制度環(huán)境對戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新能力的影響研究

【摘要】:約瑟夫·熊彼特于1912年發(fā)表的《經(jīng)濟發(fā)展理論》中明確闡述了創(chuàng)新才是國家經(jīng)濟發(fā)展的根本動力,羅伯特·莫頓·索羅也在1957年發(fā)表的《技術(shù)變革與總量函數(shù)》中指出技術(shù)創(chuàng)新對經(jīng)濟增長率的重要貢獻。改革開放三十多年,我國粗獷式的經(jīng)濟發(fā)展方式急需轉(zhuǎn)變,隨著我國經(jīng)濟進入“三期疊加”的歷史時期,在當前經(jīng)濟的新常態(tài)下,調(diào)整產(chǎn)業(yè)結(jié)構(gòu),大力發(fā)展戰(zhàn)略性新興產(chǎn)業(yè),轉(zhuǎn)變經(jīng)濟增長方式,提高企業(yè)自主創(chuàng)新能力已成必然,而制度環(huán)境是產(chǎn)業(yè)發(fā)展的重要保障(吳敬璉,1999)。這就需要充分厘清當前我國制度環(huán)境對戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新能力的影響,進而優(yōu)化我國的制度環(huán)境,推動戰(zhàn)略性新興產(chǎn)業(yè)實現(xiàn)轉(zhuǎn)型升級,提高自主創(chuàng)新能力,推動我國早日成為創(chuàng)新型國家。本文主要從制度環(huán)境對戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新能力的影響角度出發(fā),首先對國內(nèi)外制度環(huán)境和企業(yè)創(chuàng)新能力的相關(guān)研究文獻進行梳理歸納,探究制度環(huán)境對企業(yè)創(chuàng)新能力的作用機理,進而構(gòu)建我國戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新能力評價模型,從投入能力、運營能力、盈利能力和產(chǎn)出績效能力四個維度詮釋我國戰(zhàn)略性新興產(chǎn)業(yè)的創(chuàng)新能力。其次,根據(jù)North(1994)對制度環(huán)境的界定,將制度環(huán)境分為政策環(huán)境和市場環(huán)境,分別構(gòu)建政策環(huán)境對戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新能力影響模型和市場環(huán)境對戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新能力影響模型。運用2009年到2013年間356家戰(zhàn)略性新興產(chǎn)業(yè)上市企業(yè)的面板數(shù)據(jù)作為研究樣本,通過單位根、協(xié)整、Redundant檢驗最終得到回歸結(jié)果。結(jié)果表明人力資本水平(EDU)、銀行金融水平(BS)、技術(shù)市場發(fā)展水平(TMD)對戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新能力成正比,而政府直接扶持水平(INTERV)、非銀行金融水平(NBS)、稅收水平(TAX)對戰(zhàn)略性新興產(chǎn)業(yè)創(chuàng)新能力成反比。再次,借鑒2003年國家發(fā)展研究中心對我國經(jīng)濟區(qū)域的劃分方法,實證證明,北部、東部、南部沿海地區(qū)的市場環(huán)境要優(yōu)于其他地區(qū),而其他經(jīng)濟區(qū)域相比較市場環(huán)境,政策環(huán)境更加優(yōu)越。最后,考慮到我國各省域制度環(huán)境的差異,分別對各省域進行實證研究,結(jié)果表明,遼寧、天津等教育環(huán)境較好,遼寧、江蘇、山東等法律環(huán)境較好,北京、廣東稅收環(huán)境較好,福建、河南金融環(huán)境較好,廣東、福建的技術(shù)市場環(huán)境較好。
[Abstract]:Joseph Schumpeter's Theory of Economic Development, published in 1912, clearly states that innovation is the fundamental driving force for a country's economic development. Robert Morton Soro also pointed out the important contribution of technological innovation to economic growth rate in 1957. More than 30 years of reform and opening up, our country's rugged mode of economic development is in urgent need of transformation. As our economy enters the historical period of "three phases superposition", under the new normal of the current economy, we should adjust the industrial structure and vigorously develop strategic emerging industries. It is inevitable to change the mode of economic growth and improve the ability of independent innovation of enterprises, and the institutional environment is an important guarantee for the development of industry (Wu Jinglian). It is necessary to fully clarify the impact of the current institutional environment on the innovation ability of strategic emerging industries, and then optimize the institutional environment of our country, promote the transformation and upgrading of strategic emerging industries, and improve the ability of independent innovation. Promote our country to become an innovative country at an early date. From the perspective of the influence of the institutional environment on the innovation ability of strategic emerging industries, this paper firstly summarizes the relevant research literature on the institutional environment and the innovation ability of enterprises at home and abroad. This paper explores the mechanism of institutional environment on the innovation ability of enterprises, and then constructs the evaluation model of innovation ability of strategic emerging industries in China, from the perspective of input ability and operation ability, The four dimensions of profitability and output performance ability explain the innovation ability of China's strategic emerging industries. Secondly, according to the definition of institutional environment, the institutional environment is divided into policy environment and market environment. The influence models of policy environment on innovation ability of strategic emerging industries and market environment on innovation ability of strategic emerging industries are constructed respectively. Using the panel data of 356 listed companies in strategic emerging industries from 2009 to 2013 as the research sample, the regression results are obtained through the unit root, cointegration and Redundant test. The results show that the level of human capital, the level of banking and finance, and the level of technology market development are directly proportional to the innovation ability of strategic emerging industries. And the level of direct government support is inversely proportional to the innovation ability of strategic emerging industries, and the level of non-bank finance is higher than that of NBSU, and the level of tax revenue is higher than that of TAX. Thirdly, drawing lessons from the national development research center's method of dividing our country's economic regions in 2003, the empirical results show that the market environment in the north, east and south coastal areas is better than that in other regions, while other economic regions compare with the market environment The policy environment is better. Finally, taking into account the differences in the institutional environment of different provinces in China, the empirical research is carried out on each province. The results show that the educational environment of Liaoning and Tianjin is better, the legal environment of Liaoning, Jiangsu and Shandong is better, Beijing, Guangdong tax environment is better, Fujian, Henan financial environment is better, Guangdong, Fujian technology market environment is better.
