江西省水利投資集團(tuán)油茶產(chǎn)業(yè)投融資問題研究

【摘要】：油茶是我國南方特有的木本油料樹種,與油棕、油橄欖和椰子并稱為世界四大木本食用油料樹種。茶油具有豐富的不飽和脂肪酸,含量高達(dá)90%,位居各類植物油之首,是最有利于人類健康的植物油。我國種植油茶的歷史悠久,在公元前三世紀(jì)的《山海經(jīng)》中就有相關(guān)記載,公元前100多年開始大面積種植,至今已有2000多年的種植歷史。自古以來,茶油因其極佳的品質(zhì)和功效,被視為宮廷御用油,是進(jìn)貢皇室的貢品,在清代雍正皇帝時(shí)期,更是大力推行油茶,油茶館遍地開花,茶油也開始進(jìn)入尋常百姓家庭的餐桌上。改革開發(fā)30多年來,我國經(jīng)濟(jì)快速發(fā)展,居民生活水平不斷提升,人們對(duì)身體健康愈來愈重視,對(duì)家庭食用油的要求不再僅僅滿足于安全、衛(wèi)生等基本要素,而更加關(guān)注食用油的保健功能,開始由“吃飽”轉(zhuǎn)向“吃好”。茶油作為世界上品質(zhì)最優(yōu)的食用植物油,無疑擊中了我國廣大消費(fèi)者的痛點(diǎn),面對(duì)廣袤的國內(nèi)市場(chǎng),茶油的前途一片大好。黨中央、國務(wù)院十分重視油茶產(chǎn)業(yè)發(fā)展工作,2015年全國兩會(huì)期間,習(xí)近平總書記在參加江西代表團(tuán)審議時(shí),對(duì)贛南原中央蘇區(qū)油茶等扶貧產(chǎn)業(yè)作了重要指示。習(xí)總書記關(guān)懷油茶產(chǎn)業(yè)發(fā)展,贛州地區(qū)的茶油產(chǎn)業(yè),以至整個(gè)江西省的茶油產(chǎn)業(yè),必將迎來新的快速發(fā)展時(shí)期。為貫徹落實(shí)習(xí)近平總書記重要指示精神,切實(shí)做大做強(qiáng)江西油茶產(chǎn)業(yè),江西省委、省政府在多次重要會(huì)議上強(qiáng)調(diào)油茶產(chǎn)業(yè)對(duì)于江西經(jīng)濟(jì)社會(huì)發(fā)展的重要意義,要求各級(jí)政府充分認(rèn)識(shí)到油茶產(chǎn)業(yè)對(duì)于江西農(nóng)村地區(qū)扶貧脫困的重要作用,并出臺(tái)了多項(xiàng)針對(duì)油茶產(chǎn)業(yè)的扶持政策。2015年7月3日,省政府辦公廳下發(fā)了《江西省人民政府辦公廳關(guān)于進(jìn)一步加快油茶產(chǎn)業(yè)發(fā)展的意見》,明確將從專項(xiàng)資金支持、優(yōu)惠貸款、財(cái)政貼息、所得稅減免、基礎(chǔ)設(shè)施配套建設(shè)、農(nóng)機(jī)補(bǔ)貼、技術(shù)服務(wù)等方面對(duì)油茶產(chǎn)業(yè)進(jìn)行專項(xiàng)扶持,油茶產(chǎn)業(yè)迎來前所未有的政策機(jī)遇和發(fā)展環(huán)境。為響應(yīng)省委、省政府號(hào)召,江西省水利投資集團(tuán)有限公司認(rèn)真研判,認(rèn)為油茶產(chǎn)業(yè)是關(guān)系國計(jì)民生的健康產(chǎn)業(yè),是具有廣闊市場(chǎng)前景的朝陽產(chǎn)業(yè),隨著居民生活水平的穩(wěn)步提高,對(duì)于茶油認(rèn)識(shí)的進(jìn)一步加強(qiáng),人們對(duì)于茶油的需求將穩(wěn)步上升,茶油在食用油市場(chǎng)中的份額將快速增長(zhǎng),為此,圍繞著做大做強(qiáng)江西省的油茶產(chǎn)業(yè),提升江西省油茶的品牌知名度,打造全國首屈一指的油茶企業(yè),江西省水利投資集團(tuán)有限公司以當(dāng)前經(jīng)濟(jì)下行、產(chǎn)業(yè)低迷為切入點(diǎn),積極整合江西省油茶資源,發(fā)揮油茶產(chǎn)業(yè)的規(guī)模效應(yīng),在實(shí)現(xiàn)企業(yè)效益的同時(shí),也為帶動(dòng)老區(qū)扶貧、改善生態(tài)環(huán)境、提升民生質(zhì)量等做出應(yīng)有的貢獻(xiàn)。但是,隨著我國市場(chǎng)經(jīng)濟(jì)的發(fā)展和經(jīng)濟(jì)結(jié)構(gòu)的調(diào)整,產(chǎn)業(yè)競(jìng)爭(zhēng)進(jìn)一步加劇,油茶產(chǎn)業(yè)的發(fā)展也面臨著新一輪的挑戰(zhàn):病蟲害防治技術(shù)不成熟,種植風(fēng)險(xiǎn)大;綜合利用技術(shù)落后,資源利用效率低;人力成本不斷上漲,種植效益不斷擠壓;林權(quán)分散制約油茶規(guī)模化經(jīng)營;油茶種植的抗風(fēng)險(xiǎn)能力弱;資金扶持散,引導(dǎo)示范作用不強(qiáng);油茶種植風(fēng)險(xiǎn)大,商業(yè)銀行貸款意愿不強(qiáng);缺乏有效抵押物,抵押擔(dān)保難;還款期限錯(cuò)配,資金周轉(zhuǎn)壓力大;前期投入成本高,投資回收時(shí)間長(zhǎng)等等。為運(yùn)作好油茶項(xiàng)目,創(chuàng)造油茶效益,江西省水利投資集團(tuán)公司亟需破解上述投融資難題。本文從提出問題、分析問題、解決問題的思路出發(fā),圍繞如何打造江西省水利投資集團(tuán)公司油茶產(chǎn)業(yè)板塊這個(gè)中心來論述。筆者首先從水投集團(tuán)的戰(zhàn)略規(guī)劃出發(fā),分別對(duì)并購油茶企業(yè)和建設(shè)油茶林基地的可行性進(jìn)行了分析,指出了收購和項(xiàng)目建設(shè)的必要性和意義,并通過分析投入產(chǎn)出情況,計(jì)算出內(nèi)部財(cái)務(wù)收益率;從投資和融資兩個(gè)方面分析了可能存在的問題,其中投資方面的問題主要是病蟲害防治技術(shù)不成熟、綜合利用能力不足等,融資方面的問題主要是油茶產(chǎn)業(yè)貸款風(fēng)險(xiǎn)大、缺乏有效擔(dān)保物等;最后,有針對(duì)性地提出了江西省水利投資集團(tuán)公司油茶產(chǎn)業(yè)投融資方面的建議和措施,包括加大科技投入,拓展融資渠道等。這是對(duì)江西省水利投資集團(tuán)公司油茶產(chǎn)業(yè)投融資的一次有益探索,為后續(xù)研究和決策者推動(dòng)油茶產(chǎn)業(yè)的科學(xué)可持續(xù)發(fā)展提供了參考。
[Abstract]:Camellia oleifera is a unique woody oil tree species in southern China. It is known as the four major woody edible oil tree species in the world together with oil brown, olive and coconut. Camellia oleifera is rich in unsaturated fatty acids, with a content of up to 90%. It ranks first among all kinds of vegetable oils and is the most beneficial vegetable oil to human health. Ji's "Shanhai Jing" has related records, more than 100 BC began to cultivate a large area, so far has more than 2000 years of planting history. Since ancient times, because of its excellent quality and efficacy, tea oil is regarded as palace imperial oil, tribute to the Royal family, in the Qing Dynasty Emperor Yongzheng period, is vigorously promoting oil tea, oil tea houses everywhere, tea oil. Over the past 30 years of reform and development, China's economy has developed rapidly, people's living standards have been improving, people are paying more and more attention to their health. The demand for home cooking oil is no longer only satisfied with the basic elements of safety and hygiene, but pays more attention to the health care function of cooking oil, starting