【摘要】：工業(yè)革命以來,全球經(jīng)濟(jì)飛速發(fā)展,人類在享受經(jīng)濟(jì)發(fā)展帶來的好處的同時(shí),也面臨著氣候變暖、環(huán)境污染、能源危機(jī)等諸多威脅人類生存和發(fā)展的問題。因此,節(jié)能減排和發(fā)展低碳經(jīng)濟(jì)成為了世界各國研究的熱點(diǎn)和焦點(diǎn)。我國正處在由大變強(qiáng)的關(guān)鍵時(shí)期,在保持經(jīng)濟(jì)發(fā)展速度的同時(shí)逐漸注重經(jīng)濟(jì)、社會(huì)、生態(tài)的協(xié)調(diào)發(fā)展,已經(jīng)形成了“既要金山銀山、又要綠水青山”的共識(shí),而發(fā)展低碳經(jīng)濟(jì)是實(shí)現(xiàn)這種共識(shí)的重要途徑。園區(qū)是我國經(jīng)濟(jì)發(fā)展的重要載體。目前,我國各類園區(qū)數(shù)量眾多,但低碳園區(qū)數(shù)量所占比例卻比較少,而且大多數(shù)缺少統(tǒng)一規(guī)劃,低碳園區(qū)未能發(fā)揮應(yīng)有的效應(yīng)。合理規(guī)劃低碳園區(qū)發(fā)展布局、因地而異制定低碳園區(qū)發(fā)展戰(zhàn)略,對(duì)于推動(dòng)園區(qū)轉(zhuǎn)型升級(jí),實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變,推動(dòng)綠色低碳發(fā)展具有十分重要的意義。本文以安丘青龍山低碳產(chǎn)業(yè)園為例,首先,從國內(nèi)、國外層面分析我國發(fā)展低碳經(jīng)濟(jì)、建設(shè)低碳產(chǎn)業(yè)園區(qū)的重要性和緊迫性,并對(duì)國內(nèi)外學(xué)者關(guān)于低碳經(jīng)濟(jì)和低碳園區(qū)相關(guān)理論進(jìn)行了論述,繼而提出了自己對(duì)低碳產(chǎn)業(yè)園的認(rèn)識(shí);其次,以低碳園區(qū)理論、低碳經(jīng)濟(jì)理論、循環(huán)經(jīng)濟(jì)理論、可持續(xù)發(fā)展理論和發(fā)展戰(zhàn)略理論為指導(dǎo),結(jié)合安丘青龍山低碳產(chǎn)業(yè)園的實(shí)際情況,在廣泛搜集資料的基礎(chǔ)上,運(yùn)用PEST、SWOT分析法對(duì)園區(qū)的宏觀環(huán)境、內(nèi)外部發(fā)展環(huán)境進(jìn)行了綜合分析；之后,在對(duì)天津經(jīng)濟(jì)技術(shù)開發(fā)區(qū)、江蘇蘇州工業(yè)園區(qū)、青島國家高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)等3個(gè)國內(nèi)第一批低碳工業(yè)示范園區(qū)發(fā)展模式進(jìn)行分析的基礎(chǔ)上,得出了低碳產(chǎn)業(yè)園區(qū)發(fā)展的經(jīng)驗(yàn)啟示；然后,在對(duì)安丘經(jīng)濟(jì)、產(chǎn)業(yè)發(fā)展現(xiàn)狀和未來發(fā)展目標(biāo)進(jìn)行分析預(yù)測(cè)的基礎(chǔ)上,提出了安丘青龍山低碳產(chǎn)業(yè)園發(fā)展戰(zhàn)略思路,即“13337”低碳發(fā)展思路：一個(gè)目標(biāo)—把園區(qū)建設(shè)成為全省乃至全國低碳產(chǎn)業(yè)示范園區(qū)；三大功能區(qū)—規(guī)劃低碳生產(chǎn)功能區(qū)、低碳產(chǎn)業(yè)孵化區(qū)和低碳生態(tài)旅游區(qū)；三大主體—政府、企業(yè)、社會(huì)聯(lián)合發(fā)力；三項(xiàng)任務(wù)—加快產(chǎn)業(yè)低碳化發(fā)展、轉(zhuǎn)變能源利用方式、加強(qiáng)園區(qū)管理；七個(gè)保障—加強(qiáng)組織領(lǐng)導(dǎo)、制定發(fā)展規(guī)劃、優(yōu)化發(fā)展環(huán)境、健全政策體系、加強(qiáng)技術(shù)創(chuàng)新、建設(shè)人才隊(duì)伍、倡導(dǎo)低碳理念；隨后,對(duì)園區(qū)規(guī)劃布局、加快產(chǎn)業(yè)低碳化發(fā)展、轉(zhuǎn)變能源利用方式、加強(qiáng)園區(qū)管理等重點(diǎn)工作進(jìn)行了集中闡述；最后從組織領(lǐng)導(dǎo)、發(fā)展規(guī)劃、園區(qū)環(huán)境、政策體系、技術(shù)創(chuàng)新、人才隊(duì)伍、低碳理念等七個(gè)方面制定了針對(duì)性保障措施。本文研究對(duì)象是處于建設(shè)發(fā)展期和結(jié)構(gòu)調(diào)整期的產(chǎn)業(yè)園區(qū),對(duì)其他低碳產(chǎn)業(yè)園區(qū)發(fā)展模式的構(gòu)建能夠提供一定的借鑒。
[Abstract]:Since the industrial revolution, the global economy has developed rapidly. While enjoying the benefits brought by economic development, human beings are also faced with many problems, such as climate warming, environmental pollution, energy crisis and so on, which threaten the survival and development of human beings.Therefore, energy saving and emission reduction and development of low-carbon economy have become a hot spot and focus of research all over the world.Our country is in the critical period of great transformation. While maintaining the speed of economic development, we are gradually paying attention to the coordinated development of economy, society and ecology, which has formed the consensus that "we should not only have Jinshan Mountain and Silver Mountain, but also Green Water and Castle Peak".The development of low-carbon economy is an important way to achieve this consensus.The park is the important carrier of the economic development of our country.At present, there are many kinds of parks in our country, but the proportion of low carbon parks is relatively small, and most of them are lack of unified planning, so