存在的問題以及遇到的阻力,提出合理化的建議:成立產(chǎn)業(yè)規(guī)劃辦公室;爭取河南省人民政府和河南省農(nóng)業(yè)廳的政策支持;進行內(nèi)部機構調(diào)整,建立符合現(xiàn)代企業(yè)制度并能初步滿足未來經(jīng)營需要的內(nèi)部機構;在現(xiàn)有基礎上合理進行產(chǎn)業(yè)園區(qū)的選址規(guī)劃;進行產(chǎn)業(yè)整合,對非主業(yè)企業(yè)和社會功能機構進行現(xiàn)行剝離;進行品牌篩選,確定農(nóng)場的主打品牌,并加大品牌宣傳力度;加強人力資源隊伍建設,保證農(nóng)場未來管理、研發(fā)、服務及生產(chǎn)經(jīng)營的正常進行;加大技術創(chuàng)新力度,強化農(nóng)場的研發(fā)功能;強化農(nóng)場的融資功能,多種渠道、多種方式融資,以滿足規(guī)劃建設的需要;發(fā)揮農(nóng)場現(xiàn)有優(yōu)勢,實施優(yōu)勢輸出。以期為黃泛區(qū)傳統(tǒng)農(nóng)場區(qū)域的發(fā)展路徑選擇提供理論與現(xiàn)實的科學依據(jù),切實推動黃泛區(qū)傳統(tǒng)農(nóng)場區(qū)域的三產(chǎn)業(yè)增效、居民增收和相應區(qū)域的經(jīng)濟繁榮。
[Abstract]:Agriculture is the foundation of building a well-off society in an all-round way and realizing modernization. We must speed up the transformation of agricultural development mode, focus on the construction of modern agricultural industrial system, production system and management system, improve agricultural quality, benefit and competitiveness, and achieve high output efficiency. Product safety, resource saving, environmental friendly agricultural modernization road. Actively develop agricultural products processing industry and agricultural producer services, expand agricultural functions, promote the deep integration of agriculture and tourism, leisure, education and culture, and healthy health, develop sightseeing agriculture, experience agriculture, creative agriculture, etc. New business type, We will promote the integration and development of agriculture, the first, second and third industries. Based on the analysis of the domestic and foreign literature, combined with the field investigation and statistical data of the traditional farm area in the Yellow River flood area, this paper focuses on the current situation of the development of the industries in the traditional farm area of the Yellow River flood area. This paper mainly expounds the advantages and necessity of realizing the integration of three industries in the traditional farm area of the Yellow River flood area, and the present situation and target orientation of the development of the three industries, and analyzes the functions of the relevant government departments in the development of the traditional farm area of the Yellow River flood area. It is found that the main factors that hinder the development of agricultural industry integration in the Yellow River flood area in Henan Province are: insufficient scientific research investment, shortage of modern management personnel, low level of information, thin financing methods, and difficult to control the change of macro environment. Industry competition and new entrants more and so on. In view of the problems and obstacles encountered in the development, the paper puts forward some reasonable suggestions: setting up the Industrial Planning Office, winning the policy support of the people's Government of Henan Province and the Department of Agriculture of Henan Province; Carry on the internal organization adjustment, establish the internal organization that accords with the modern enterprise system and can meet the needs of the future operation initially, carry out the location planning of the industrial park reasonably on the basis of the existing; Carry on the industry conformity, carry on the current divestiture to the non-main business enterprise and the social function organization, carry on the brand screening, determine the main brand of the farm, and increase the propaganda of the brand; Strengthen the construction of human resources team to ensure the future management, research and development, service and production and management of the farm, strengthen the strength of technological innovation, strengthen the research and development function of the farm; Strengthen the financing function of the farm, various channels, various ways of financing to meet the needs of planning and construction, give play to the existing advantages of the farm, the implementation of advantage output. In order to provide a theoretical and practical scientific basis for the selection of the development path of the traditional farm area in the Yellow River flood area, the three industries of the traditional farm area in the Yellow River flood area can be promoted, and the residents' income and the economic prosperity of the corresponding area will be increased.
