【摘要】：基礎(chǔ)設(shè)施是帶動(dòng)經(jīng)濟(jì)增長的重要引擎,目前全球各主要經(jīng)濟(jì)體都面臨提升基礎(chǔ)設(shè)施建設(shè)發(fā)展的問題。市場需求旺盛,投資缺口大,建設(shè)嚴(yán)重滯后,使得全球基礎(chǔ)設(shè)施市場發(fā)展空間廣闊。經(jīng)過50余年的發(fā)展,中國企業(yè)憑借低要素成本優(yōu)勢在國際基礎(chǔ)設(shè)施開發(fā)建設(shè)中取得矚目的成績,但同時(shí),也面臨著發(fā)展模式落后,利潤下滑,核心競爭力不足等問題。傳統(tǒng)強(qiáng)勢歐美企業(yè)憑借其高水平技術(shù)與管理能力,基本主導(dǎo)全球基礎(chǔ)設(shè)施產(chǎn)業(yè)鏈的高端。隨著中國人力資源成本上升和人民幣的長期升值趨勢,中國企業(yè)的傳統(tǒng)優(yōu)勢正在喪失,經(jīng)營風(fēng)險(xiǎn)逐步上升,市場份額和利潤空間萎縮,發(fā)展瓶頸比較突出,尤其是近年來頻繁發(fā)生中國企業(yè)在海外基礎(chǔ)設(shè)施經(jīng)營業(yè)務(wù)虧損的案例。事實(shí)證明,傳統(tǒng)發(fā)展方式很難支撐海外基礎(chǔ)設(shè)施業(yè)務(wù)增長的可持續(xù)性,幾乎所有正在從事相關(guān)業(yè)務(wù)的企業(yè)都已經(jīng)意識(shí)到,轉(zhuǎn)變經(jīng)營方式,探索新的發(fā)展模式已經(jīng)成為必然選擇。本文從分析海外基礎(chǔ)設(shè)施產(chǎn)業(yè)的屬性特點(diǎn)著手,還原行業(yè)發(fā)展規(guī)律與趨勢,通過對中國企業(yè)在海外基礎(chǔ)設(shè)施產(chǎn)業(yè)面臨的困境進(jìn)行梳理,深入剖析以工程總承包為基礎(chǔ)的傳統(tǒng)海外基礎(chǔ)設(shè)施產(chǎn)業(yè)發(fā)展模式存在的弊端,得出傳統(tǒng)模式已經(jīng)不能夠滿足現(xiàn)階段市場需求,也無法適應(yīng)行業(yè)出現(xiàn)的新形勢,無法支撐企業(yè)的可持續(xù)發(fā)展。企業(yè)需要尋找并構(gòu)建新的競爭優(yōu)勢,重新塑造新的增長動(dòng)力。為此,本文提出以投融資為帶動(dòng)的海外基礎(chǔ)設(shè)施發(fā)展新模式,并就該模式的實(shí)現(xiàn)條件和優(yōu)勢特點(diǎn)進(jìn)行論證,探索以投融資帶動(dòng)的新發(fā)展模式的可行性,進(jìn)一步闡述以投融資為帶動(dòng)發(fā)展模式的實(shí)現(xiàn)途徑和風(fēng)險(xiǎn)識(shí)別等相關(guān)問題。同時(shí),結(jié)合現(xiàn)階段產(chǎn)業(yè)特點(diǎn),提出發(fā)展政策建議。
[Abstract]:Infrastructure is an important engine for economic growth, and major global economies are facing the problem of upgrading infrastructure development. The market demand is strong, the investment gap is big, the construction lags behind seriously, makes the global infrastructure market development space broad. After more than 50 years of development, Chinese enterprises have made remarkable achievements in the development and construction of international infrastructure by virtue of the advantage of low factor cost, but at the same time, they are also faced with the problems of backward development mode, declining profits and insufficient core competitiveness. Traditional strong European and American enterprises with their high level of technology and management capabilities, basically dominate the global infrastructure industry chain high-end. With the rising cost of Chinese human resources and the long-term appreciation of RMB, the traditional advantages of Chinese enterprises are being lost, business risks are gradually rising, market share and profit space are shrinking, and the bottleneck of development is more prominent. Especially in recent years, there have been frequent cases of Chinese enterprises operating overseas infrastructure business losses. It has been proved that the traditional development mode is difficult to support the sustainability of overseas infrastructure business growth. Almost all enterprises engaged in related business have realized that changing the mode of operation and exploring new development model has become an inevitable choice. This paper begins with the analysis of the characteristics of overseas infrastructure industry, restores the development law and trend of overseas infrastructure industry, and combs the difficulties faced by Chinese enterprises in overseas infrastructure industry. By deeply analyzing the disadvantages of the traditional overseas infrastructure industry development model based on the general contracting of projects, it is concluded that the traditional mode can no longer meet the market demand at the present stage, nor can it adapt to the new situation in the industry. Can not support the sustainable development of enterprises. Enterprises need to look for and build new competitive advantages and remodel new growth forces. Therefore, this paper puts forward a new model of overseas infrastructure development driven by investment and financing, and demonstrates the realization conditions and advantages of the model, and explores the feasibility of the new development model driven by investment and financing. The realization way and risk identification of the development mode driven by investment and financing are further expounded. At the same time, combined with the characteristics of the industry at this stage, put forward development policy recommendations.