from "eating full". Tea oil, as the best edible vegetable oil in the world, has undoubtedly hit the painful spot of Chinese consumers. Facing the vast domestic market, tea oil has a bright future. During the deliberations of the delegation, important instructions were given to the anti-poverty industries such as Camellia oleifera in the former Central Soviet Area of South Jiangxi Province. Industry, Jiangxi Provincial Party Committee and the provincial government have stressed the importance of Camellia industry to Jiangxi's economic and social development at several important meetings. Governments at all levels are required to fully realize the important role of Camellia industry in poverty alleviation and poverty alleviation in rural areas of Jiangxi Province, and have issued a number of supporting policies for the Camellia industry. In response to the call of the provincial Party Committee and the provincial government, Jiangxi Water Conservancy Investment Group Co., Ltd. has made a serious study and judgment. It is considered that camellia oil industry is a healthy industry related to the national economy and people's livelihood, and a sunrise industry with broad market prospects. With the steady improvement of the living standards of residents, people's understanding of camellia oil has been further strengthened. Demand will rise steadily and the share of camellia oil in the edible oil market will grow rapidly. To this end, Jiangxi Province Water Conservancy Investment Group Limited takes the current economic downturn and industrial downturn as the breakthrough point, focusing on expanding and strengthening the camellia industry in Jiangxi Province, enhancing the brand awareness of Camellia oleifera in Jiangxi Province, and building the country's leading Camellia enterprises. Integrating the resources of Camellia oleifera in Jiangxi Province and bringing the scale effect of Camellia oleifera industry into full play have made due contributions to the poverty alleviation, the improvement of ecological environment and the improvement of people's livelihood quality as well as the realization of enterprise benefits. It is also facing a new round of challenges: immature pest control technology, high planting risk; backward comprehensive utilization technology, low resource utilization efficiency; rising labor costs, growing benefits continue to squeeze; dispersed forest rights restrict the large-scale management of Camellia oleifera; weak risk-resistant ability of Camellia oleifera planting; scattered financial support, weak role in guiding demonstration; Camellia oleifera seeds; It is urgent for Jiangxi Water Conservancy Investment Group Company to solve the above-mentioned investment and financing problems in order to run the Camellia Project well and create the benefit of Camellia oleifera. Starting from the problems, analyzing the problems and solving the problems, this paper discusses how to build the oil-tea industry plate of Jiangxi Water Conservancy Investment Group Co., Ltd. The author first analyzes the feasibility of merging and acquiring oil-tea enterprises and building oil-tea forest base from the strategic planning of Water Investment Group, and points out the acquisition and project construction. Necessity and significance, and through the analysis of input-output situation, calculate the internal financial rate of return; from the investment and financing two aspects of the analysis of the possible problems, including the investment of pest control technology is not mature, comprehensive utilization capacity is insufficient, the financing of the problem is mainly the Camellia oleifera industry loan risk Finally, the paper puts forward some suggestions and measures on the investment and financing of the oil-tea industry of Jiangxi Water Conservancy Investment Group Company, including increasing investment in science and technology, expanding financing channels, etc. It provides a reference for promoting the scientific and sustainable development of Camellia oleifera industry.
