【摘要】：在生態(tài)文明建設(shè)的時(shí)代背景下,科學(xué)評(píng)價(jià)資源環(huán)境承載力、開(kāi)展環(huán)境承載力約束下的產(chǎn)業(yè)發(fā)展布局戰(zhàn)略對(duì)策研究是一項(xiàng)非常重要的基礎(chǔ)性工作。從環(huán)境承載力的科學(xué)內(nèi)涵出發(fā),以大氣環(huán)境容量、水環(huán)境容量、水資源承載力評(píng)價(jià)為基礎(chǔ),結(jié)合主體功能區(qū)定位,針對(duì)全國(guó)以及京津冀、西北五省(自治區(qū))等重點(diǎn)區(qū)域,提出了環(huán)境承載力約束下的全國(guó)產(chǎn)業(yè)發(fā)展、能源產(chǎn)業(yè)和重點(diǎn)區(qū)域產(chǎn)業(yè)布局調(diào)控戰(zhàn)略對(duì)策,以期為產(chǎn)業(yè)布局規(guī)劃提供科學(xué)指導(dǎo),實(shí)現(xiàn)產(chǎn)業(yè)發(fā)展方式轉(zhuǎn)變與環(huán)境保護(hù)的"雙贏"。
[Abstract]:Under the background of the construction of ecological civilization, it is a very important basic work to scientifically evaluate the carrying capacity of resources and environment, and to carry out the strategic research of industrial development layout under the constraint of environmental carrying capacity. Starting from the scientific connotation of environmental carrying capacity, based on the assessment of atmospheric environmental capacity and water resources carrying capacity, and combining with the positioning of the main function areas, the paper aims at the key areas of the whole country, the Beijing-Tianjin-Hebei, the five northwest provinces (autonomous regions), etc. The strategic countermeasures of industrial development, energy industry and industrial layout adjustment and control in key regions under the restriction of environmental carrying capacity are put forward in order to provide scientific guidance for industrial layout planning and to realize "win-win situation" between the transformation of industrial development mode and environmental protection.
