【摘要】：茶產(chǎn)業(yè)是福建的特色傳統(tǒng)優(yōu)勢產(chǎn)業(yè),改革開放以來,我國對農(nóng)業(yè)投資體制改革雖然取得了一定成效,但是從深層次來看,仍然存在著不少問題。面對新的市場以及新的挑戰(zhàn)和機遇,優(yōu)化傳統(tǒng)的烏龍茶產(chǎn)業(yè)結(jié)構(gòu)已成為產(chǎn)業(yè)發(fā)展的必然,而優(yōu)化茶產(chǎn)業(yè)結(jié)構(gòu)關(guān)鍵依靠投資的拉動,投資又最終受制于融資情況及其管理水平。因此,做好對茶產(chǎn)業(yè)的融資分析,尋找拓寬茶產(chǎn)業(yè)的融資渠道的方法,進而提高茶產(chǎn)業(yè)的融資效率和融資管理水平,以增強茶商的資金支撐力,對于進一步促進烏龍茶產(chǎn)業(yè)的可持續(xù)發(fā)展意義重大。本文按照“提出問題→分析問題→解決問題”的研究思路,采用問卷調(diào)查法和文獻歸納法等方法,首先分析了國內(nèi)外烏龍茶產(chǎn)業(yè)投融資的研究進展以及茶產(chǎn)業(yè)發(fā)展所依據(jù)的融資優(yōu)序和權(quán)衡理論等相關(guān)的融資管理理論。接著,分析了安溪烏龍茶產(chǎn)業(yè)發(fā)展對資金的需求情況及其融資的特殊性,重點指出烏龍茶產(chǎn)業(yè)資金需求的周期性、融資難且資金需求大、融資風(fēng)險高等融資及其管理方面的特點。隨后,文章重點分析了安溪烏龍茶產(chǎn)業(yè)發(fā)展過程中的融資現(xiàn)狀、問題及其原因,著重分析指出當(dāng)前存在的財政支農(nóng)資金不足、可選融資渠道少、融資資金管理不善、融資結(jié)構(gòu)不合理等問題；在此基礎(chǔ)上進一步凝練導(dǎo)致上述問題的主要原因：即融資環(huán)境不完善、法律體系不健全、政府對茶產(chǎn)業(yè)的管理制度不完善等�；诖�,并通過借鑒國外印度、日本和國內(nèi)廣東、云南等相關(guān)典型區(qū)域在茶產(chǎn)業(yè)融資方面的成功經(jīng)驗及其相關(guān)的啟示。最后,文章提出了促進安溪烏龍茶產(chǎn)業(yè)發(fā)展的融資對策：即優(yōu)化安溪烏龍茶產(chǎn)業(yè)發(fā)展的融資環(huán)境,構(gòu)建有助于提升烏龍茶產(chǎn)業(yè)融資管理水平的法律體系,加強烏龍茶產(chǎn)業(yè)融資資金的內(nèi)部管理體制建設(shè),提高茶農(nóng)和茶商的融資管理意識,政府制定相關(guān)政策拓寬融資渠道、保障融資額度等措施,以期促進安溪烏龍茶產(chǎn)業(yè)進一步升級。
[Abstract]:Tea industry is the characteristic traditional advantage industry of Fujian. Although the reform of agricultural investment system in our country has made some achievements since the reform and opening up, there are still many problems in the deep level. In the face of new market, new challenges and opportunities, optimizing the traditional Oolong tea industry structure has become an inevitable trend of industrial development. The key to optimizing the tea industry structure depends on the pull of investment, which is ultimately constrained by the financing situation and its management level. Therefore, we should make a good analysis of the financing of the tea industry, look for ways to broaden the financing channels of the tea industry, and then improve the financing efficiency and financing management level of the tea industry, in order to enhance the financial support of the tea merchants. It is of great significance to further promote the sustainable development of Oolong tea industry. According to the research idea of "putting forward problems and analyzing problems and solving problems", this paper adopts the methods of questionnaire investigation and literature induction, etc. Firstly, this paper analyzes the research progress of Oolong tea industry investment and financing at home and abroad, as well as the financing management theory based on the financing priority and tradeoff theory of tea industry development. Then, the paper analyzes the demand for funds and the particularity of financing in Anxi Oolong tea industry development, and points out the periodicity of Oolong tea industry capital demand, the difficulty of financing and the large capital demand. The characteristics of high risk financing and its management. Then, the paper analyzes the current situation, problems and causes of financing in the development of Anxi Oolong tea industry, and points out that there are insufficient financial support funds, few alternative financing channels and poor management of financing funds. On this basis, the main causes of these problems are: imperfect financing environment, imperfect legal system, imperfect government management system of tea industry and so on. Based on this, the successful experience of tea industry financing in some typical regions such as India, Japan, Guangdong, Yunnan and so on is used for reference. Finally, the paper puts forward the financing countermeasures to promote the development of Anxi Oolong tea industry: to optimize the financing environment of Anxi Oolong tea industry, and to construct a legal system which is helpful to improve the level of Oolong tea industry financing management. To strengthen the internal management system of the financing funds of the Oolong tea industry, to raise the awareness of the tea farmers and tea merchants on financing management, to formulate relevant policies to widen the financing channels, and to ensure the financing quota, and so on. With a view to promoting the further upgrading of Anxi Oolong tea industry.
