【摘要】：當(dāng)前,國際國內(nèi)經(jīng)濟環(huán)境惡化的趨勢仍在繼續(xù),同時創(chuàng)造創(chuàng)新方興未艾、資源環(huán)境要素制約加劇、經(jīng)濟轉(zhuǎn)型升級不斷加快,新的產(chǎn)業(yè)革命孕育啟動,這對雙D港產(chǎn)業(yè)園區(qū)的發(fā)展提出了更為迫切的現(xiàn)實要求。雙D港產(chǎn)業(yè)園區(qū)實施創(chuàng)新驅(qū)動發(fā)展是順應(yīng)國家建設(shè)創(chuàng)新型國家,提升園區(qū)企業(yè)自主創(chuàng)新能力,促進產(chǎn)業(yè)轉(zhuǎn)型升級,應(yīng)對外部發(fā)展環(huán)境變化的有力措施。本文基于大連雙D港產(chǎn)業(yè)園區(qū)企業(yè)創(chuàng)新驅(qū)動發(fā)展情況調(diào)查展開,通過采用座談會研討、文獻分析、企業(yè)深度訪談和問卷調(diào)查等嚴(yán)密而科學(xué)的研究方法,對大連雙D港產(chǎn)業(yè)園區(qū)企業(yè)創(chuàng)新驅(qū)動狀況、存在問題及原因進行了深入調(diào)查,提出雙D港產(chǎn)業(yè)園區(qū)創(chuàng)新驅(qū)動發(fā)展中存在的主要問題:產(chǎn)業(yè)園區(qū)整體創(chuàng)新驅(qū)動現(xiàn)狀不容樂觀;企業(yè)創(chuàng)新驅(qū)動能力不足;實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略面臨嚴(yán)峻的內(nèi)外部環(huán)境影響;管委會的相關(guān)職責(zé)有待于進一步加強;孵化器和創(chuàng)新平臺建設(shè)存在諸多問題。針對大連雙D港產(chǎn)業(yè)園的發(fā)展現(xiàn)狀,筆者認(rèn)為今后雙D港實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略可以全力圍繞建設(shè)創(chuàng)新型特色園區(qū)的標(biāo)準(zhǔn)展開。結(jié)合調(diào)查的分析結(jié)果,在借鑒國內(nèi)外高新技術(shù)園區(qū)創(chuàng)新發(fā)展的先進經(jīng)驗基礎(chǔ)上,就如何培育和提升產(chǎn)業(yè)園區(qū)的創(chuàng)新驅(qū)動發(fā)展提出了全面而具操作性的戰(zhàn)略措施及對策建議。
[Abstract]:At present, the trend of deterioration of the international and domestic economic environment is continuing. At the same time, the creation of innovation is in the ascendant, the constraints of resources and environmental factors are intensifying, the economic transformation and upgrading are accelerating, and a new industrial revolution has been initiated. This put forward more urgent realistic request to the development of double D port industrial park. The implementation of innovation-driven development in double-D port industrial park is a powerful measure to adapt to the national construction of an innovative country, to enhance the capability of independent innovation of enterprises in the park, to promote the industrial transformation and upgrading, and to cope with the changes in the external development environment. Based on the investigation of innovation driven development of Dalian double D Port Industrial Park, this paper adopts rigorous and scientific research methods, such as forum discussion, literature analysis, enterprise depth interview and questionnaire survey, etc. This paper makes a thorough investigation on the situation, problems and reasons of the innovation drive of Dalian double D Port Industrial Park, and points out the main problems in the innovation drive development of the double D port industrial park: the present situation of the overall innovation drive of the industrial park is not optimistic; The enterprise innovation drive ability is insufficient; the implement innovation drive development strategy faces the severe internal and external environment influence; the related duty of the management committee needs to be further strengthened; there are many problems in the construction of incubator and innovation platform. In view of the present situation of Dalian double D Port Industrial Park, the author thinks that the implementation of innovation driven development strategy of double D Port in the future can focus on the construction of innovative characteristic park standards. Based on the analysis of the results of the investigation, and on the basis of the advanced experience of innovation and development of high-tech parks at home and abroad, this paper puts forward comprehensive and operable strategic measures and suggestions on how to foster and promote the innovation-driven development of industrial parks.
