【摘要】：在市場(chǎng)經(jīng)濟(jì)快速發(fā)展的環(huán)境下,地方政府招商引資對(duì)于推動(dòng)地方經(jīng)濟(jì)建設(shè)發(fā)揮了重要作用,對(duì)地方經(jīng)濟(jì)社會(huì)生活有著深刻影響。改革開放以來,招商引資已成為了我國各級(jí)地方政府推動(dòng)經(jīng)濟(jì)發(fā)展的重要工作,在國際國內(nèi)經(jīng)濟(jì)形式快速變化的新常態(tài)下,各級(jí)地方政府更是搶抓國家“一帶一路”、新一輪西部大開發(fā)、“中國制造2025”、“互聯(lián)網(wǎng)+”的戰(zhàn)略機(jī)遇,科學(xué)謀劃、與時(shí)俱進(jìn)地開展招商引資工作,促進(jìn)地方環(huán)境不斷優(yōu)化,推動(dòng)區(qū)域經(jīng)濟(jì)持續(xù)健康發(fā)展。本文以綿陽市游仙區(qū)政府招引多麗電商產(chǎn)業(yè)園項(xiàng)目案例為視角,對(duì)地方政府在招商引資中存在的招引方式不能有效適應(yīng)項(xiàng)目需求、區(qū)域投資環(huán)境未能凸顯競(jìng)爭(zhēng)優(yōu)勢(shì)、推動(dòng)產(chǎn)業(yè)融合發(fā)展尚未成為招商引資出發(fā)點(diǎn)等三個(gè)問題進(jìn)行了闡述,對(duì)游仙區(qū)政府招引多麗電商產(chǎn)業(yè)園項(xiàng)目案例的典型性進(jìn)行了描述,并對(duì)在該案例中游仙區(qū)政府招商引資工作的有效舉措進(jìn)行了分析,詳細(xì)闡述了招引多麗電商產(chǎn)業(yè)園項(xiàng)目的過程和方式,探討了招商引資工作實(shí)踐中的難點(diǎn)及措施。本文共分為八個(gè)部分,第一部分為緒論,介紹了選題的背景和意義、國內(nèi)外研究現(xiàn)狀、理論基礎(chǔ)以及研究思路和方法。第二部分闡述了我國地方政府招商引資的現(xiàn)狀、困境及案例的典型性。第三部分對(duì)游仙區(qū)政府招引多麗電商產(chǎn)業(yè)園項(xiàng)目進(jìn)行了案例描述。第四、五、六部分分別對(duì)案例中創(chuàng)新招引方式、優(yōu)化投資環(huán)境、引導(dǎo)產(chǎn)業(yè)融合發(fā)展三個(gè)因素進(jìn)行了分析。第七、八部分對(duì)地方政府招商引資工作進(jìn)行了啟示分析和展望。研究表明,地方政府招商引資中,創(chuàng)新招引方式是重要手段、優(yōu)化投資環(huán)境是關(guān)鍵因素、引導(dǎo)產(chǎn)業(yè)融合發(fā)展是根本目的。通過研究,豐富了游仙區(qū)政府開展招商引資工作的理論,其經(jīng)驗(yàn)啟示對(duì)其他地區(qū)地方政府開展招商引資工作也具有一定的借鑒性,其研究成果對(duì)于健全和完善政府在經(jīng)濟(jì)工作中職能的發(fā)揮提供了參考和研究素材。
[Abstract]:In the environment of rapid development of market economy, local governments have played an important role in promoting local economic construction and have had a profound impact on local economic and social life. Attracting investment has become an important task for local governments at all levels in China to promote economic development. Under the new normal of rapid changes in the international and domestic economic forms, The local governments at all levels are even more eager to grasp the national "Belt and Road", the new round of large-scale development of the western region, the strategic opportunities of "made in China 2025" and "Internet", to plan scientifically, to carry out the work of attracting investment with the times, and to promote the continuous optimization of the local environment. To promote the sustainable and healthy development of the regional economy, this paper, from the perspective of the case study of the project in Mianyang Youxian District Government, can not effectively adapt to the project demand of the local government in attracting investment. The regional investment environment has failed to highlight its competitive advantage, and the promotion of industrial convergence has not yet become the starting point for attracting investment. The paper describes the typical case of attracting Dori E-Commerce Industrial Park by the Youxian District Government. In this case, the effective measures of attracting investment from the Youxian district government are analyzed, and the process and method of attracting the project of Duoli E-Commerce Industrial Park are described in detail. This article is divided into eight parts, the first part is the introduction, introduces the background and significance of the topic, the current research situation at home and abroad. The second part expounds the present situation, the predicament and the typical of the case of the local government attracting investment in our country. The third part describes the case of the project of attracting Dori ecommerce industry park by the government of Youxian District. In the fifth and sixth parts, the author analyzes the three factors of innovation, optimizing the investment environment and guiding the development of the industry convergence. The seventh and eighth parts have carried on the enlightenment analysis and the prospect to the local government investment attraction work. The research indicates that, In the process of attracting investment from local governments, innovation is an important means, optimizing the investment environment is the key factor, guiding the development of industry integration is the fundamental purpose. Through the research, it enriches the theory that the governments of Youxian District carry out the work of attracting investment. Its experience and inspiration can also be used for reference by local governments in other regions, and the research results provide reference and research materials for improving and perfecting the functions of government in economic work.
