【摘要】：長期以來,“三農”問題一直是我國農業(yè)發(fā)展的重中之重,十三五規(guī)劃綱要指出要加快轉變農業(yè)發(fā)展方式,著力構建現代農業(yè)產業(yè)體系、生產體系、經營體系,提高農業(yè)質量效益和競爭力,走產出高效、產品安全、資源節(jié)約、環(huán)境友好的農業(yè)現代化道路。而目前我國農業(yè)發(fā)展中的突出問題為分散經營、效率低、風險大、產品安全性低、環(huán)境破壞大,解決問題的核心是構建新型農業(yè)發(fā)展的產業(yè)組織模式,培育農業(yè)新型經營主體和服務主體,加強農業(yè)產業(yè)組織創(chuàng)新。同時,陜西省作為農業(yè)大省,農業(yè)產業(yè)組織模式問題尤為突出,因此本文開展了關于陜西省農業(yè)產業(yè)組織模式選擇的研究。本文首先對農業(yè)產業(yè)組織模式的研究現狀進行了綜述,具體包括農業(yè)產業(yè)組織模式的內涵、模式的劃分、模式的選擇。然后分析了農業(yè)產業(yè)組織的演化過程,介紹了農業(yè)產業(yè)組織理論SCP范式和博弈論分析方法,剖析了陜西省農業(yè)產業(yè)組織模式的現狀和存在的問題�；诋a業(yè)組織整體效益最大化的總目標,將經濟效益、社會效益、質量安全和環(huán)境保護四個效益最大化作為選擇農業(yè)產業(yè)組織模式的具體評價目標,構建了農業(yè)產業(yè)組織模式選擇指標體系,并以AHP-模糊綜合評價法和陜西省農業(yè)數據對陜西省目前存在的六種主要的農業(yè)產業(yè)組織模式進行綜合評價,研究得出適合陜西省農業(yè)發(fā)展的農業(yè)產業(yè)組織模式為“龍頭企業(yè)+合作社+農戶”。最后針對陜西省農業(yè)產業(yè)組織模式的選擇提出了建議和保障措施。
[Abstract]:For a long time, the issue of "agriculture, rural areas and farmers" has been the top priority of China's agricultural development. The 13th Five-Year Plan outline points out that it is necessary to accelerate the transformation of the mode of agricultural development and focus on the construction of a modern agricultural industrial system, a production system, and a management system. To improve the agricultural quality, efficiency and competitiveness, take the road of agricultural modernization with high output efficiency, product safety, resource saving and environmental friendliness. At present, the outstanding problems in the agricultural development of our country are decentralized management, low efficiency, high risk, low product safety and great environmental damage. The core of solving the problem is to build a new industrial organization model for agricultural development. Cultivate new agricultural management and service main body, strengthen agricultural industry organization innovation. At the same time, Shaanxi Province as a big agricultural province, the agricultural industry organization model is particularly prominent, so this paper carried out a study on the choice of agricultural industry organization model in Shaanxi Province. In this paper, the current research situation of agricultural industrial organization model is summarized, including the connotation, division and choice of agricultural industrial organization model. Then it analyzes the evolution process of agricultural industrial organization, introduces the SCP paradigm of agricultural industrial organization theory and the method of game theory analysis, and analyzes the present situation and existing problems of agricultural industrial organization model in Shaanxi Province. Based on the overall goal of maximizing the overall benefit of the industrial organization, this paper takes the economic benefit, the social benefit, the quality safety and the environmental protection as the specific evaluation objectives to select the agricultural industrial organization model. The selection index system of agricultural industrial organization model is constructed, and the six main agricultural industrial organization models in Shaanxi province are comprehensively evaluated by AHP- fuzzy comprehensive evaluation method and agricultural data of Shaanxi Province. The agricultural industrial organization model suitable for agricultural development in Shaanxi Province is "leading enterprise cooperative farmers". Finally, suggestions and safeguard measures are put forward for the selection of agricultural industrial organization model in Shaanxi Province.
