【摘要】：工業(yè)是一個(gè)國(guó)家和地區(qū)經(jīng)濟(jì)發(fā)展的支柱,是該地區(qū)能否較快取得進(jìn)步的關(guān)鍵產(chǎn)業(yè)。近年來(lái),為了提高工業(yè)產(chǎn)業(yè)的發(fā)展,全國(guó)各地紛紛制定了以工業(yè)轉(zhuǎn)型為核心來(lái)提升工業(yè)發(fā)揮最大效用為手段的中、長(zhǎng)期發(fā)展規(guī)劃。然而,工業(yè)產(chǎn)業(yè)的轉(zhuǎn)型并沒(méi)有帶來(lái)令人滿意的收益,尤其是河北省的工業(yè)現(xiàn)狀,反而出現(xiàn)了工業(yè)效率低下、資源嚴(yán)重浪費(fèi)的現(xiàn)象。由于任何一個(gè)地區(qū)或國(guó)家在一定時(shí)期內(nèi)的工業(yè)投入是一定的,因此,研究如何在確定的工業(yè)投入條件下,合理利用資源,建立有效的工業(yè)結(jié)構(gòu)、工業(yè)重點(diǎn)進(jìn)而對(duì)于完成河北省的工業(yè)成功轉(zhuǎn)型,促進(jìn)河北省的經(jīng)濟(jì)發(fā)展具有重要理論意義與現(xiàn)實(shí)意義。本文利用工業(yè)產(chǎn)業(yè)的相關(guān)知識(shí),對(duì)河北省如何工業(yè)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)進(jìn)行研究。首先明確了工業(yè)轉(zhuǎn)型升級(jí)的涵義,梳理了工業(yè)產(chǎn)業(yè)的相關(guān)理論;其次在了解河北省工業(yè)產(chǎn)業(yè)現(xiàn)狀的條件下,從河北省工業(yè)總體現(xiàn)狀、制造業(yè)現(xiàn)狀、高技術(shù)產(chǎn)業(yè)現(xiàn)狀三方面進(jìn)行了深入透徹的分析,在分析結(jié)果的基礎(chǔ)上形成了河北省工業(yè)產(chǎn)業(yè)存在的問(wèn)題及轉(zhuǎn)型的瓶頸;第三以河北省產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的指導(dǎo)思想、原則和目標(biāo)為基礎(chǔ),建立河北省工業(yè)產(chǎn)業(yè)轉(zhuǎn)型的重點(diǎn):依靠科技創(chuàng)新驅(qū)動(dòng);加強(qiáng)企業(yè)技術(shù)改造;推進(jìn)信息化與工業(yè)化深度融合;提高可持續(xù)發(fā)展能力;推進(jìn)中小企業(yè)健康發(fā)展;調(diào)整優(yōu)化產(chǎn)業(yè)布局;提升對(duì)外合作層次;第四,以河北省工業(yè)產(chǎn)業(yè)轉(zhuǎn)型的重點(diǎn)為前提,提出了工業(yè)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的優(yōu)化布局:環(huán)首都高新技術(shù)產(chǎn)業(yè)發(fā)展帶;沿�，F(xiàn)代重化工產(chǎn)業(yè)基地;西北部生態(tài)旅游農(nóng)業(yè)基地;冀中南制造業(yè)與戰(zhàn)略性新興產(chǎn)業(yè)基地;最后,在河北省工業(yè)產(chǎn)業(yè)布局優(yōu)化的基礎(chǔ)上,為河北省工業(yè)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)順利實(shí)施提出相應(yīng)的政策建議。
[Abstract]:Industry is a pillar of the economic development of a country and a region, and a key industry for rapid progress in the region. In recent years, in order to improve the development of the industrial industry, All over the country have drawn up a long-term development plan with industrial transformation as the core means to enhance the maximum utility of industry. However, the transformation of industrial industries has not brought satisfactory benefits, especially the industrial situation in Hebei Province. On the contrary, the phenomenon of industrial inefficiency and serious waste of resources has emerged. Since the industrial input of any region or country is certain within a certain period of time, it is necessary to study how to make rational use of resources under certain conditions of industrial input. It is of great theoretical and practical significance to set up an effective industrial structure, which is of great theoretical and practical significance to the successful industrial transformation of Hebei Province and to promote the economic development of Hebei Province. This paper studies how to transform and upgrade the industrial industry in Hebei Province. Firstly, it clarifies the meaning of the industrial transformation and upgrading, combs the relevant theories of the industrial industry; secondly, under the condition of understanding the present situation of the industrial industry in Hebei Province, from the overall industrial situation of Hebei Province, The present situation of manufacturing industry and the present situation of high-tech industry have been thoroughly analyzed, and the problems and bottlenecks in the transformation of industrial industry in Hebei Province have been formed on the basis of the analysis results; thirdly, the guiding ideology of industrial transformation and upgrading in Hebei Province has been established. Based on the principles and objectives, the key points of the industrial transformation of Hebei Province are established: relying on the scientific and technological innovation drive; strengthening the technological transformation of enterprises; promoting the deep integration of information technology and industrialization; improving the ability of sustainable development; promoting the healthy development of small and medium-sized enterprises; Adjust and optimize the industrial layout; promote the level of foreign cooperation; fourth, put forward the optimized layout of industrial transformation and upgrading based on the key points of industrial transformation in Hebei province: ring the capital high-tech industry development zone; Coastal modern heavy chemical industry base; northwest ecotourism agricultural base; central and southern Hebei manufacturing and strategic emerging industrial base; finally, on the basis of the optimization of industrial distribution in Hebei Province, Put forward the corresponding policy suggestion for Hebei Province industry transformation and upgrading smoothly.