the low carbon parks can not play their due role.It is of great significance to rationally plan the development layout of low-carbon parks and formulate the development strategy of low-carbon parks according to different places. It is of great significance to promote the transformation and upgrading of parks, realize the transformation of regional economic development, and promote the development of green low-carbon parks.This paper takes Anqiu Qinglong Mountain low carbon Industrial Park as an example. Firstly, it analyzes the importance and urgency of developing low-carbon economy and constructing low-carbon industrial park in China at home and abroad.And domestic and foreign scholars on low-carbon economy and low-carbon park related theories were discussed, and then put forward their own understanding of low-carbon industrial park; secondly, low-carbon park theory, low-carbon economic theory, recycling economy theory,Guided by the theory of sustainable development and the theory of development strategy, combined with the actual situation of Qinglongshan low-carbon industrial park in Anqiu, on the basis of collecting data extensively, the macroscopic environment of the park is analyzed by using the method of PEST-SWOT.After a comprehensive analysis of the internal and external development environment, in the Tianjin Economic and technological Development Zone, Jiangsu Suzhou Industrial Park,Based on the analysis of the development models of the first batch of low-carbon industrial demonstration parks in China, including the Qingdao National High-Tech Industrial Development Zone, the experience and enlightenment of the development of the low-carbon industrial parks are obtained. Then, in the context of Anqiu's economy,On the basis of the analysis and prediction of the present situation of industry development and the future development goal, the development strategy of Qinglong Mountain low carbon Industrial Park in Anqiu is put forward.That is, "13337" low-carbon development thinking: a goal to build the park into a provincial and even national low-carbon industrial demonstration park, three functional areas-planning low-carbon production function zone, low-carbon industry incubation area and low-carbon ecotourism zone;The three main bodies-the government, enterprises and society-work together; the three tasks-to accelerate the development of low-carbon industry, to change the mode of energy utilization, and to strengthen the management of the park; seven guarantees-to strengthen organizational leadership, formulate development plans, and optimize the development environment,Improve the policy system, strengthen technological innovation, build a team of talents, advocate the concept of low-carbon; subsequently, focus on the park layout, accelerate the development of low-carbon industry, change the way of energy use, strengthen the park management and other key work.In the end, the paper formulates the relevant safeguard measures from seven aspects, such as organizational leadership, development planning, park environment, policy system, technological innovation, talent team, low carbon concept, and so on.The research object of this paper is the industrial park which is in the period of construction development and structural adjustment, which can provide some reference for the construction of other low-carbon industrial park development model.
